DATE: June 23 , 1988 '' I SUBJ: Award Contract for Update of Utilities Section of the Comprehensive Plan File No. PW134 I Various chapters of the Comprehensive Plan have recently been I updated and will soon be distributed for public input . Likewise, the Utilities Section of the Comprehensive Plan needs to be updated in order to be compatible with the update of the Land Use and Housing chapters. As the Council will recall , on March 28 , I 1988 , Resolution No. 88-21B (attached) was passed which allocated $9 ,697 from Year XIV Urban Hennepin County Community Development Block Grant Funds for this task. Staff has received cost estima- I tes from interested consultants ranging from $6,000 to $11 ,500 for completing this update. An outline of the work tasks is as follows: I A. Revise existing text of Utilities Section of Comprehensive Plan. I B. Revise related maps, graphs , charts, etc . of Utilities Section. I C. Review population data and use City Planning Department information for future population projections. D. Review sewage flow data and determine future flows using City Ipopulation projections. E. Determine trunk sewer requirements for area in transition II zone. From conversations with the Metropolitan Waste Control Commission I staff , an updating of the existing Utilities Section is all that is required at this time. In other words , a complete inventory of Chanhassen ' s trunk sewers and lift stations is not included as a work item. II I Don Ashworth June 23, 1988 Page 2 The firm of Rieke Carroll Muller Associates has recently 1 completed a similar update of this nature for the City of Eden Prairie and the City of Edina. While their cost estimate is on the high side of the range, I believe that their experience having recently done updates for other communities , best reflects the effort needed to properly update this Section in compliance with Metropolitan Council standards. Likewise, as represented in the attached work task breakdown and labor hour estimate , I believe their approach is the most comprehensive and would relieve City staff of much of the burden for assisting on this update, especially at this busy time of the year . it is therefore recommended that the firm of Rieke Carrol Muller Associates be awarded the contract for updating the Utilities 1 Section of the Comprehensive Plan in an amount not to exceed $11 ,500 . We have reviewed the information that you supplied and have prepared '' ,.UE the following summary of general tasks for completing the work. Reproducible of City Map We assume that the above material and any additional data that may be required can be secured from the City or through meetings with the City Staff. If it becomes apparent that there are conflicts in the analysis of the sewer system and other sections of the plan update, ie the socio-economic factor and the land use sections, it will be brought to the City's staff attention prior to the first draft. This will enable the staff to make the necessary revisions to all sections to ensure continuity within the plan. ' Upon completion of the first draft, a copy will be sent to the City Engineer for staff review. A meeting with staff will be held to go over ' the revised draft and to make any corrections or additions that the staff would require. A final draft would then be prepared and forwarded to the City Engineer for inclusion in the Comprehensive Plan. ' From conversations with the MWCC, an updating of the existing utilities section is all that is required. A complete inventory of Chanhassen's trunk sewers and lift stations is not included as a work item. If upon review by the Metropolitan Council, this has to be included in the Plan, RCM's fee would have to be advised accordingly. ' Upon receipt of the signed contract and background data from the City, it would take approximately one month to prepare the first draft of the revised utilities section. ' RCM's proposed fee to provide the City with an updated utilities section of the Comprehensive Plan is $11,500.00.
