IIBACKGROUND
The City Council approved the site plan on April 25 , 1988 , sub-
' ject to:
1 . All bituminous areas shall be lined with concrete curb.
I2 . The building permit for the retail center will not be issued
until the city has approved the vacation of 64th Street
including submission of financial sureties and execution of
I the development contract to ensure that 64th Street will be
realigned to intersect TH 41 in another location.
I 3 . Compliance with all conditions of the Subdivision Request
#85-7 .
The attached plans indicate concrete curb around all bituminous
I areas . Earlier in the agenda, the development contract has been
submitted for Council approval. The City Council approved the
vacation request of 64th Street on May 31, 1988 , and the Council
I required construction of a cul-de-sac into the Reed property
rather than intersecting into TH 41 . Finally, the site plan
addresses the applicable conditions of the Subdivision Request
I #85-7.
ANALYSIS
I This is submitted for Council review in order to note minor
changes that have occurred since the April 25 , 1988, approval.
They are as follows:
I1 . Realignment of the configuration of the access drive into the
site from TH 41. Originally proposed was a straight "T"
intersection into the parking area. The revised alignment
II provides for a smoother entry into the site and will avoid

significant amount of congestion as one enters the site imme-
diately.
Because of the grades in this location, the pro-
posed alignment will allow a better transition into the site.
This revision has been reviewed and approved by both the
Public Safety Director and the Engineering Office in regards
to turning radius and traffic flow.
2 . Trash enclosures have been removed from inside the building to
the rear side of the parking area. Three trash enclosures are
now proposed along the south parking area behind the building.
A detail of the trash enclosures is shown on drawing A-1 .
Proposed is an enclosure of concrete block with wood gates .
3 . The applicant has notified staff that the landscaping plan in
the attached plans incorrectly made changes from the pre-
viously approved plan. The following changes shall be made
on the plan to conform to Council approval:
a . Installation of a 2 foot hedge along the north edge of
the parking area (18" shown) .
b. Installation of three 12 ' Scotch Pines on the west lot
line, and shifting the 13 Colorado Spruce north so that
five evergreens are on the west lot line of Lot 1.
c . Installation of a one foot hedge along the east lot line
between the parking area and TH 41 .
d. Installation of sod instead of crown vetch seed around 1
the entrance drive near TH 41 and the median between the
driveway and parking area.
4 . Four light poles have been eliminated from the rear of the
building. Wall lights shall be constructed to eliminate the
glare on adjacent properties . Detailed plans of wall lights
and the design of light standard shall be submitted prior to
building permit approval. High pressure sodium lights are
required. '
5 . The Engineering Department has conducted its review of the
grading and utility plan ( see attached) .
The Planning Commission on July 20 , 1988, recommended approval of
the preliminary plat creating the cul-de-sac and storm water pond
on the Reed property ( this item will be Council' s agenda August
8 , 1988) . The attached plans indicate these proposed improve-
ments in compliance with Council direction on the plat and vaca-
tion requests . ,
RECOMMENDATION
Although changes have occurred on the plans , staff finds that I
they are keeping with the Council' s and Planning Commission' s

I approval. The following motion is recommended based on the
revised drawings .
I It is recommended that the City Council approve the revised plans
stamped "Received July 18 , 1988" subject to the following con-
ditions:
I1 . Submission of a revised landscaping plan prior to issuance of
a building permit.
I 2 . Submission of detailed plans on the light standards and wall
lights on the rear of the building.
I 3 . Compliance with recommendations of the Engineering
Department.

Staff Memo Update to the April 21 , 1988 Memorandum
Planning File 86-2
The City Council approved the final site plan for the HSZ site on
April 25 , 1988 . I have included a copy of my previous memo to
the City Council for your review (refer to attachment 1 ) . Since
that time, the applicant has made minor revisions to the site
plan which involved the entrance and storm sewer drainage facili-
ties for the site and the Reed property. Staff felt it necessary
to update the City Council as to these proposed changes.
The proposed entrance along the easterly side of the site which
accesses State Trunk Highway 41 has been revised to include an
internal roadway between the parking lot and the access onto
Trunk Highway 41 . This revision is an improvement over the pre-
vious revision due to the revised grades along this internal
street . This longer entryway creates a longer distance to tra-
verse the entrance grades , thus decreasing the grade for the
entryway. This grade has been decreased from a 4% grade as com-
pared
to the previous submittal which had the proposed entryway
grade of approximately 5% to 6%. We find that the revised plan
improves traffic flow and reduces the number of traffic conflict
points. '
The plans have been revised to show the proposed 8-inch PVC sani-
tary sewer pipe stopping at the northwest corner of Lot 2 . The
previous submittals had extended the sanitary sewer from this
northwest corner in an easterly direction such that sanitary
sewer service for Lots 1 and 3 could be readily attained.
Although these utilities are to be installed and maintained as a
private utility , it is staff 's recommendation that this sanitary
sewer service be extended to Lot 3 such that future connection to
the outlots can be made without causing disruption to traffic
flow from Trunk Highway 7 or the entryway conditions from State
Trunk Highway 41. The applicant has agreed with staff' s recom-
mendation and states that the plans will be revised prior to
construction.

