The grading plan calls for grading over a vast majority of the site. The plans do II not address the grading which is under discussion with the Watershed District for the Kerber property. As such, it is not possible to comment here as to the adequacy of this proposal for Ithe Kerber property. As per the plat approval, the applicant was to provide the City with a conservation easement across Lots 1 through 6 of Block 2 . I This easement was to stay above the elevation of 990 . The pro- posed grading stays outside of this alignment. I The proposed grading next to the Reamer property has decreased the driveway grades from what is existing. The developer has had discussions with the Reamers to resolve their grading/landscaping Iconcerns. The applicant has adequately addressed erosion control . I It is therefore recommended that the grading and erosion control plan dated "Received June 6 , 1988" be approved contingent upon the following conditions: I1. The applicant shall obtain and comply with all conditions of the Watershed District permit. 1 2. A grading plan for the Kerber property, acceptable to the City Engineer, shall be submitted before the City issues a grading permit for the Second Addition . The grading plan shall pro- II vide for raising of any City utility structures at the deve- loper ' s expense. I II 11 Don Ashworth June 23 , 1988 Page 2 3 . All erosion control measures shall be in place prior to the i initiation of any grading and once in place shall remain in place throughout the duration of construction. All erosion control measures shall remain intact until an established vegetative cover has been produced. 4. Wood fiber blankets or equivalent shall be utilized to stabilize all slopes greater than 3 :1 . 5 . Working hours shall be between the hours 7: 00 a.m. and 6: 00 p.m. with no work allowed on Sundays or holidays. 6. Staked hay bales shall be placed around all storm sewer inlets . 7 . Grading along the Reamer property shall be done to properly , convey any drainage from the Reamer property away from adjoining property structures and homes. ' 8. A drainage swale shall be constructed along the south side of Lilac Lane to provide for proper conveyance of drainage from Teton Lane to the east. 9 .
