The Planning Commission went over a list of goals for the
Commission and Planning Staff regarding this year 1989.
Essentially, this list is a "to do" list. When this was pre-
sented to the Planning Commission, we discussed setting priori-
ties on the items and it was the Planning Commission ' s feeling
that they would like input from City Council relative to the
items on the list and what priorities should be taken with
accomplishing the list.
A. Comprehensive Plan Issues:
The first priority should be to complete the update. I met with
Mark Koegler and we have a tentative schedule established for
' completing the Comprehensive Plan update which would bring the
draft to the Planning Commission in May for their consideration.
That schedule does not anticipate further expansion of the Comp
' Plan issues beyond the 2000 MUSA line designation. As you are
aware, we have had inquiries for expansion of the MUSA line, spe-
cifically along Hwy. 5 . At this time under the Comprehensive
Plan, there is no guidance provided as to the types of land use
that should occur outside the year 2000 MUSA line boundary. I
believe it would be in the city' s best interest to evaluate what
types of land use designations would be appropriate beyond the
' year 2000 and specifically for the A2 Districts lying south and
east of the present developed portions of the city. This will
involve a major amendment to the Comprehensive Plan and may be
appropriate to roll into the present update which is progress at
this time.
B. Zoning Code Amendments :
Some of these are in process at the present time, some are new
items that have been identified. Briefly:
1 . Contractor' s yards - the Planning Commission will be
authorizing public hearing on the amendment for contractor ' s

yards to delete those from the A2 I

2 . Update the Zoning Map - This needs to be done to reflect I
zoning changes that have occurred since the zoning map was
previously drawn. I
The Blending Ordinance - I have not been able to research
this yet. My understanding is that it is intended to provide
guidance to future developments occurring next to low density 1
residential projects.
4 . Rezoning of BF District to A2 - My understanding is this has

been talked about off and on for quite some time. I would
recommend the rezoning be held off until we have completed
the update to the Comprehensive Plan and then do the rezoning I
if appropriate pursuant to the updated Comp Plan.
5 . Convenience Store Moratorium - I am preparing an analysis on
Ithe convenience stores hopefully for initial review by the
Planning Commission at their next regular meeting. Following
review by the Planning Commission, the item will be forwarded
to City Council for possible changes to the zoning code rela- '
tive to convenience stores and to gas stations.
6 . Sign Ordinance - This is another item that I have not been I
able to do the research on yet and determine what needs to
take place.
7 . Update the Zoning Code - I have added this item to the list

and the intent is to go through the Zoning Code and do some
general updates, eliminate some of the conflicts and restruc-
ture to make it clearer.

8 . Trash and Recyclable Users - This was brought up as a result
of the Admiral Waste Conditional Use Permit question of I
extending their permit. The Planning Commission has asked
where should this type of user be located within the City of
Chanhassen and has asked staff to do an analysis. This would
be addressed in the Comprehensive Plan update.

9 . Wetland Violations - There has been interest from Planning
Comission and City Council members to add a section to the I
Wetland Ordinance which specifically addresses how violations
to the wetland ordinance would be handled.
Tree Ordinance Review - There is an interest to tighten up

*' the regulations covering tree removal as well as screening
requirements and how those are applied to specific site
plans .

The following are items which I have or the To Do List in addi-
tion to the ongoing operation of the Planning Department. As
part of our discussion of goals for 1989, we should set some
priorities on the following items:
1 A. Comprehensive Plan Issues

11. Rezoning 21 Acres Lots the RR District - The intent is to
' rezone those areas to include some of the agricultural uses
from these areas that have been subdivided in the rural resi-
dential areas.
' (2 . Noise Ordinance - I have not been able to research this
issue.
' 13 . Storage - There has been some concern with the type of
storage that has been allowed in certain districts within the
City.
' 14. Front Yard Fencing - This is a new issue and is a concern
about what type of fencing should be allowed in the front
yard. Presently, there is no limitation on fencing in front
yards.
Items C are other items that have been identified for consideration:
' I . Updating Development Procedures - I am in the process of eva-
luating the processes that other cities are using for review
of development proposals. The intent would be to require
' complete applications in compliance with the codes and elimi-
nate the lengthy list of conditions on applications that go
to Planning Commission and specifically that go to City
Council. This would require establishing a Design Review
Board (made up of staff) and about a two week longer pro-
cessing time.
' 2 . Computerize Land Use Files - The city has talked about this
several times over the past few years . It is a question of
what priority should be placed on this and staff time to
' review.
3 . Wetlands Mapping - To update the existing wetland map. This
' is being done by Fish and Wildlife Service and hopefully this
will be completed during this year. There is limited staff
involvement to the wetland mapping.
' 4 . Tree Cover Mapping - This is a similar situation and this is
being done by the DNR. We are hoping for this mapping to be
completed this year.
5 . Trail Involvement of the Planning Commission - The Planning
Commission would like to be involved in the trail planning
' and any programs for trails in the City of Chanhassen. Two
members ( Erhart and Headla) have expressed an interest in
participating directly.
' 6 . Light Rail Transit - The Planning Commission has expressed an
interest in identifying the impacts and what types of

planning the city should be doing to accommodate the light
rail transit. This should be incorporated into the

Comprehensive Plan.
Recycling Oil - There has been an interest and work has been II' done on this previously, it just needs to be brought back up

8 . Eurasion Water Milfoil - This needs to be brought into the

wetland and lake issues so that the city is up-to-date on
this particular issue.
Obviously, the above list would involve a considerable amount of I
staff time to accomplish all of these items in the coming year.
Further , I would anticipate additional items by adding to this
list. Therefore, staff and the Planning Commission would like

some direction from City Council on what items should be done as
a first priority and what items have a lower priority and pro-
bably should not be considered for the coming year. I
