SUBJ: Community Development Block Grant Fund Allocation for
Year XV
Attached is the packet from Hennepin County regarding Year XV CDBG
Program Development Process. The process for allocation of funds
is essentially same as has been used in previous years . The city
needs to hold a public hearing on the allocation by the end of
March. I would recommend that we place the item on the March 13,
1989, City Council agenda as a discussion item of the program,
with the public hearing scheduled for March 27 , 1989 .
At the March 13th Council meeting, I would suggest we talk about
the various options for the funds to be allocated to Chanhassen
for the Year XV allocation. The amount of the allocation for
Year XV is $33, 488. 00. The minimum budgeted amount for any acti-
vity under the CDBG is $7,500 .
The attached memo from Hennepin County covers specific programs
which are available under this grant program. I would like to
discuss this with the City Council on Monday evening to list out
appropriate projects to be suggested to utilize the CDBG funds .

The material is essentially the same as has been used in previous years.
Should there be any questions, however, contact your County CD representative.
For Year XV a restructuring of the citizen participation process is being
recommended to the County Board. The mutual responsibilities of the communi-
- ties and the County remain essentially the same. The role of the Citizens
- Advisory Committee has been relieved because it is no longer a program A
requirement and because of the difficulty in maintaining an informed and 1
functioning committee.
A copy of the proposed new Citizen Participation Process is provided for
reference. It summarizes the respective responsibilities of program par-
ticipants and reflects the latest HUD requirements. Public hearings by each
community and the County are sufficient for citizen opportunity to impact on
program development. Interaction of community and county staff relative to
the eligibility and fundability of proposed activities satisfies appropriate-
ness. The County Board will, of course, authorize the submittal of the
Statement of Objectives and Projected Use of Funds to HUD in public session
following a public hearing.
The process for selecting activities for funding from the discretionary
account will be initiated in about 90 days. The account contains approxi-
mately $290,000.

STATEMENT OF OBJECTIVES
YEAR XV (1989) URBAN HENNEPIN COUNTY CDBG PROGRAM
Community Development Block Grant funds may be used to support a wide range of
housing and community development activities. The Statement of Objectives
provides a framework for use by Urban Hennepin County participants in develop-
ing local community development programs. Urban Hennepin County objectives
are supportive of the national CDBG objectives and are intended to illustrate
their application to the Urban Hennepin County CDBG program.
The national objectives of the CDBG program are: developing viable urban
communities by providing decent housing, a suitable living environment and
expanded economic opportunities principally for low and moderate income
persons; aiding in the prevention or elimination of slums or blight; and
meeting other community development needs having a particular urgency.
Each activity carried out with CDBG funds must, of course, be eligible under
program regulations (24 CFR 570) as well as fundable pursuant to a national
program objective.
The Urban Hennepin County CDBG objectives are presented by major program
subheadings. They are highlighted under the subheading.
ADMINISTRATION
The CDBG program requires that Urban Hennepin County maximize the benefit of
available funds consistent with the needs of low and moderate income persons
and participant communities. In like manner it is a program responsibility to
maximize program benefit and effectively administer program funds.
Contain program administrative costs through the use of program manage-
ment contracts for joint activities funded by several jurisdictions.
No more than three activities should be undertaken by any participating
community. Each activity should be budgeted with at least $7,500. In
cases where the planning allocation is less than $7,500 only one activity
should be programmed. When funds are committed jointly with other
participants to carry out a single activity these limits need not apply.
Facilitate cooperation among participants in the development and imple-
mentation of multi-community CDBG activities to address common concerns
and needs.
Support program activities which will generate program income to maintain
a level of program funding.
Maintain a process for citizen participation in the development, imple-
mentation and evaluation of the Urban Hennepin County CDBG program.
Implement Urban Hennepin County CDBG assisted activites in compliance
with the Urban Hennepin County Antidisplacement and Relocation Plan and
the Uniform Relocation Assistance and Real Property Acquisition Policies
Act.

