During May, 1 37 single family permits were issued for a total valuation of $3 , 711, 000 . As of May 31, we have issued 131 single family permits . 1 In April, the building department took in $42 ,796 .56 in permit revenue and in May $42 ,120 . 84 was received. Total permit revenue as of May 31 is $159 ,047. 91. 1 Fire 1 The Fire Department responded to 29 calls in April and 33 calls in May. There were no structure fires in either month. Fourteen of the 29 calls in April were rescue response and 20 of the 33 in May. 1 Police 1 During April, the Sheriff' s deputies responded to 363 total calls for service and during May they responded to 452 calls for ser- vice. However, I believe that this could ' be averted through proper action on our part. Please take a moment to read this letter, it should be worth your attention. The information below was extracted from the study: CITY OF CHANHASSEN YEAR 2005 LAND USE AND TRANSPORTATION PLAN Prepared for: City of Chanhassen Housing and Redevelopment Authority Prepared by: Brauer&Associates, Hoisington Group,Benshoof&Associates This study is dated August 1986. Based on City growth and traffic forecasts for the year 2005 the study identified the following ' deficiencies in the existing and currently planned roadway system: 1 ) The planned connections of Chanhassen Downtown and ' the future four lane freeway 212 about a mile to the south was found to be indirect and inconvenient. ' Originally planned intersections with freeway 212 include one at County Highway 17 and another one at Dell Road. Highway 17 is about half a mile west of the ' current Downtown and will eventually even traverse it as the commercial zoning of the City indicates. Dell ' Road is planned to be about one mile east of Downtown Chanhassen on the border line to Eden Prairie. The initial construction phase of Freeway 212 through the ' southern portion of Chanhassen was projected for 1990-92. ' 2) Highway 101 was found to lack continuity and to be in a state of unclear classification. Furthermore it is not ' clear whether the County or the State has jurisdiction over 101. Jurisdiction and classification are related. Roads with significant through traffic are likely to be ' under State jurisdiction, roads with more local traffic I • under County j urisdiction. Classification and road I continuity are related as well. Roads that are classified as major through traffic connections need continuity. For roads carrying primarily local traffic, however, Icontinuity as such is not very important and may even be undesirable if their local character is to be preserved. • I3) The three main intersections of Highway 5 were projected to operate close to or over capacity during Irush hours by the year 2005. Significant congestion on Highway 5 was predicted to cause also congestion on I major cross streets. This conclusion did consider Highway 5 as a four lane Highway as it is to be widened in the upcoming years. IIn an attempt to solve the identified problems, the study proposed several additions and changes to the existing and currently planned roadway Isystem as drawn up on figure 11 of the study, a copy of which is attached. These proposals mostly affect Highway 101: I1 ) An interchange of Highway 101 with the planned Freeway 212 to the south is proposed in addition to I those planned at Highway 17 and Dell Road. I 2) The study proposes extensive improvements for Highway 101 and concludes that 101 should be designated a Minor Arterial (the same as Highway 5) and not a local Iroadway. In the scenario of the proposal, Highway 101 would become a major trough traffic connection I between Freeway 212 to the south and Highway 7 and particularly the planned extension of Crosstown (Freeway 62) to the north. I 3) Significant modifications are proposed to several I existing intersections, as well as some all together new intersections of Highway 5. A new intersection for Highway 101 between the Dakota Avenue intersection Iand the Great Plains Blvd intersection is proposed in order to grant continuity of 101. Through this I intersection, the northern portion of Highway 101 would connect to Lake Drive East which would become 101 as it passes our new Hidden Valley family home Idevelopment until rejoining the current 101 trough the "T"-intersection between the Superette gas station and I our home development. A preliminary design of the new intersection is shown on the attached copy of figure 17 of the study While the need for additional Downtown access could be debated, it I certainly is a forced issue to make 101 a major through traffic connection. The proposal envisions 101 with three or four lanes and forecasts it to carry an average load of 11,000 to 20,000 vehicles per day by the year t 2005. Current load of Highway 5 is given as 1 1,000 to 18,000 vehicles per day. To encourage such heavy traffic and to route it practically through I the backyard of newly built family homes with an unusually high population of children is hardly desirable and seems quite irresponsible. Besides that, the operation of Highway 5 intersections would be improved $ but slightly through the proposals implementation. Apparently, the proposal fails to consider the impact the envisioned Iscenario would have on the residents along Highway 101, in particular the residents of the Brookhill development. And it appears that this proposal I was either forgotten or a well hidden secret during the initial phases of Brookhill development. However, we are here now! Will the City be able to ignore our existence in favor of a auestionable need for "convenient" IDowntown accessibility? Whom is Chanhassen trying to