I have owned this property since 1965. I am not objecting to the assessment being presented at tonights meeting toward my property, I'm sure you are being fair. I would, however, like to make and appeal that my payments be ex- tended over a longer period of time. As they stand now after talking with Jean Mauverssen, treasurer, my payments would be almost $60.00 per month the first year, then alittle lower per year. The position I am in financ- ially right now in life, this would be hard to meet. Looking ahead with water assessments an hook up in next year or so then eventually sewer and hook up, I see myself finally being assessed out of Channhassen. Would you please consider my case to the payments of my individual assess- ment on this improvement to the road. It would be embarassing to me at an open meeting to explain this. I am not trying to get out of paying just because I am low income, just need it to be stretched out or waived until sale of property at a future date. I am not 65 years of age or older, or retired or disabled. Therefor, I ask the council there advice. Hoping to hear from you soon and that I did this right, I remain.. .. The realignment would create a full movement signalized intersection on TH 5 but would necessitate the closure of the Dakota Avenue intersection. A median would be constructed such that traffic on the south side of TH 5 from Dakota Avenue would be right-in/right-out only. Information will also be presented at the meeting regarding th g 9 g e timing for widening TH 5 and other improvements planned for the area. ' We object to this assessment. Prior to the new road construction our property was served with a blacktop read approximately 6" thick. ' It had adequate base material. The shoulders were graded, seeded, and easy to maintain. There was not one patch in the old blacktop surface ' before removal. The new road past our property is nothing more than a replacement of the old read. Our property recieved no benefit from this project. ' We therefore ask that the entire assessment for our parcel, (#25-0021000), be waived. Thank You. The road as built was not the same as represented ' at the original hearing for property owners and subsequent meetings with village personnel and consultants . ' A . Contrary to original plans , the run-off of water from the hills both to the East and West is totally on our property . Any significant ' rainfall causes a wash-out on our driveway. B. Contrary to original plans , the elevation at the end of our driveway is higher than before the road was built causing access difficulty from our driveway . ' C . Contrary to several assurances from the engineers the visibility to the West for our driveway is much worse due to the hill and curve and has made both entering and exiting our driveway very dangerous . 2. The road obviously benefits the developments (Curry Farms , Pheasant Hill , and Lake Lucy Highlands) much more than any of the existing property owners . MOST of the cost should be assessed to those develop- ments . Regarding the Assessment for Lake Lucy Road and the two Assessments against my property (Parcel No. 25-4070160) , I am objecting to the amount of the assessment and the proposed payment terms. 1. I did not receive any notice on the feasibility study approved in May '87. 2. The total cost of Steller Court of $39,845 exceeded the feasibility ' estimate by over 20%. The individual property owner should not have to pay an overrun of this magnitude. Some other means should pay for the overrun - such as other state aid funds or development funds. ' 3. Steller Court property owners should not have to pay an additional assessment for a portion of Lake Lucy Road. ' 4. If, however, the two assessments are kept, the city should permit one of the assessments to be prepaid (the small one) . 5. Since the assessments are large and Chanhassen is a high-tax city anyway, the resulting assessment should be spread out over 10 or 12 years and the :.nterest rate should be reduced by at least 1 percent - thus givg property owners a better chance to handle their total I ;ri housing payments. 6. Prepayment terms should be liberalized to allow the property owner as ' much flexibility as possible. After all, s,e are citizens of Chanhassen and would like to be able to remain here.
