I As the City has progressed with its Trunk Highway 101 realignment
plans, much time and effort has peen dedicated to intersection
configurations and alignments for Trunk Highway 101 at its north
leg configuration and at the Lake Drive/Market Boulevard junction
1 near the Rosemount development site. The southern extension of
realigned TH 101 south of Rosemount through the Ward and
Klingelhutz properties has received general discussion to this
1 point, such that we have incorporated construction costs in our
planning for this area; however, the specific alignment and offi-
cial mapping of this corridor through these properties had not
been a necessity until recently.
1 By not identifying the future alignment of Trunk Highway 101
through these parcels, the property owners are unable to effec-
t tively deal with the development of their property. In addition,
the City recently received Layout No. 4 from MnDOT for Trunk
Highway 212 ( see attached correspondence) requesting City appro-
val for the proposed TH 212 alignment. This will lead to the
official mapping of the TH 212 corridor. In order for the City
to approve the TH 212 layout and to release the Ward and
Klingelhutz properties which currently are being held hostage in
1 lieu of this alignment commitment, it is necessary for us to take
a close look at the land use, alignment, construction, cost and
environmental aspects of the various alternatives for the exten-
t Sion of Trunk Highway 101 through the Ward and Klingelhutz
properties.
1 The attached proposal from Hoisington Group, Inc . has been pre-
pared to address these needs which would lead ultimately to an
official mapping of the TH 101 corridor through the Ward and
Klingelhutz properties. Time is of the essence in this regard in
IIorder that we can respond to MnDOT' s request for TH 212 layout

approval and also so that the Ward and Klingelhutz properties can
pursue their development interests knowing with cofidence where
the TH 101 realignment will impact their properties .
It is therefore recommended that the attached proposal dated
February 22 , 1989 submitted by Hoisington Group, Inc. be accepted
by the City Council and authorized for execution .

Manager ' s Comments: At the same time that Gary Warren was
approaching Hoisington Group regarding officially mapping TH 101
from the Business Park to new TH 212 , this office, in concert
with the Planning Department, was also meeting with Mr .
Hoisington regarding land use questions. Specifically , the Ward
parcel will become one of the most highly sought parcels within
our community during the next five years . A frontage road (Lake
Drive) as originally proposed, would create lots having approxi-
mately 200 to 300 ft. of depth. This type of parcel would almost
assuredly generate innumerable requests for fast food
restaurants, gas and oil convenience centers , etc. By contrast,
having a realignment of old TH 101, in a fashion similar to that
presented in the feasibility study, would establish three major
parcels for the Wards . The question presented is one of "How
does the City wish to see these properties developed? ,
appropriate zoning?" .
Similar to the points raised above, the realignment of TH 101 on '
the Hennepin County side will establish new vacant parcels in
the vicinity of the Taco Shop, South Lotus Lake Park and Bongard
property. Again, the City needs to be in a position to respond
to how redevelopment of these areas should occur and how the
reconfigured property should be zoned .
Finally, all of the parcels south of the railroad tracks between
Great Plains Blvd. and Dakota Avenue represent potential redevelop-
ment lots, i .e. Red-E-Mix property, new Hanus facility , etc .
Will this area support a frontage road to serve these parcels?
Can access be obtained to new TH 101? What vehicular restraints
will exist at Great Plains and that frontage road?

Although the combined proposal by Mr. Hoisington represents a
II significant sum, this office believes that such is basically
serving two different purposes and, accordingly should be paid via
50% Economic Development District dollars and 50% through the
realigned TH 101 project revenues.
IIApproval of the proposal is endorsed by this office and, again ,
represents a combined proposal of the Engineering/Planning/Housing
and Redevelopment Authority departments .

Dear Mr. Warren, ,
Transmitted herewith for review and approval are the
preliminary plans for the above referenced project . These
proposed plans are the result of many months of study and
close coordination between the City of Chanhassen and
Mn/DOT.
As you may recall , The City held three public meetings ( Jan.
29 , March 25 and June 3 , 19Q7 ) on the proposed "Concept
Layout" . The City Council then approved "Concept Layout
3A" , with the addition of a proposed T.H. 101 interchange;
at their June 29 , 1987 meeting.
This layout is essentially the same except we have made the
following additions :
- Areas needed for ponding and or wetland replacement '
have been shown on the layout.
- Approximate construction limits have been shown on
the layout.
- Improved connections to existing TH 101 in the
Chanhassen Hills area have been added to the layout.
- A frontage road was added left of approx. Sta. 1080±
and 1090±. This is needed to serve the existing
farmstead.

