The Sun Ridge Addition included platting 6 single family lots. Lot 6 of the subdivision is located at the ' terminus of the Sun Ridge Court cul-de-sac. Total acreage of the Sun Ridge Addition is 73 acres . Under the one unit per ten acre density guidelines , a total of 7 lots would be permitted. ANALYSIS The proposed replat is to divide Lot 6 into two lots of 2 . 5 acres and 39 . 8 acres. Soil borings were conducted again on proposed Lot 1 ( former Lot 6 of previous plat) and additional soil borings were conducted on proposed Lot 2 . Mr. Machmeier and Mr. Anderson conducted a field investigation and have reviewed the soil reports . Staff met with Mr. Machmeier and Mr. Anderson on July 8 , 1988 , and con- firmed that each site contains two adequate septic system sites for mound systems . Their written report is attached. ' The original subdivision dedicated a 60 foot easement along the westerly lot line of old Lot 6 and the easterly lot line of Lot 5 . This easement was reserved for potential extension of the cul-de-sac to the northerly portion of the site upon resub- division. The applicant has indicated that he does not intend to sell the 39 . 8 acre lot in the immediate future as he has obtained ownership of the property immediately to the east. The appli- cant' s objective with this application is to convey the 2 .5 acre ' parcel. He has requested to redesignate proposed Lot 2 as an outlot and condition it to remain unbuildable until he finalizes plans with the adjacent property. The proposed outlot would be landlocked but two means would exist to service the lot, a future ' street along the existing easement or from the east on the adja- cent property. 11 Sun Ridge Second Addition July 13 , 1988 Page 3 It should be noted that under the 1 per 10 guidelines only one residential unit is eligible for the northerly 40 acres of this subdivision given the creation of the six lots last year. A Williams Pipeline easement existts through the center of pro- posed Lot 2 . This easement should be shown on the final plat. RECOMMENDATION Planning staff recommends the Planning Commission adopt the following motion: "The Planning Commission recommends approval of Subdivision Request #87-25 based on the plat stamped "Received June 17 , 1988" and subject to the following conditions : 1 . Compliance with the recommendations of Mr . Machmeier and Mr. Anderson. 2 . Redesignation of proposed Lot 2 as an outlot. 3 . Dedication on the final plat of a 75 foot utility easement over the Williams Pipeline. 4 . The developer agrees to extending Sun Ridge Court to the southerly property boundary of Outlot A if an application is pursued for Outlot A. This extension of Sun Ridge Court shall be at the sole expense of the applicant and shall be consistent with the City' s standards . 5 . The applicant shall supply the City Engineer for approval a grading, drainage, and erosion control plan for each lot as part of the building permit process . PLANNING COMMISSION ACTION The Planning Commission unanimously recommended approval of the subdivision request subject to staff' s recommended conditions with the following correction to Condition #4: 4 . The developer agrees to extending Sun Ridge Court to the southerly property boundary of Outlot A if an application is pursued for Outlot A. This extension of Sun Ridge Court shall be at the sole expense of the applicant and shall be consistent with the City' s standards . The thirty foot future street easement along the west lot line of Lot 1 shall be dedicated on the plat. CITY COUNCIL RECOMMENDATION ' It is recommended that the City Council approve Subdivision Request #87-25 as recommended by the Planning Commission. The site was originally a farm field and now exists as a meadow. The steep slopes drain towards Bluff I Creek. Sanitary Sewer 1 Municipal sanitary sewer service is not available to the site. On-site septic systems will have to be analyzed, staked and roped 1 off prior to issuance of a building permit. Water Service Municipal water service is not available to the site and there- II fore on-site sources will need to be developed by the applicant. Access 1 A 50-foot roadway easement exists along the westerly side of Lot 1 1 , Block 1 and along the southerly side of Lot 2 , Block 1 . Lot 1 , Block 1 should receive access from the existing Sun Ridge Court. The applicant has agreed to plat the proposed Lot 2 of Block 1 as an outlot and that if a permit is ever applied for , II the existing Sun Ridge Court shall be constructed to the property boundary of the outlot at the developer' s expense. Grading and Drainage 1 The plan does not propose any major grading to the site. Box 147 Chanhassen, MN 55137 ' Re: Planning Case 87-25 (Grams) Dear Barb: ' We received soil boring data from you for Lots 1 and 2 of the proposed Sun Ridge 2nd Addition along with your ' notation that Lot 3 was dropped from the plat request. On Friday, July 8 , 1988 , we visited Lots 1 and 2 accompanied by Larry Van de Veire who made the soil borings for Rod Grams. Larry was helpful in locating the soil boring holes since ' the marking flags had been largely removed by agricultural operations. ' On Lot 1, borings 1 and 2 indicated one location for a sewage treatment system and borings 3 and 4 indicated the other location. Soil mottling was indicated on the ' submitted log forms at depths of 3 . 5 to 5.5 feet, making the area investigated unsuitable for the installation of drainfield trenches. We made a soil boring close to boring B-4 to verify the soil texture and the depth to mottling. ' We found the soil texture to be as presented but mottling was observed at a depth of 3 .0 feet rather than the 4 .5 feet as reported. The location is still suitable, however, for the installation of a sewage treatment mound, since the texture in the top foot is a loam which should have a percolation rate at least as fast as the 61 to 120 minutes per inch range. The original land slope in the two proposed ' locations is less than 12 percent. There will need to be a careful coordination of the house location, the location for the two sewage treatment sites , and the location of the ' water supply well in the development and the permit-granting process. Also, in order that the proposed sites for the sewage treatment system remain suitable as presently ' evaluated, the soil must remain in the natural condition as we viewed it and not be subjected to any cutting, filling, or traffic from construction equipment. On Lot 2, which is approximately 40 acres in size, the soil borings also showed mottling at depths of 3 to 4 feet. JUL. .1 2 1988 SPECIALISTS IN ONSITE SEWAGE TREATMENT CITY OF CHANHASSEN . . . 