In our discussion December 22 , 1988 , regarding establishing goals
and objectives for 1989 , we concluded that a number of "problem
areas" must be corrected in order to continue to meet the
increasing demands made on the finance department. Accordingly,
we will forthwith discontinue the practice of providing special
assessment/legal description/property information on a telephone
demand basis. Requests for this type of information should be
handled in a more orderly manner rather than provided on an
interruption basis .
A manual procedure will be established whereby each request for
this type of information is recorded and a response to the
request is made either by return telephone call or in writing
depending upon the nature of the information and urgency of the
request.
The City has, in the past, charged a fee of $10 .00 per parcel for
formal assessment searches provided to non-residents such as
realtors, etc. With the ever increasing costs and time demands
being placed on city personnel , I would suggest the fee be
increased to $15 . 00 and not discriminate between resident and
non-resident. The formal assessment search requires researching
delinquent utility bills as well as outstanding and pending spe-
cial assessment balances, attesting to the amounts and validity
of the information and requires the same amount of time whether
provided for a resident or non-resident.
This is not intended to restrict citizenry access to information
but rather to provide more accurate and timely information in a
more professional manner.