accommodate, its local residents and their children or through-traffic connections? IAccording to a presentation given at City Hall on July 5th, the study proposal is the "only" solution to the forecast of Chanhassen's traffic Iproblems, though the study states repeatedly that additional analysis is necessary. In order for some aspects of the proposal's implementation to I be included in the coming improvements of Highway 5, the City Council appears to be pressured to approve the proposal in August 1988. According to Barbara Dacy, Chanhassen's City Planner, the City Council plans an open I hearing on the subject on July 27 at City Hall at 7:00 p.m. I would like to encourage as many of us as possible to show up there and to express our I concerns, for I assume that you share at least to some extent my objections to the given prospect. An additional way to express opposition to the proposal is to write letters to the Chanhassen City Council that Idetail our concerns and objections. If there is sufficient opposition to the proposal. the City Council may be more inclined to realize how onesided I the premises of the current proposal are and therefore not approve it but commission further analysis based on a wider set of premises that should include the wellbeing of residents as much as business interests and Ithrough traffic needs. The 1 City' s estimate is based on 1 . 6 acres of wetland property valued at 344 per square foot for a total of $23 ,696 . 64 , and muck excava- tion of 4500 cubic yards of material at $2. 50 per cubic yard for a cost of $11 , 250 . 00 , or a total of $34,946 . 64 . We have 1 rechecked our numbers and accurately planimetered our cross sec- tions to arrive at what we feel is an accurate 4500 cubic yards of material for excavation. As we discussed on the telephone, your estimate of 6500 cubic yards was a crude estimate. I there- fore still believe that the $35 ,000 is reasonable payment for the property and muck excavation in that you also are receiving fill material at no additional charge from the City. The value of the 1 land is based on similar property values for the wetland property of this nature. I therefore believe the 344 per square foot is a reasonable offer. 1 Concerning the City providing excess fill which you may need for your site, this is a scenario that changes from day to day as 1 each project progresses. At the time that your project is in need of fill material , the City will make available to you any excess fill material which we may have available at the time of your request. It will be your responsibility to load and haul the material as necessary. If the access is solely utilized by the City, the surface material will be at the City ' s discretion and cost. Concerning plan prepara- tion fees and the wetland alteration application, we want to be reasonable in paying for our appropriate share of the costs , however, I do not believe that a pro-ration based on land area is appropriate. The majority of the engineering cost no doubt will be involved with your building proposal and site details, whereas the City' s 1 . 6 acres is no more than a series of contour lines on paper. I believe we can work something out here but I trust you can see my point. Concerning the actual execution of the work, as you can see from the earlier $35 ,000 calculation, the payment for contractor ' s rough grading and excavation of the storm water pond is built into the $35 ,000 payment , therefore, I would not agree to paying an additional sum to the contractor for doing this work. On the issue of purchasing plant materials required for , landscaping from your garden center , we would look forward to entertaining a bid at such time as we would be proceeding with the final landscaping effort. P. #1002-44 City of Chanhassen Intersections File No. 88-14 Dear Mr. Crawford: With every week that passes we see more and more progress on Trunk Highway 5 improvements. For those of us who have labored diligently for this cause it is gratifying to see ink put to paper and construction dust eminent. ' City staff has informed me that a productive meeting was held on July 12 , 1988 between City staff , our consultants , and seven mem- bers of your staff (meeting roster attached) to resolve the intersection scenarios as it relates to the City of Chanhassen ( see attached map) . As you are aware , the successful flow of traffic through downtown Chanhassen is very much dependent on removing "temporary" Trunk Highway 101 through-traffic from down- town Chanhassen. Much effort on the part of MnDOT staff and the City has already gone into arriving at a final configuration for this interchange. It is my understanding that as a result of the ' July 12 , 1988 meeting the City has been given approval for the following interchanges along Trunk Highway 5 which are within the scope of S. P. No. 1002-44 : ' 1. West 184th Avenue (Dell Road) - full interchange. 2 . Dakota Avenue - right-in/right-out. ' 3 . Relocated Trunk Highway 101 - full interchange. 4 . Existing Trunk Highway 101 (Great Plains Boulevard) - full interchange. r Mr. William Crawford II July 13 , 1988 page 2 II 5. Market Boulevard - right-in/right-out (for now) . 