DATE: July 8, 1988 t ( Date SubmiCc.; t.i C „s,.n w. irate "`.,-- 1 SUBJ: Approval of Plans and Specifications Woodcrest Subdivision, R & R Land Ventures 7-17L_Z__f --- Project No. 88-9 1 Attached are the construction documents dated "Received June 21 , 1988" which includes storm sewer and site grading for the six lot I subdivision located on the south side of Woodhill Road. The City Council approved the final plat on May 23 , 1988 . The plans do not indicate any improvements to the existing 1 Woodhill Road. As per condition 12 of the final plat approval, "The applicant shall negotiate with the City Engineer for curbing along Lots 3 , 4 and 5 . " At this time, the applicant has not met I this requirement and shall do so prior to receiving authorization for grading. I The grading plan proposes the construction of a sedimentation/ retention pond within Outlot A. This proposed pond maintains the predeveloped runoff rate while providing more than adequate 4. storage for a 100-year frequency storm event. IAs per condition 9 of the final plat approval, the storm sewer pipe should be extended 10 feet beyond the existing watermain I along Yuma Drive (refer to attachment 1 ) such that repairs could readily be made to the watermain should the need occur. I The proposed grading plan calls for the removal of all the trees within the northern half of the lots. As per condition 1 of the final plat approval , "There shall be no clear-cutting of the lots at any time. Grading, erosion control and tree removal plans I shall be submitted in conjunction with the building permit appli- cation for Lots 1 through 5 , Block 1. The applicant shall file proposed deed restrictions upon satisfactory review by City I staff, the DNR Forester and the City Engineer. The grading shall be minimized to save trees. " The applicant has agreed to install a snow fence immediately south of the proposed grading area to 1 prevent unnecessary removal or destruction of trees. A revised plan indicating the location should be submitted to the City Engineer for approval prior to the commencement of any grading. It is therefore recommended that the plans and specifications r dated "Received June 21 , 1988" shall be approved subject to the following conditions: 1. The applicant shall enter into a development contract with the r City and provide the City with the necessary financial sure- ties to guarantee proper installation of these public improvements. 2 . All erosion control measures shall be in place prior to the commencement of any grading , and once in place shall remain in place throughout the duration of the construction. The developer shall be responsible for periodic checks of the ero- sion controls and shall make all repairs promptly. All ero- sion controls shall remain intact until an established vegetative cover has been produced. 3 . Hay bales shall be placed and staked around all storm sewer inlets. 4. Working hours shall be between the hours of 7: 00 a.m. and 6 : 00 p.m. with no work allowed on Sundays or holidays. 5 . The developer shall be responsible for daily clean-up on and off the site for debris which has resulted from construction or construction traffic from the site. 6. Wood-fiber blankets or equivalent shall be used to stablize ' all disturbed slopes greater than 3:1 . 7 . Item 25 , Page EIR-11 of the specification shall be revised to state: The City will not pay for compaction tests nor re- testing. This shall remain the contractor 's expense. 8. Item 32 , Page EIR-13 of the specifications shall be revised r to state: The City will not pay for large trees or bush replacement . This shall remain the contractor/developer ' s expense. ' 9. Item 20 under special conditions of the specifications shall be revised to omit Water Department responsibility for customer notification. This shall be the contractor/ develo- per ' s responsibility. r II Don Ashworth July 8, 1988 Page 3 ' 10 . Three sets of revised plans and specifications shall be sub- mitted for approval by the City Engineer reflecting these ' changes before receiving authorization for grading. 11 . The developer shall provide the City with soil report and borings by a registered soils engineer and agrees to comply with the recommendations of the soils report . 12 . The storm sewer shall be constructed of reinforced concrete pipe to be consistent with the City' s standards for urban construction. ' 13 . The storm sewer pipe along Yuma Drive shall be extended 10 feet beyond the existing watermain (refer to attachment 1 ) .
