At that time, it was anticipated that I the official map would be approved in the spring of 1988; however, MnDOT has notified us that we will not receive the offi- cial map until the end of July. In the meantime, the applicant I has made substantial progress on the application. Attached are two preliminary layouts of the parcel both with and without the TH 212 right-of-way. The applicant is preparing a plan showing lots without the Th 212 right-of-way in order to establish some I type of record of the number of lots that could have been approved were it not for the creation of the TH 212 right-of-way. IANALYSIS Further complicating the plat is the rearrangement of Pioneer I Trail and Bluff Creek Drive around the proposed TH 212 right-of- way. These additional roadways have put additional con- siderations into preparation of the plat not only for short term but also for long term subdivision layout and planning purposes . I On top of these complications, the legislature changed some of the criteria for applications for receiving right-of-way acquisi- tion loan funds from the Metropolitan Council. Metropolitan I Council staff has admitted a certain amount of confusion about the legislature' s action and both they and staff and applicant are trying to determine the best means to process these plat applications and still meet all approvals required for the right- Iof-way acquisition loan program. RECOMMENDATION IExtension of the plat deadline is warranted given the above noted facts. It is recommended that the Council extend the time period Ito permit preliminary plat to January 1, 1989 . This is not to be confused with the property on the north side. ) I I I I I City Council Meeting - January 11, 1988 Councilman Geving moved, Councilman Horn seconded to deny the request for the street name change by Bill Streepy and leave the street name as Sinnen Circle with the stipulation that city staff contact the Rottlund Company, make sure that city maps are changed accordingly and that public safety people are notified. All voted in favor and motion carried. } CONSIDERATION OF PLAT APPROVAL EXTENSION FOR RURAL SUBDIVISION: A. SEVER PETERSON AND GILBERT LAURENT B. ROBERT BURESH C. LAKE RILEY WOODS SOUTH Councilman Horn moved, Mayor Hamilton seconded to approve plat approval extension for rural subdivision for Sever Peterson and Gilbert Laurent, Robert Buresh and Lake Riley Woods South. All voted in favor and motion carried. IIACCEPT STORMWATER MANAGEMENT PLAN II Councilman Geving moved, Mayor Hamilton seconded to accept the Stormwater Management Plan prepared by Barr Engi_neeri.ng Company dated September, 1987 and that this plan be adopted as a guide to dealing with stormwater mangement within the study area. All voted in favor and motion carried. IIACCEPT PLANNING COMMISSION RESIGNATIONS AND APPOINT NEW MEMBERS. ° ' ' Councilman Geving moved, Councilman Johnson seconded to accept the resignations of Robert Siegel and Howard Noziska from the Planning Commission and to send them a Certificate of Appreciation. All voted in favor and motion carried. r • { Councilman Boyt: I think it should be more than a Certificate of Appreciation. I think it should be some sort of a plaque Ip que or something. Councilman Geving: I don't know about that Bill. Not for Commission members. IICouncilman Boyt: They donate a lot of time. Mayor Hamilton: It's something that in the past we have always given letters II of appreciation. It doesn't mean it has to stay that way. Councilman Boyt: It seems to m It's somethi. a e that a plaque is reasonably inexpensive. person might be more inclined to put on their wall. That's my thought. Mayor Hamilton: I think that's something that we need to have Todd II investigate possibly to look into something like that.
