' Bloomberg Parking Lots and Lighting We have begun work on layouts for refurbishing the Dinner Theatre/Mall parking lot as well as designs for the hotel parking lot. This work will be available for bidding or change order with Phase II. Bowling Alley Lighting ' I am meeting with our Electrical consultants on July 25, 1988, to review prelim- inary plans for this project. This work will also be available for bidding or ' change order with Phase II. City Hall Landscaping The groundbreaking for the City Hall addition is scheduled for Fall 1988. I believe a Spring 1989 planting schedule will work best for this project. This will then be included in Phase III bidding. ' Market Boulevard Development Entry Work in this area will have to be closely coordinated with Chadda if any entry scheme is to occur before construction of buildings. BOX 147 • CHANHASSEN, MINNESOTA 55317 II `�? ry (612) 937-1900 MEMORANDUM I TO: Mayor and City Council Park and Recreation Commission IIFROM: Don Ashworth, City Manager ' DATE: July 28, 1988 SUBJ: Moving Costs, Old Carousel Building from Excelsior IAmusement Park Approximately one month ago the City Council endorsed moving the I old carousel building, currently in Victoria, to Lake Ann Park. The approval anticipated a moving cost not to exceed $15 ,000 and a resurrection cost not to exceed ;50 ,000 . The $50 ,000 was anti- I cipated as a cost which would come out of the bond proceeds asso- ciated with Lake Ann Park. The previous consulting estimate for the Lake Ann Expansion was approximately $230 ,000 . With bonding costs , the total amount needed to accomplish Lake Ann expansion I would be $250,000 . This would then leave approximately $50 ,000 for Lake Ann projects such as the carousel building. Again, the City Council approved the above points. IThis office has received a bid for moving and resurrecting the carousel building. The amount is $23 ,700 . Mr. Stubbs has been asked to separate the bid for moving versus resurrection to I insure that the $15,000 guideline will be met. I am confident that it will. Additionally, resurrecting the building within the $50 ,000 guideline can be achieved, i .e. pouring floor, footings, II board replacement, etc. , will bring the total cost up to the $50,000 amount. II The Park and Recreation Commission and City Council should be aware of the fact that eventually the City will be required to spend another $50 ,000 on the structure. Specifically, the moving/ resurrection costs would leave the existing roof on the struc- I ture. The roof is currently in poor condition and can be antici- pated to be replaced within the next 5 year period. To best blend in with Lake Ann Park, cedar shakes should be considered I ( $15 , 000 to $20 ,000) . Similarly, the structure could best be utilized if electricity was available. The cost of running the, electricity to the building would be the greatest expense, i .e. $10,000 . Wiring itself would be the lesser expense, i .e. $5 ,000 . me II Mayor and City Council I Park and Recreation Commission July 28 , 1988 Page 2 I In addition to amounts shown above, the Council/Park and I Recreation Commission should anticipate that the lower siding (under the windows) should be replaced and protective boards put on the inside to insure that the new siding was not broken out II from the inside. Again, a total estimated expense of $100 ,000 is not unreasonable. Again, I would not anticipate this level of expense occurring for five years. This office considers that the conditions set by the City Council I have been met and, accordingly, I am having Mr. Stubbs present his contract for City approval. Should any Council member/ I Park and Recreation Commission member wish to have this item reconsidered or believe that the authorization given by the Council should have considered the long range costs as a con- II dition of approval, please contact me as soon as possible. An emergency meeting of the Council may be necessary to resolve this issue should Council members believe that the original conditions of approval have not been met. As I mentioned we are not planning to build a substation simply to serve John Wagner Lake Susan. We are, however planning to build a substation 1 New Prague in the near future to better serve our present as well as future members in the Chanhassen, Chaska and Eden Prairie Rodney • Marek areas. That substation is consistent with a Long Range Plan Montgomery we developed several years ago. Each of the site alternatives we are considering would require minimal new transmission 1 George Stauff Kilkenny line in Chanhassen, . 5-1. 25 miles. Based on current load projections that is the only new substation MVEC is planning IJohn Carlson in your area for the next 15 years. Our service areas were originally established at that time, however within just the last 18 months or so MVEC and NSP L personnel reviewed our service areas in Chanhassen and made some very logical refinements. Roadway Certification City of Chanhassen , Minnesota File No. PW033 Dear Mr. Weichselbaum: The function of a transportation plan is to not only accommodate future needs but also to analyze existing problems and to pose appropriate solutions. Frequently, existing problems are closely related to future needs. As a result , a specific action in a 1 given area can remedy existing deficiencies while providing for future needs. Our Annual Certification of Mileage (December 31 , 1988 ) shows ' that we are under our maximum allowance by 2 . 81 miles. We there- fore request your review and approval of our request for the addition of roadways to our present State Aid System as marked in ' red on the attached Preliminary Layout Plan. The proposed roadways are as follows: I. A proposed frontage road between County Road 117 (Galpin Boulevard) and County Road 17 ( Powers Boulevard) - 1 . 65 miles. ' The access to Lake Ann Park is directly off of the north side of Trunk Highway 5 . Left turn movements either into or out of the park are hazardous due to the volume of traf- fic on Trunk Highway 5 . Park users frequently encounter significant waiting periods in exiting the park, par- ticularly at peak hours . ' A_ frontage road along the north side of Trunk Highway 5 would serve short-term and eventually long-term development in the area. Once the frontage road is constructed, the access into Lake Ann Park at Trunk Highway 5 could be closed. i ' I/ Mr. C. E. Weichselbaum July 27 , 1988 , Page 2 II. The jurisdictional continuity of Trunk Highway 5 is extre- ' mely important to Chanhassen as a transportation backbone. Until Trunk Highway 5 is upgraded to a four-lane facility, problems will be compounded in upcoming years due to the growth patterns along the corridor. Extension of the fron- tage road to Highway 41 will significantly improve con- ditions along Trunk Highway 5 . III. Extension of Powers Boulevard south of Lyman Boulevard be- tween County Road 18 (Lyman Boulevard) and Bluff Creek Drive - total of 1. 