HOUSING
Urban Hennepin County has established goals which are approved by the Depart-
ment of Housing and Urban Development for the construction of new housing and
the rehabilitation of existing housing for low and moderate income owner and
renter households.
- Facilitate the development of housing activities consistent with Urban
Hennepin County goals and priorities.
- Encourage multi-community cooperation in housing development and rehab-
ilitation programs.
- Support the development of new owner/renter housing affordable to low and
moderate income households.
- Support the rehabilitation of existing rental units and single-family
dwellings.
- Support the development of transitional housing facilities for persons
who are homeless or at risk of becoming homeless.
NEIGHBORHOOD REVITALIZATION
As an intergovernmental effort, Urban Hennepin County includes a broad range
of communities and neighborhoods, some of which, due to the age of their
structures, are in need of assistance for infrastructure rehabilitation/
installation.
- Maintain and preserve viable neighborhoods and neighborhood commercial
service centers through concentrated community development activities.
PUBLIC FACILITIES AND IMPROVEMENTS
The provision and improvement of public facilities represents a significant
cost to the community and the individual user (particularly those of low and
moderate income) .
- Improve existing and assist in the development of new public facilities
which benefit low and moderate income persons. Included in this objec-
tive are those public and/or nonprofit facilities designed for providing
shelter for persons with special needs.
ECONOMIC DEVELOPMENT
Within the context of the Community Development Block Grant Program economic
development must relate to the creation or retention of long-term employment
opportunities for low and moderate income individuals.
- Provide financial assistance to for-profit or non-profit business
operations which will provide or retain permanent employment oppor-
tunities for low and moderate income persons, at a ratio of at least one
full-time job created or retained for each $10,000 of program funds used.

PUBLIC SERVICES
The CDBG program asserts that the expansion and improvement of the quantity
and quality of public services available to low and moderate income persons is
for the essential development of viable communities.
Provide funding for public services which represent a new service or
expanded level of service consistent with CDBG regulations.
REMOVAL OF ARCHITECTURAL BARRIERS
The Urban Hennepin County CDBG program is committed to the removal of material
and architectural barriers which restrict the mobility and accessibility of
elderly or handicapped persons to public buildings, facilities and improve-
ments and public and private housing.

low- and moderate-income persons; and (7) Removal of Architectural Barriers,
to remove material and architectural barriers which restrict the mobility and
accessibility of elderly or handicapped persons.

