attached pages I have set forth a proposal to perform the work described and as discussed with you
by telephone. Overall objectives of the consulting effort will be to review proposed radio frequency
(RF) coverage of the regional radio system In your community and consider Inœroperabllity issues
associated with participating on the sysœm.

SUGGESTED WORK PLAN
City of Chanhassen, Minnesota
GENERAL
We understand tile !ru\ior empbasis of your project seeks a proposal for teclmical consulting
services to evaluate and recommend ways to evaluate radio ftequenc:y (RF) coverase reliability
of tbe Ml!tropolitan Radio Board's (MRB) 800 MHz U"unlred radio system in the Cbanhasseø
Fire Department Service Area. AdditioDalIy, we understand tbat the City wishes to
understand, in layman's rerms the adequacy of propo$ed system coverage for daily operations
and to reviews and understand the benefits and limitations of the system's interoperability with
neighboring communities.
TASKS
To accomplish these objectives we propose to:
1. Evaluate radio system (RF) peñormance criteria, including
a} . talk outJbackrange for hand-held radios
b) talk outlback range for mobile radios
c} coverage inside typical buildingssucb as Target, Rosemont Industries, Pillsbury, and
the Chanbassen Dinner Theater.
We win do this via a review of perfOtlTWl(e data guaranteed by the MRB's contract with
Motorola and Carver County, Further we will conduct random field strengtb
measurements using comparable 800 MHz systems which may be on the area, if feasible,
to validate the MRB information. We may find it advanlagcous to prepare computer
generaied covenge prediction IIIodels to validate information furnisbed to us and gathered
via field tests. \
2.
With cooperation of City fire personnel, we win physically inspect eight (8) other
randomly selected buildings for purposu ofexttapolating predicted MRB' 800 MHz
coverage in various locations and building construction types within the Fire Department
Service area.
3.
We will document findings in the form of a Written summary report which characterizes
expected perfOi1nance of !he MRB system for City uses.
4.
Interview three (3) fire officials from adjacent communities with which Cbanbasscn bas
a fire mutual aid agreement for pwposes of evaluating and recommending benefits and
limitations of the MRB's proposed system interoper.íbility.
Present findings in writing in a written letter style report. The report will include
recommendations and opinions based on data gathered during steps 1-5. Our report will

Based on prior similar projects, we estimate tbat project expenses will not exceed S5oo. By
authorizing this work, Ciry agrees to pre-approve necessary mileage, telephone, and duplicating
expenses (not to exceed S5OO). Additional expenses, if any, win be pre-coordinated with City's
autbori%ed representative before they are incurred. Actual travel and expense costS will be driven by
the project meetings and success of our data collection efforts We win only bill for those expenses
actually incurred.
INVOICES'" PAYMENTS
Three invoices of SI, 750 will be generated and are payable net 21 days. The first invoice will be
generated at tbe time of contract execution'. Second invoice will be issued one month later. Third
(final) invoice will be issued at time of acceptance of our written report by the City. Expenses will
be itemized and added to invoices for professional services set fortb above.

We have facilities 10 establish three-way telephone callI. Under some circumstances
our customers ask us to coordinate telephone conferenu calls with more !ban three
connection points to save time and travel expense. In these situations we use a multi-
point conference bridge which offets guaranteed connection quality. We bill fur
conference bridge time at actual cost.

Assumed 10 be DO later than January 15, 2000. This proposal expires if not executed
by that date unless extended by prior agreement.

PROJECTSCBEDULE
Other project commitments have us rigidly scheduled for at least the next 3 weeks. We will work to
commence work as soon as possible and make every effon to bave all work completed and a final
repon delivered to you within 100 days.
COOPERATION
To a large extent the success of our eft'on will be a reflection of tbe time and wiUingness of
Chanbassen's fire department personnel to make commitments to the project. To fulfill our
respoDSJòiIities to you we need:
1.
Assign a single contact person who has tbe authority to make decisions, answer questions,
and provide general liaison with us on behalf of the City. This person should be able to
prOvide the time necessary to fulfill the liaison role, volunteering suggestions, setting up local
meetings, and claritYing OUf approach as necessary.