The radin plan has
g g p been revised to incorporate a storm drainage
retention pond immediately south of the parcel . This pond has
been sized to maintain the predeveloped runoff rate , provide ade-
quate storage for a 100 year frequency event, and provide proper
conveyance of storm water runoff which flows underneath Trunk
' Highway 41 from the Minnetonka West Junior High School. The pro-
posed storm sewer system from the retention pond extends along
West 64th Street and then south along the Reed property within
' the Oriole Avenue right-of-way to the Herman Field Park. The
installation of this storm sewer system will require tree removal
immediately west of the Reed property and continuing in a line
directly south to Herman Field Park. Staff walked the proposed
alignment of the storm sewer system to review the size and type
of trees to be removed. It is estimated that approximately 30
two-inch diameter or smaller box elder trees , 1 six-inch maple
' and 1 twelve-inch box elder along with saplings and scrub brush
are anticipated to be removed. Staff is working with the appli-
cant to pinpoint the best location of this pipe such that it
' accommodates the future plans of Herman Field Park.
The Public Safety Director has requested that engineering review
the location of the building to ensure adequate traffic flow
' capabilities to get emergency vehicles around to the south of the
proposed building site. Staff has reviewed the location of the
building and the provisions for traffic flow and find that they
are adequate.
The grading plan calls for the construction of a 2:1 slope along
' the south side of the property. As per the Council' s direction,
the applicant has revised the grading plan from the previous sub-
mittal such that plantings can be placed along the tiered area
immediately south of the parking area along the south side of the
' site.
The erosion control plan denotes Type I erosion control. This
' should be revised to Type II erosion control. The City' s stan-
dard detail for the installation of Type II erosion control
should be shown on the plans.
' The last page of the plan set does not reflect the revised
entryway conditions. It should also be noted that the Minnesota
Department of Transportation (MnDOT) is the fee title owner to
' the right-of-way along West 64th Street ( refer to attachment 2) .
Although MnDOT has stated that they are willing to vacate this
portion of the property, this process is a lengthy one at best .
' In light of this , MnDOT had indicated earlier that they are
willing to provide the applicant with a temporary construction
easement such that they may proceed with their proposed grading.
At the time of this report the City has not received a copy of
this easement . A copy of the easement should be provided to the
City prior to the grading permit application.

It is therefore recommended that the revised site plan for the
HSZ site dated "Received June 18, 1988" be approved upon the
following conditions:
1. The applicant shall submit to the City Engineer for approval
the plans and specifications for the installation of the
storm sewer pipe and utilities prior to the application for a
grading permit.
2 . The applicant shall provide the City with a temporary
construction easement from the Minnesota Department of
Transportation for the parcel located at the southeast corner
of the property. '
3. The grading , drainage and erosion control plan shall be
revised to include Type II erosion control ( or equivalent) .
The City ' s standard detail for installation shall be included '
on the plans.
4. Three sets of revised plans shall be submitted to the City
Engineer for approval prior to the commencement of any
grading.

On Wednesday, March 16, 1988 , a meeting between staff, the appli-
cant' s engineer, and the Watershed District was held a few hours
prior to the Planning Commission meeting, to address late concerns
regarding the water quality of off-site runoff which discharges
1 into the wetlands of Herman Field park. The Watershed District
revised their initial recommendations to require additional on-
site ponding.
' The Planning Commission approved the site plan dated "Received
March 7 , 1988" subject to 18 conditions (which included that a
revised plan acceptable to the Watershed District be submitted
' prior to final site plan review) .
The applicant' s engineer has resubmitted the grading plan which
addresses the water quality issues .
' Grading and Drainage
1 The grading plan proposes the construction of two ponding sites
along the northeast and southeast corners of the site. These
ponds are well situated to take advantage of the existing
1 topography and drainage patterns .
The proposed parking lot elevations at the southwest corner of
the lot maintains a vertical difference of 22 feet from the
' existing elevations on West 64th Street. The proposed slope for
this area is a 2 : 1 slope. Wood-fiber blankets or equivalent will
be required for stabilization of this area ( refer to Attachment
1 #1) .
The proposed ponding sites maintain the predeveloped runoff rate
as well as provide for adequate storage for a 100-year frequency
storm event. We find this plan acceptable.

Roadway/Access '
Access to the site remains intact from the previous submittal.
Please be advised that the site plan includes the West 64th
Street right-of-way. MnDOT has stated that they will not support
the driveway access from the site onto TH 41 without eliminating
the West 64th Street access onto TH 41.
The closure/realignment of West 64th Street will be discussed at
length in the vacation report (agenda item Sd) . ,
It is therefore recommended that the site plan be approved con-
tingent upon the alternative access plan as approved by City
Council and the following conditions :
1 . Approval of the preliminary plat and site plan shall be con-
tingent
upon vacation of West 64th Street right-of-way,
approval of a final plat for the Reed property, including
execution of a development contract, filing of a letter of
credit, and realignment of West 64th Street to TH 41. '
2 . The applicant shall enter into a development contract with
the City and provide the necessary financial sureties to
guarantee the proper installation of the public improvements.
3 . The developer shall obtain and comply with all conditions of
the Watershed District permit.
4 . Hay bales shall be placed and staked around all storm sewer
inlets. ,
5 . Wood fiber blanket or equivalent shall be used to stabilize
all disturbed slopes greater than 3 :1. ,
6 . The applicant shall obtain and comply with all conditions of
the permits from the Minnesota Department of Transportation.
7 . Calculations verifying adequate pressure conditions for the
sprinkler system of the proposed retail building shall be
submitted for approval by the City Engineer prior to the
issuance of a building permit.
8 . The proposed sanitary sewer and watermain systems internal to
the site will be constructed and maintained as private utili-
ties . The City of Chanhassen will not be responsible for any
maintenance of the utilities (with the exception of public
storm sewer drainage facilities) internal to the site.
9 . An acceptable traffic sign and pavement marking plan shall be
submitted to the City Engineer prior to the issuance of a
building permit.

' 10. The applicant shall submit a revised erosion control plan
subject to the approval of the City Engineer prior to
' issuance of a building permit.
11. Specific plans and specifications which address the specific
alignment, installation, and erosion control for the proposed
storm sewer system must be submitted and approved by the City
Engineer prior to the issuance of the building permit.
