I SUBJ: Lake Riley Woods South Plans and Specifications Z � � (George Nelson Associates) �� File No. 88-7 II Construction plans for the subdivision Lake Riley Woods South II dated January 7, 1988; revised June 20 , 1988, have been reviewed which calls for the construction of a rural cul-de-sac. The City Council approved the final plat on June 13, 1988 . Sufficient plan sets were not provided for distribution, therefore a copy IIwill be available at the reception counter for Council review. The proposed cul-de-sac is located on the south side of CSAH 14 1 approximately six-tenths of a mile east of State Highway 101 . The access onto CSAH 14 has been reviewed to ensure compatibility with the planned realignment of CSAH 14. We find that the pro- posed access for the cul-de-sac will accommodate the proposed Ichanges in the alignment of CSAH 14 . The maximum proposed street grade is 7 .56% as compared to the I City' s recommended standard of 7. 0%. Although the 7. 56% grade exceeds the recommended standard, the existing topography warrants the proposed street grade. 1 It is recommended that warning signs be placed east of the curve located adjacent to Lots 3 , 4, 5 and 9 of Block 1 , with 25 mph speed advisory plates. In addition , a "Dead-End" sign should be I placed near the entrance of the cul-de-sac. These signs are to be installed at the developer ' s expense. 1 Grading for the site is inside or in close proximity to the platted right-of-way. The grading plan shows a reverse curve in the proximity of Lots 12 and 13 of Block 1 . This should be I revised to correspond with the approved platted right-of-way prior to the commencement of any grading. II 1 r Don Ashworth June 23 , 1988 Page 2 The increase in runoff generated by this development is minimal. , A portion of the drainage will be directed towards the existing wetland located on the west side of Lot 2, Block 1 . The proposed erosion control on the south side of Lot 2, Block 1 should be Type II erosion control, labeled Alternate A on the plan set. The vertical curve at station 10+00 shall be lengthened to 250 feet in accordance with MnDOT standards to provide proper sight distance. It is therefore recommended that the plans and specifications for Lake Riley Woods South dated January 7, 1988, revised June 20 , 1988 , be approved upon the following conditions: 1 . The developer shall enter into a development contract with , the City and provide the necessary financial sureties to guarantee the proper installation of these improvements. 2. The developer shall obtain and comply with all conditions of the Watershed District permit . 3. The developer shall obtain and comply with all conditions of the access permit from the Office of the Carver County Engineer. I 4. All erosion controls shall be in place prior to the commen- cement of any grading , and once in place, shall remain in place throughout the duration of construction. All erosion controls shall remain intact until an established vegetative cover has been produced. 5 . Wood fiber blankets or equivalent shall be used to stabilize I all disturbed slopes greater than 3 :1. 6. A curve warning sign with a speed advisory plate of 25 mph ' shall be erected east of the curve which is adjacent to Lots 3 , 4 , 5 and 9 of Block 1 at the expense of the developer. This sign shall be located in accordance to the Manual on Uniform Traffic Control Devices. 7. A "Dead End" sign shall be installed near the entrance of the proposed cul-de-sac at the developer ' s expense. 8. The erosion control as shown on the south side of the existing wetland of Lot 2 , Block 1 shall be Type II erosion control (staked hay bales and snow fence) . 9 . All proposed septic system sites as shown on the grading plan dated January 7 , 1988 shall be staked and roped off prior to commencement of any grading. I s Z II Don Ashworth II June 23 , 1988 Page 3 I 10 . All streets shall be constructed in accordance to the City' s standards for rural construction. II 11 . Private driveway accesses shall not be allowed onto Pioneer Trail (CSAH 14) . I 12 . The driveway access for Lot 1 , Block 1 shall maintain a separation of 300 feet (of centerline stationing) from the intersection of the proposed cul-de-sac and CSAH 14. II 13 . The vertical curve at station 10+00 shall be lengthened to a minimum of 250 feet . ' 14 . Three sets of revised plans and specifications shall be sub- mitted to the City reflecting these changes.