1 Grams July 8 , 1988 Page 2 Borings 1 and 2 are approximately on the contour and designate one proposed location for a sewage treatment mound, while borings 3 and 4 designate the other location. The top soil is a loam, which should have a percolation rate at least in the 61 to 120 minute per inch range. The natural ground slope in the areas proposed for the sewage treatment systems is less than 12 percent. There apparently is a utility easement, likely a gas line, running roughly from east to west through the center of the tract. This was not designated on the map which we received but the marker stakes for the utility line were apparent from our field investigation. Again, we would point out that the soil on the sites which we investigated must remain in the same natural condition in order for the sites to remain as suitable for the location of sewage treatment mounds. Because of the size of Lot 2, there very likely are numerous other sites on the lot which are suitable for the installation of onsite sewage treatment systems . In summary, we believe that both of the above lots have ' at least 2 sites which are suitable for the installation of onsite sewage treatment systems. There' s one existing house here so he'd be allowed one here and then one still on the big lot . Emmings : He could divide it up anyway he wanted to but. . . IDacy: He gets two more units and that ' s it. Emmings : Is the applicant present? IDacy: I don ' t know what happened to him. Although he does , he is the anchor for Channel 9 so he' s probably at work. Emmings : Are there any members of the public that are here to comment on this. It is a public hearing. Can you show me on the map where that would be there? ' Dacy: As part of the original plat approval , I think that was right here between these two lots. The road entrance is just to the north of that Iand there is a driveway to an existing house to the north of this site. Headla: There ' s a couple of homes there isn ' t there? ' Dacy: Yes . The existing house here . Dacy: Yes. I think that one is too. Headla : I thought there was a driveway exit off the road to the south of the last home. Dacy: To the south of this one? Headla: The last home that' s there. ' Dacy: Another one of those lots is right at the base of Lyman and Audubon. There is the street and the two driveway accesses. That was approved in the original plat. Headla : Okay, I just want to make sure. When I stood in that driveway I wasn't really sure. They said silos on this one drawing we got and I II started looking for silos and I wasn' t quite sure that I was right where I should be. Dacy: The drawing is referring to the existing house up over on the east side of the property. Headla : I didn' t have any notes here so , I don' t have anymore. Batzli : I was going to ask about condition 4. The developer agrees to extending Sun Ridge Court. Wouldn' t this be the type of thing where we reserve a right-of-way over Lot 1 so we can extend that? Dacy: That already is of record . Batzli : There is a right-of-way over Lot 1? Dacy: Yes. Batzli : It ' s just not shown on the , I guess there' s a dotted line. That' s already reserved, that right-of-way? Dacy: Yes. There' s a 60 foot easement . Batzli : I saw the dotted line there. I didn' t know that was already reserved . I thought that was like contemplated type road. That was my only question. Ellson: It looks fine to me. Conrad : Barbara, the reason we can not require the applicant to put a road into the 39 acres is, when there is potential access in the future and/or we' re designating it as an outlot? What is it that you hang your hat on to say we don' t need access to it at this point? Dacy: We can hang the hat on a couple of hatracks . One being , the ordinance does allow a private drive for a landlocked piece in the rural Planning Commission Meeting July 13, 1988 - Page 12 area . I didn' t refer to that but that ' s possible. Number two is that by conditioning this to be an outlot and to remain unbuildable until an access situation can be resolved with the acreage to the east, we can require extension of the street at that time. Conrad : Good . No other questions . Emmings: I just noticed when we were out there in the circle of the cul-de-sac , the sides were washing , probably from the rain we just had . ' I just wondered, do they have to put curb around? Are they required to do curb out there? ' Dacy: In the rural area , no. Emmings : I don ' t have anything else. Unless anyone else has any other comments, is there a motion on this? ' Dacy: I was just thinking of Mr . Batzli ' s idea . I guess it wouldn' t hurt to make a statement conditioning to rededicate the 30 feet on Lot 1 just ' to make sure. Batzli : Who has the lot to the west there of that line on Lot 1? ' Dacy: I don ' t know if that ' s still under the subdivider ' s ownership or not. ' Batzli : But that' s already platted too? Dacy: Right. Just to clarify it so it doesn ' t get lost. Emmings : So you' re asking that the motion be amended to include in paragraph 4 the statement that the existing easement what? ' Dacy: The existing 30 foot future street easement along the west lot line of Lot 1 be reindicated on the plat of the 2nd Addition. Emmings : One thing it said that kind of confused me. It said they' re going to move a fence and somehow that reduces the amount of coverage on the site? I don' t understand how that. . . 1 Olsen: One of the original plans , the fence was located up into here. Emmings : The point is Jo Ann, isn' t coverage the amount of impervious surface taken as a percentage on the amount of land. Regardless of where the fence is , there wouldn' t be more land . Olsen: No, they are removing lot coverage. They' re moving the fence into II an outdoor storage area and moving it up into there so they are providing green space.
