Public Gathering Permit at Pheasant Hills Park
Ms. Karen Lewis, who lives near Pheasant Hills Park, contacted me a couple of days
ago exploring the possibility of holding a graduation party in the park. The Lewis
family, along with the Droegemuller and Bornstad families, would like to join their
efforts for a combined party. The proposed date is Saturday, June 17, from
2:00 - 7:00 p.m.
The graduation parties are estimated to bring 150 people from 2:00 - 7:00 p.m.
Being an open house drop-in format, this would be a better scenario than everyone
attènding at one time. Although I think it is a good use of the park, I would like to
place the following conditions for the event:
I. The provision.oftwo portable restrooms:
A $50 special clean out charge would be assessed for the restroom that is
already located at the park... .
2. A $50 sanitati,on fee will be assessed for dropping off and picking up refuse
containers~
3. Prior to a 30' x 60' tent being erected, gopher State One Call must be notified
to locate utilities.
4. Parking is a concern as there is no off-street parking for Pheasant Hills Park.
Ms. Lewis has indicated she will speak with her neighbors to address any
potential concerns.
5. Park Maintenance crews will make sure a volleyball net is in place and the
grass sufficiently mowed prior to the event.
Conceptually, I am in favor of the public gathering permit for this event. If the Park
and Recreation Commission and the City Council at their May 15 Joint Meeting
recommend approval for this permit, the final approval will need to happen at the

May 22 City Council meeting. If the public gathering permit is approved, our .
department will assist the applicant with the details necessary to make this event
successful.
RECOMMENDATION
It is staft's recommendation that the public gathering permit submitted by Ms. Lewis
be approved for Pheasant Hills Park, for Saturday, June 17,2000. The conditions
mentioned earlier must also be met in order for approval.
STAFF UPDATE
The Council and Park & Recreation Commission discussed this item at the May 15,
2000 work session, and approval is recomnìended.

Dear Mr. Ruegemer;
On behalf of three of our neighborhood families and our Mil1netonka graduates of the class of
2000, I am respectfully req\lesting a public gathering permit for June 17" from 2:00 pm to 7:00
pm for a graduate celebration at our neighborhood area park in Pheasant Hills.
We are planning for approximately 150 people that could potentially attend over the five-hour
period of time. We proposed placing a 30' x 60' tent for protection (against rain or too much
sun), about five tables, and an unspecified number of chairs. These wil1 be placed late Saturday
moming by ourselves with the help of some members of a local church. We wilI be serving food
and only non-alcoholic beverages. Adults wì1l be present during the specified time period. Most
smal1 items such as coolers for pop, trash, and litter wi11 be cleaned up by the end of the evening.
The tent, tables, and chairs wì1l be removed by SW1day morning, We will speak with the
neighbors who live on both sides of the park to inform them of our plans and address any
potential concerns they may have.
Since satellite portable toilet(s) and the volleyball net are usually present at the park during the
spring and summer time, we would like to have these available by the time of this gathering. In
addition. since the park is usually mowed at certain intervals during the season. we hope it could
be mowed prior to our gathering.
As we need to continue to make plans and invite guests to this celebration, we hope this permit
could be granted as soon as possible and thank you in advance for your timely attention in this
matter. Please call me with any qudtions or Concerns.