Once the city has approved the preliminary plans , Mn DOT
will finalize the "Official Map" based on the construction

As per our discussion on Monday February 6, 1989, I herewith submit this
proposal for professional planning services to study and formulate ,
recommendations with regard to the above project. Its purposes are as
follows:
1. To provide a response to MnDOT regarding the Official Mapping of
Trunk Highway 212 especially as it relates to Trunk IIighway 101 just
north of proposed Trunk Highway 212.
2. To establish right-of-way limits and roadway aesthetics recommen- '
dations for Trunk Highway 101 for inclusion with the City's
Comprehensive Plan.
3. To serve as the basis for the Official Mapping of th e proposed Highway
101 right-of-way between Highways 5 and proposed 212.
4. To establish a land use plan for areas within the Highway 101/5
Corridor that warrant additional consideration due to the proposed
realignment of Highway 101.
The Consultant will: '
1. Prepare a Base Map with topography to be used to record base
information and render plans.

. .2. Collect and Review Information and Map Existing Natural and Manmade
Features including wetlands and water features, vegetation, land
ownership, existing land use, utilities and streets, remnant parcels and
their sizes and proposed Highway 5 improvement plans sufficient to
identify opportunities and constraints.
3. Review the Existing and Proposed Comprehensive Plans and the City's
Zoning Map and Ordinance and such other information as will he
helpful to formulate recommendations regarding Highway 101
alignment alternatives.
' 4. Meet With Key Individual Landowners throughout the corridor and
residents of Chanhassen Estates, Hidden Valley and Lake Susan to
' generate input, review alignment alternatives and development
proposals (11 meetings estimated).
' 5. Meet with Mark Koegler, Steve Hanson and Jim Lasher who will serve
as contributors to the planning process.
6. Develop Alternative Highway 101 Alignments based on anticipated land
use patterns, land use impacts and general access needs.
7. Identify Neighborhood Park and Open Space Needs, the resale/reuse
potential of remnant parcels, ponding needs and pedestrian access
needs.
8. Develop and Define Roadway Geometries, right-of-way width needs, and
' approximate construction costs associated with Highway 101
improvements.
9. Develop and Illustrate a Roadway Crossection for Highway 101
(landscaping and median characteristics) and a plan for roadway
aesthetics and entry features. This will address the Planning
Commission's concerns for a south entry to downtown Chanhassen.
' 10. Develop a Land Use and Access Plan for the Corridor indicating the
types of land uses that should be accommodated throughout the
corridor, access plans and roadway phasing.

11. Meet With the City Staff (8 meetings estimated) and Mn DOT (2
meetings with MnDOT estimated) as necessary to solicit input and
review plan alternatives and recommendations. '
12. Prepare a Written and Graphic Recommendation to the Planning
Commission and City Council by March 31, 1989 regarding the

proposed Trunk Highway 212 Official Mapping.
13. Present the Trunk Highway 212 Recommendations to the Planning
Commission (April 5) and City Council (April 10) for review and
acceptance. ,
14. Present the Corridor Plan at a Public Hearing on the Official Map for
Trunk Highway 101. _
15. Present the Plans at up to Two (2) Informal Public Meetings.
16. Present the Trunk Highway 101/5 Preliminary Alignment and Land
Use Plan to the Planning Commission, City Council, Park Board and HRA
for consideration and approval (4 meetings estimated).
17. Prepare a Brief Summary Report documenting recommendations and
appropriate support information for the Trunk Highway 101/5
Preliminary Alignment and Land Use Study.
Our Team will include BRW who will be responsible for evaluating
alternative alignments, establishing roadway geometries and assessing
preliminary construction costs related to the Highway 101 alignment. ,
The fee for the above services will be in the range of $20,000 to $27,000
Y y The reason for the range is the significant uncertainty associated with how
much we might have to get into the geometries of the Highway 101/212
interchange. If we can avoid that, and we so intend, we will be nearer the
low end of the range.

.We will bill the City on an hourly plus expenses basis per our 1989 hourly
rate schedule. We propose to complete the work sufficiently to make a
recommendation to the City by March 31, 1989 on the proposed Trunk
' Highway 212 Official Mapping provided no significant interchange
adjustments are forthcoming from the study. The total study will be
completed within 120 days of authorization to proceed.