6 . CSAH 17 ( Powers Boulevard) - full interchange. I 7 . Park Drive - full interchange. Concerning the Market Boulevard connection, it was agreed that it II would be constructed to a right-in, right-out condition but that the Trunk Highway 5 design would be done to accommodate a full II interchange at such time in the future when traffic demands warrant it . There apparently was some concern expressed at the meeting by I MnDOT staff as to the City' s commitment to accomplishing the realignment for the new Trunk Highway 101 intersection. Another purpose of this letter is to reaffirm once again for the record II the importance of this interchange to the future of the City of Chanhassen. To this extent , the City Council at its July 11 , 1988 meeting, unanimously approved authorization of the feasibi- lity study for the realignment of Trunk Highway 101 (see attached resolution) . We understand that with the tight time frame for this project that the "staff approved layout" must proceed for- ward without this intersection detailed at this time. The plans II will be marked to indicate that this intersection is being planned and as soon as the City has approved a final con- figuration for the intersection it will be transmitted to your II office for inclusion in the plan set . We appreciate the cooperation and understanding extended to us from you and the rest of District V staff in working to accom- ' modate us on these important improvement for the City of Chanhassen. We know we have some important local challenges to conquer in the weeks ahead concerning the Trunk Highway 101 II interchange, however, I believe I speak for the entire City Council in reinforcing to you the City' s commitment to keep our end of the bargain. The No Parking signs in the streets surrounding the access were quick- ly put into place after we brought our concerns to them. We have also noticed the increase in boat patrols on the lake. These are just a few matters on which they have followed up on, there are many more. We very much appreciate all the work they have done on our behalf. Keller Construction Company concerning a request to construct the sewer between Station 8+00 and Station 29+30 along the north side of Lake Susan at this time instead of waiting until November 1 as required by the Watershed District permit and the City' s wetland alteration permit. The letter explains the reason for this request is to take advantage of the extreme dry weather which will also have some beneficial impact on the timing of the project and also construction con- tinuity. The construction is anticipated to take three weeks under present conditions which is basically half of the construction time esti- mated if it were to be required during the winter months. Likewise, a better installation will be possible for by elimi- nating the difficulties which would be encountered in backfilling with frost material during the winter months. I have discussed this with Bob Obermeyer of the Watershed District and we both agree that this request seems reasonable and indeed could result in less environmental harm and risk to Lake Susan since dewatering of the construction trench posed a signi- ficant portion of the environmental risk. Obviously the double tier erosion control with bales will be installed and maintained throughout the construction period and a thorough disc-anchored mulching would be put down to stabilize the area once construc- tion is completed. Keller Construction Company and allow construction of the sewer between Station 8+00 and Station 29+30 at this time. This is with the understanding that if environmen- tal conditions change in the opinion of the City during this construction to where the City believes that it would be better to enforce the original winter construction contingencies , the City may revoke this approval and require the construction to be done as originally planned. BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937-1900 MEMORANDUM TO: Don Ashworth, City Manager FROM: Gary Warren, City Engineer DATE: July 18 , 1988 SUBJ: Street Maintenance Fund Sealcoating Program File No. PW143 At the July 11 , 1988 City Council meeting , Councilman Geving requested the attached map which shows the extent of streets which have been sealcoated since the beginning of the program in 1984. Since the engineer' s estimate for the 1988 sealcoating program was $42 ,000 and the street maintenance fund has budgeted $110 ,000 for this activity, the question was raised as to how the balance of this fund would be used this year and likewise the appropriateness of future levy commitments in upcoming years. As was authorized by the City Council at the July 11 meeting, more detailed evaluation work has been slated for roads requiring more extensive maintenance/repairs in the form of bituminous overlays and/or complete reconstruction. The roads in question which will be looked at with the "road rater" include Frontier Trail ( from Highland to Chan Vista) , Minnewashta Parkway, Audubon Road (from Lyman Boulevard to Trunk Highway 5 ) , Chanhassen Estates and Horseshoe Curve. Until we have the results of the evaluations , we will not know exactly what portions of the road- way system can be upgraded using an overlay. For comparison pur- poses we estimate almost $200 ,000 in overlay costs would be spent to upgrade these roadways . We know for a fact that several of the sections will not tolerate an overlay and will require reconstruction which will obviously increase the cost. Likewise, the use of State Aid funds will be considered for Minnewashta Parkway and Audubon Road. A feasibility study to address upgrade of residential streets will be requested by staff to address roads such as Frontier Trail regarding costs and local assessments. I would therefore conclude that this year' s street maintenance program is typical for the next 2 to 3 years in that I would anticipate utilizing the 2 mill levy for a combination of sealcoating , overlay and road reconstruction costs. This will be further addressed as a part of our current budgetary process .