Keep us aware of any change in your intentions which could affect the implementation
process.
3.
Provide us witb timely copies of documentation pertinent to OUr vigorous prosecution of the
work to include any past technical, feasibility, or planning studies associated with dispatching,
communications systems, fire radio system design, as buih drawings, and other materials as
may be required.
4.
Inform us of known or anticipated obstacles to completing our tasks as contemplated.

Provide reasonable access to your facilities (to include meeting roomSBS necessary), staff, and
representatives as needed to prosecute tasks set out above. You agree that local members will
facilitate our access to enter upon public and private land necessary to pursue our work.
6.
. Reasonably consider Our reconuuendations in the execution of policy, budget, and contract
award decisions.
We are not responsible for identilÿing the presence of and/or planning for designs ASSOciated
with asbestos, PCBs, and otber hazardous materials.
City's liaison will coordinate timl!ly local review and approvaVcorrectionlamendment of
submittals and drafts and fOlWard consolidated comments ftom interested parties.
There is no requirement for shon term recommendations for modification or improvement
of existing dispatcb systems or facility and that shon term plans and budgets are not required.

from Motorola. By authorizing our work, City agrees to pemt us to make inquiries and

to Aiblic ~tor Cùstomers. We have the qualifications, experience, and resources to salisfy the
requiremcntsof the Cbanbassen project throughsuÞcontracl arrangements with some of the most
seasonedprofessionals in the business.
PSC personnel have decades of experience addressing government sector technology projects
which affect the public welfare. PSC Alliance has assumed responsibility for SUpporting many
consulting activities formerly offered by the Minnesota based communication engineering firm of
W.M. M01ltgomery.i AssoctQles. PSCpriocipal, Jeff Nelson, has more than two decades of
experience planning, implementing, and operating government communication systems serving
serve public safety agencies. Ward Montgomery, a subcontractor, supports PSCwith radio
frequency professional engineering services as required. Other personnel have experience in law
enforcement, local and wide area telephony, and wireless communications.
Prior to forming PSC Alliance. Nelson did business as MontgOlllely's subconttactor. Projects
worked jointly by Nelson and Montgomery have included cities, counties, highway departments,
and intergovernmental ventures. In 1994 work wasperformed by Nelson on the 800 MHz mobile
data system for Scott County (MN). In 1998-1999 Nelson performed radio frequency (RF)
propagation and site planning work for the 800 MHz Carver County (MN) mobile dara system.
Nelson advises Carver County on radio site co-Iocation applications submitted by the Wireless
IndusU"y. Nelson previously performed work for Wasbington County (MN) on their 800 MHz
mobile data system under the MOlItgomery business banner. Recently PSC was invited to oversee
the successful consolidation of the Hutcbinson PSAP with the Mcleod County PSAP. Past
projects have focused on police, fire, and emergency medical service (EMS) voice radio system
performance. 9- 1 -1, administtalive telephone, mobile data and telemeU"y communications and
alarm systems, control consoles and communications center integration along with radio system
upgrades.
Nelson was the lead consultant for recent comprehensive public safety telecommunications
upgrades in Douglas, Morrison, McLeod, Otter Tail. Washington, and Polk Counties in
Minnesota. PSCrecently completed the project planning and oversight for the Richfield dispatch
center upgrade and is just now COmpleting work on the new BrooJdyn Center communications
center wbich opened earlier this month. Nelson was a contributing author to a publication
considered 10 be one of the earliest works on joint dispatch operations titled Plannin, Gui"" for
Consolidated Commnnic:ltions Cenœn.3 AdditiOnally, Nelson has written articles in the Af.CQ
Bul1etin and 9-1-1 Munine on shared computer and communications technology plus public
safety dispatching. PSCrepresenlaûves are not associated with any manufacturer of computer or
communications equipment, software, or related services. We do not sell, install or maintain
computers, software, radio, microwave, telephone equipment, signage, or related services. We
