SUBJECT: Camp Tanadoona Connection to Municipal Sanitary Sewer
PROPOSED MOTION
"The City Council is recommended to adopt the attached resolution allowing
Camp Fire Minnesota's Camp Tanadoona located at 3300 Tanadoona Drive,
PIDs 250083200 and 250092600 until May 15, 2017 to connect to municipal
sanitary sewer.
City Council approval requires a simple majority vote of the City Council
present.
Camp Tanadoona is adjacent to the
east side of Lake Minnewashta, west
of Highway 41 (Hazeltine
Boulevard) and north of Tanadoona
Drive, as shown on the graphic to the
right.
In 2000 sanitary sewer and water
main was extended to the property
with City Project 00 -01. The
property was assessed for these
improvements as well as the street
improvements included in the
project.
Section 19 -41 of the Chanhassen City Code states that properties adjacent to city
sanitary sewer must connect to the system within 12 months of availability. Staff did
not find evidence in the project file that the Camp was notified of this requirement, or
that the camp was granted an extended time to connect to municipal sanitary sewer.
Earlier this year representatives from the Camp met with Staff to discuss proposed
building improvements on the site. These improvements require a septic compliance
inspection which was performed on April 16, 2014. A copy of the inspection report
is attached.

Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow
Camp Fire Minnesota Camp Tanadoona site (outlined in blue).
On April 18, 2014 the Chanhassen Building Official notified Camp Fire Minnesota that the septic
system is non - compliant. Chanhassen City Code Section 19-67 adopts Carver County Ordinance 67-
2010 (with amendments) that requires owners of failing septic system to repair or replace the system
within three (3) years.
Upon consultation with the City attorney Section 19 -41 of the City Code reflects state requirements and
therefore governs over Section 19 -67. This means that the property is required to connect to municipal
sanitary sewer: repairing or replacing the septic system is not an option. Camp Fire Minnesota has
estimated the construction costs associated with making this connection as well as the associated City
and Metropolitan Council Environmental Services Sanitary Sewer Access Charges (City SAC and
MCES SAC, respectively). These costs were not budgeted; therefore Camp Fire Minnesota will
establish a fundraising plan to finance these expenses. The camp has requested a three year time frame
for their facility to be connected to municipal sanitary sewer in order to raise the necessary funds. The
three year period was requested as this is the amount of time septic system owners are granted to repair
or replace a failing system.
Due to the seasonal use of the property staff recommends that the City Council allow the Camp an
extension to connect to the municipal sanitary year. City SAC and MCES SAC fees will be collected at
the time of connection at the rate in effect at that time. Historically the City had offered the opportunity
to assess the City SAC fees over an eight -year period.
In the event that the septic system becomes an imminent threat to public health, the property must
connect to municipal sanitary sewer within 10 months of notification of the imminent threat in addition
to meeting the requirements of Chanhassen City Code 19 -67.

WHEREAS, the property located at 3300 Tanadoona Drive in the City of Chanhassen,
PIDs 250083200 and 250092600 ( "Subject Property ") has a noncompliant subsurface sewage
treatment system ( "SSTS "); and
WHEREAS, the SSTS is not currently an imminent threat to public health; and
WHEREAS, public sanitary sewer is available to serve the Subject Property.
NOW THEREFORE, BE IT RESOLVED:
1. If the SSTS on the Subject Property becomes an imminent threat to the public
health, the SSTS must be discontinued and a connection made to the public sewer system within
ten (10) months of it becoming an imminent threat to the public health.
2. Unless sooner abandoned, the use of the SSTS must be discontinued and a
connection made to the public sanitary sewer on or before May 15, 2017.
