Consideration of No Parking on Lake Lucy Road During Christmas Display
The Kendalls, residents at 1645 Lake Lucy Road, do a yearly Christmas Display that attracts
viewers from across the entire Twin Cities Metro area. In addition to driving by, visitors are
invited into the display to view it up close.
Lake Lucy Road is signed no parking in this area. In past years, the no parking restriction has not
been enforced, however, no formal action has been taken to temporarily suspend it. The City
recently approved a policy for lifting of no parking regulations on a temporary basis. It is
recommended that either:
I. The no parking restrictions be temporarily lifted, or
2. The no parking restrictions be enforced
A temporary lifting of the no parking restrictions is typically approved at the staff level, however,
in this case, the parking would occur on both sides of the street which is not allowed by the policy
and will extend over a period of at least five (5) weeks.
Council is requested to consider the lifting of the restrictions for the time period of the Christmas
display. Staff recommends that all conditions of the attached except Item 2.a. be required if the
no parking is approved. Trash and gaIbage removal should be a minimum of once (1) per week
as well as at the end of the event. In addition, efforts should be made to direct pedestrian traffic to
designated crossings to improve safety during the display.