59 miles split into two segments as follows: Segment 1 - from County Road 18 to County Road 14 - 0 . 94 miles ' Segment 2 - from County Road 14 to Bluff Creek Drive - 0 . 65 miles i A general problem in Chanhassen ' s existing north/south transportation system is readily apparent in Trunk Highway 101 . Trunk Highway 101 is classified as a temporary trunk highway and as such has not received appropriations for any improvements with the exception of absolute minimum necessities. The highway has significant alignment and geometric problems , particulary south of Trunk Highway 5 . Therefore, the extension of Powers Boulevard south of Lyman Boulevard would add functional continuity as a main route to the City' s north/south transportation system. This is also an important link being incorporated into the new Trunk Highway 212 alignment study and E. I. S. , Thank you for your consideration of these roadway additions . Realization of this offer depends upon acquiring an additional qualified staff person. The services are to assist the city in an erosion and sediment control program. The proposal can be rewritten in consultation with the city to become an agreement. The agreement can be renewable annually or terminated within thirty I days written notice provided by either party. Services are proposed for new construction or development projects exceeding I 2 acres in size and/or four homesites per platted property or immediately adjacent to a stream, wetland or lake. I i II ' I. Plan Review A. Services Proposed ' 1. Preliminary Plat Review a. Describe general soil properties and identify potential soil ' based limitations to the intended land use. ' b. Locate lakes, streams and wetlands off site subject to impact from proposed land use change. Where appropriate, note current condition of off site features. c. Review adequacy of preliminary erosion and sediment control plan based upon pre-established criteria. These criteria will be Ideveloped in consultation with the city prior to implementing a formal agreement. The criteria will be based on standards ' provided by the USDA Soil Conservation Service and the Associa- tion of Metropolitan Soil and Water Cosnervation Districts and the needs of the city. ' d. A written report noting variances from the standards will be given to the city after the District receives the plat. 2. Final Erosion and Sediment Control Plan a. The final erosion and sediment control plan would be reviewed relative to the standards. A written report will be provided to the city. II II. Enforcement Services Proposal II A. Site Inspections i I. Inspections will be scheduled as follows a. When temporary measures are installed preceding site grading II b. After "phase" completion c. After heavy rains II d. Each thirty days, April 1 through November 30 I e. When project is complete 2. Written report will be prepared for the city following each I inspection B. Enforcement Procedure II 1 . When site inspections are made, existing erosion control measures 1 are compared to those called for in the erosion and sediment control plan agreed to in Step A, 2a. Deficiencies are noted and sent in a II letter of non-compliance to the developer, along with a schedule when the practices are to be implemented. A copy of this letter II is forwarded to the city. The District will make a follow up II contact with the developer. 2. If the items noted in the non-compliance letter are not installed I according to the schedule, a letter of non-compliance is sent to the city. The city will then proceed to implement the necessary II erosion control measures according to the terms of the development agreement. I II II ' III. Payment for Services These fee schedules are to serve as a guide at this time. They are taken from the Dakota SWCD which currently provides services similar to these outlined in this proposal. A. Proposed Specialty Services These services are best characterized as one time studies or reports. They are usually prepared in response to single community wide issues and provide resource data relevant to the issue. For example, the wetland inventory done for Chanhassen in 1975 located all wetlands in the city, showed their size and type, and where they were situated within the watershed boundaries. Wetlands could then be prioritized for ordinance protection. These services relate to specific needs in each community and, as a result, are very individual. However, they may be characterized in two groups: (1) the District would serve as a general contractor for the city in developing resource reports; (2) the District would prepare existing resource material or do city wide inventories relative to a specific need stated by the city. You note in your letter that the City should provide additional time to inform you of important meetings . The item before the City Council was one of setting the public hearing date. The notice was sent to you to insure that you would have at least a two week period of time to research the item and make any com- ments in advance of the hearing. I know of no city which sends out a notification that a future notification will be occurring. Additionally, very few of the cities in this area publish agendas and require that items to be considered for that next agenda be submitted nearly one week in advance so as to allow for publica- tion. The most common complaint is that the City' s review periods (publication time frames) are too long. I sincerely appreciate receiving letters , such as yours, acknowledging the importance of properly advising the public. "Jim" Burdick 426 Lake Street Excelsior, Minnesota 55331 (612) 474-5243 July 25, 1988 Office of the Mayor Members of the City Council City of Chanhassen Chanhassen, MN. 55317 Gentlemen, I am quite concerned because during the past year or two, at the present time, and for quite a number of years in the future, there will be items coming before the Chanhassen City Council which greatly effect me and my son, Brian. I feel that the system of notifying property owners as to these meetings could be greatly improved. To start with, the notices should be sent out much earlier. For example, today, Monday, July 25th, in the mail which arrived at approximately noon, I received our only notice of a meeting the same evening. This gives very little, if any, preparation time. I cannot send any documents to the city council members in advance, which makes it more difficult for them. It also does not leave any time for me to discuss it with any members of the city staff before the meeting. In addition, if we should be gone for even one afternoon, we would miss a vitally important meeting. The same applies if the mail should be delayed. All in all, I feel that this "late method" is very unfair.
