Accept Feasibility Study for North Side Parking Lot Project No. 87-17 1 Attached is the updated feasibility study which was re-initiated I by direction of the City Council on January 23, 1989 . The report is quite complete in that it addresses existing site conditions , current development concepts, associated public improvements, 1 cost for these improvements and the financing proposal. The report lays out a two-phase approach for the project recognizing the necessity to pace the project in accordance with the building development plans for the Medical Arts building, Riviera 1 Restaurant and Kenny ' s Market retail center (Colonial Center) . All utilities would be constructed in Phase I while the parking lot improvements would be done in two phases . 1 This project will serve as the vehicle for storefront remodeling for the Colonial Center as well as for landscaping, lighting and pedestrian walkway construction. The estimated total project 1 cost including legal , engineering, administrative and fiscal costs is $836 ,225 . The project scope and corresponding costs have increased approximately $116,000 from the original feasibi- 1 lity. As discussed in the report, this is due primarily to the expansion of the parking area where the old day care site was planned, completion of the service road north of the Colonial 1 Center, sidewalk around the Medical Arts building and the necessity to loop the watermain and provide a sanitary sewer con- nection for the Medical Arts (Phase I ) facility . 1 The assessment methodology is included in the report along with a preliminary assessment roll . A "parking demand" assessment approach has been used in this revised report to more accurately I reflect the proportionate benefit received by the respective businesses . This has been reviewed with all of the landowners in the assessment district. In addition , the new roll calls for 25% of the parking lot costs to be covered utilizing tax incre- 1 ment monies . ;1 ■ I Don Ashworth , February 22 , 1989 Page 2 II Costs associated with the rehabilitation of the Kenny' s Market retail center facade are to be directly assessed to that property I including administrative and overhead costs. Sanitary sewer and watermain improvement costs are also to be assessed to the bene- fitting parcels. i The Medical Arts building site plan received Planning Commission approval on February 15 , 1989 and appears on Monday night' s City II Council agenda for approval . This project remains on schedule with an anticipated opening of October, 1989 . At the February 13 , 1989 City Council meeting, the public hearing for the attached report was scheduled for March 13 , 1989 . It is there- II fore recommended that the City Council accept the attached revised feasibility study for the north side parking lot improve- ments, Project No. 87-17 and make it available for public hearing II on March 13, 1989 .
