IIOn February 13 , 1989 , I responded to a request from Mr. Dick
Warren, Personnel Manager for United Mailing ( 470-3253 ) con-
cerning a parking problem along Park Road in front of United
'
Mailing property. Although Mr. Warren has attempted with modest
success to restrict employee parking on Park Road, especially in
the areas of the driveway accesses, on-street parking has con-
1 tinued to the point where it is a hazard for semi-trailer traffic
entering and leaving the property.
I The road section is a 44-foot wide road, which according to state
standards is wide enough to accommodate parking on both sides of
the roadway. However, with the need to accommodate semi-trailer
turn movements, a 40-foot turning radius needs to be provided.
I With parking immediately adjacent to the driveway opening, visi-
bility and encroachment hazards exist.
I As noted in the attached memorandum from Allan Larson, Engineering
would recommend that no parking clear zones be established in
accordance with Minnesota Statute Section §169 . 34 as follows:
IA. A clear zone of 20 feet along the curb in front of each
hydrant, painted in yellow on the curbing.
IB. A clear zone of 120 feet at each driveway location .
C. The area from the east curb cut to County Road 17 shall be
1 restricted to provide proper sight distance at County Road 17 .
The map attached to Allan Larson ' s memorandum presents these no-
parking zone areas. Establishment of these no parking zones
1 still allows for 12 on-street parking spaces on the south side,
i .e. 3 less. As noted, United Mailing has sufficient off-street
parking space available to the west of their property and
I employees would be required to park in this area once the on-
street parking is filled.

It is therefore recommended that the no parking zones for Park
Road be established as indicated on the attached sketch .
Appropriate signage and curb painting will be placed in the
spring as soon as weather permits.

Background
United Mailing, Inc. has asked if the City could help with the parking problem
they have along Park Road.
' It seems that their employees park along Park Road instead of the provided off-
street parking lot in such a fashion that hampers their mail delivery by semi-
truck.
United Mailing, Inc. 's management has informed the employees of this problem but
it continues to exist.
Proposal
In reviewing this request and using Minnesota Statute §169.34 as a guide, I
roffer the following:
A. A clear zone of 20' along the curb in front of each hydrant needs to be
r established. This area should be painted yellow by our street maintenance
forces.
B. A clear zone of 120' at each driveway would be needed to allow safe turning
movements of large delivery trucks.
C. The area near the intersection of CSAH 17 should be free of parked vehicles
rfor proper sight distance.
The enclosed drawing depicts the areas outlined above where NO PARKING BETWEEN
r SIGNS and yellow painted curbs are to be placed. As you can see, we still have
parking available for 12 vehicles along the south side, where 15 parked before.
I see no real hardship for the area since ample parking is available in the
remployee parking lot west of the building.
