As you are well aware, the bond maturity structuring for Phase I
of the Downtown Redevelopment Project was calculated based on
,1 receiving first year tax receipts in 1989. As such, I have pre-
pared the attached assessment roll preparation schedule and
directed BRW to proceed with preparation of the preliminary
I assessment roll. Working backwards from the October 10 , 1988
certification date to the County, and allowing proper legal time
for public notification and public hearing process dictates that
I the public hearing should be held no later than August 15 , 1988 .
A substantial effort is involved in preparing the preliminary
assessment roll for this project and publishing it in sufficient
time in advance to meet statute requirements for the public
I hearing. Due to the magnitude of the project and the intricacies
of the assessment roll , a special City Council meeting would seem
to be the appropriate manner to deal with this roll. Since we
I have little choice but to have the hearing on this date, I am
hopeful that the City Council can adjust their busy summer sche-
dules to attend. A straw poll of council members at this time
Iindicates that a quorum would be present.
In addition to the downtown redevelopment project, there are two
other assessment rolls which are carryovers from the 1987
I construction season and which we wish to have assessed at this
time. These projects are:
Ii. South Lotus Lake First Addition Utility and Roadway
Improvements, Project No. 85-17; and
2 . West Village Heights Lateral Sanitary Sewer
Iand Watermain Extension, Project No. 87-1.

Assessment rolls are in the process of being prepared for both of
these projects and would be ready for distribution for public
hearing on August 15 .
It is therefore recommended that the City Council establish
August 15 , 1988 as a special meeting date for public hearing date
for receiving objections to the special assessment rolls for
Improvement Project Nos . 86-11A, 85-17 and 87-1.

Downtown Redevelopment Project - Phase I

1 As you are aware, the debt service schedule for the bonds for Phase I of the
downtown redevelopment project call for assessing this project for payment of
taxes beginning in 1989. The following is the schedule which needs to be
1 complied with in order to meet the October 10, 1988 certification date for
assessments to the County.
II July 11, 1988 City Council adopts resolution ordering assessment
hearing for August 15, 1988.
July 22, 1988 *Preliminary assessment roll complete.*
IJuly 28, 1988 Publish official public notice and mail individual pro-
perty notices.
1 August 15, 1988 Public hearing. Adjourn hearing to consider objections.

1 August 22, 1988 Final assessment hearing/adopt assessment roll.
1 August 29, 1988 Notices mailed for any changes in the assessment roll.
September 30, 1988 Last day to pay assessment without interest.
IIOctober 10, 1988 Last day to certify assessment roll to County.
This is the most expanded schedule I could come up with and yet still meet the
1 notice requirements contained in the 429 statutes. As noted above, July 22 is
the key deadline at which the preliminary assessment roll needs to be completed
so that the proper notices can be prepared and mailed. We will rely heavily on
1 the resources of BRW to see to it that this is accomplished.