CITIZEN PARTICIPATION PROCESS
URBAN HENNEPIN COUNTY
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
The Community Development Block Grant (CDBG) program was established by the
Housing and Community Development Act of 1974. It has changed somewhat
through legislative amendments, but the primary objective has remained--the
provision of decent housing, a suitable living environment, and expanded
economic opportunity principally for persons with low and moderate income.
Hennepin County has been an active participant in the program since inception.
Consistent with the primary objective, at least 60 percent of program funds
must be used to benefit low- and moderate-income persons. Other eligible
activities are those that would prevent or eliminate slums and blight or meet
a particularly urgent community need.
The Act authorizes the establishment of "Urban Counties" as entitlement
grantees. In order to provide the maximum number of its residents with
housing and community development assistance, Hennepin County, in cooperation
with 44 suburban communities, gained designation as an Urban County and
therefore became an eligible recipient of CDBG funds. Funding is allocated by
the Department of Housing and Urban Development (HUD) using a formula based on
population, extent of poverty and overcrowded housing.
Basic to the community development process is the opportunity for citizen
involvement. Urban Hennepin County has fostered and provided for citizen
participation in the formulation of its CDBG program, including its implemen-
tation and evaluation, since the first program year beginning in 1975. This
statement of the Urban Hennepin County CDBG program citizen participation
process continues that tradition and responds to recent HUD requirements .
INTENT
The citizen participation process is designed to give citizens the opportunity
to participate in determining the housing and community development needs
within their communities and how the CDBG program might be used to address
those needs. It sets forth the process to be followed at the community and
county level and will remain in effect until all activities assisted through
the program are completed or until changes become appropriate or mandated.
STRUCTURE
The foundation for citizen involvement in the Urban Hennepin County CDBG
program consists of three integral, cooperating groups, they are:
1. Hennepin County
2. Cooperating Units
3. Ad Hoc Technical Advisory Groups
The role of each group in the process is defined below. Mutual involvement
and interaction between the groups serves to ensure compliance with federal
regulations and provides for the adequate and meaningful participation of
affected units and citizens.
Hennepin County
The Urban Hennepin County CDBG program is the responsibility of Hennepin
County, including the approval and adoption of the citizen participation
process. Under the process, the County is specifically responsible for:
1. Notifying cooperating units of the annual program development
schedule and procedure.
2. Informing the public of the level of annual funding.
3. Holding a public hearing for input on community development needs
and objectives.
4. Informing the public of the range of activities which may be
undertaken and the objectives which must be met.
5. Informing the public of the amount of funds programmed for the
benefit of low- and moderate-income persons and which activities
will result in the displacement of persons, indicating plans for
minimizing such displacement and clarifying assistance available to
those affected.
6. Making the Statement of Objectives and Projected Use of Funds
available community-wide to provide the opportunity for review and
comment.
The County is further responsible for approving community requests for funding
and authorizing the submittal of the final Statement of Objectives and
Projected Use of Funds to HUD, who in turn authorizes the expenditure of funds
according to the statement.
Cooperating Units
To participate with Hennepin County in the Urban Hennepin County CDBG, local
communities must execute a joint cooperation agreement, an integral part of
which is compliance with the following citizen participation responsibilities:
1. Provide local citizens with information on the amount of grant funds
available and range of eligible activities.
2. Hold at least one public hearing on housing and community develop-
ment needs.
3. Develop an annual local Urban Hennepin County housing and community
development program in accord with the Urban Hennepin County
Statement of Objectives.
4. Submit projected activities to Hennepin County for review and
inclusion in the Statement of Objectives and Projected Use of Funds.
Ad Hod Technical Advisory Groups
Technical assistance to cooperating units, citizens, citizen organizations,
groups of low- and moderate income-persons or their representatives, and
residents of blighted neighborhoods is provided upon request. These groups
are made up of the most knowledgeable staff available from the U.S. Department
of Housing and Urban Development, Hennepin County, participant communities,
and other involved public agencies.
OTHER ELEMENTS
The citizen participation process also consists of the following elements of
particular interest to citizens and other groups:
Complaints
All complaints, written and verbal, will be responded to in a timely and
responsible manner. When a-written complaint is directed toward a specific
cooperating community, Urban Hennepin County and the affected community will
provide a written response within 15 working days.
Access to Information
Full public access to program information is provided.
Access to program records and information consistent with state and local laws
regarding personal privacy and obligations of confidentiality is available for
citizen review upon written or oral request at the Hennepin County Office of
Planning and Development, Development Planning Unit, 822 South Third Street,
Suite 310, Minneapolis, MN 55415, or by calling 348-6418 during normal working
hours.
These documents include:
1. All mailings and promotional materials.
2. Records of hearings.
3. All key documents, including prior applications, grant agreements,
the citizen participation process, performance reports, other
reports required by HUD, and the proposed application for the
current year.
4. Copies of the regulations and issuance governing the program.
5. Documents regarding other important program requirements, such as
contracting procedures, environmental policies, fair housing and
other equal opportunity requirements, and relocation provisions.
Public Hearings
The public hearings will be held in places accessible to the handicapped and
appropriate accommodations will be made to meet the needs of non-English
speaking attendees.

Notices
In order to give adequate notice of public hearings, Urban Hennepin County
and/or the participating communities will, at least 10 days before each public
hearing, publish a notice detailing particulars in their respective official
newspaper.
Program Amendments
The County Board or the local governing body, whichever originates the
amendment, shall hold a public hearing on the amendment. Approval of a
program amendment is the responsibility of the initiating agency.
