Botcher, City Manager DATE: May 4, 2000 SUBJ: City Council Agenda Items-May 8, 2000 At first blush there appears to be little of much controversy on this agenda; however, I would like to offer a comment on one of the proposals in your packet. Item 7, Recommendation to Amend 2000 Capital Improvement Program, City Center Park: You. will find in your packet a recommendation ITom the Park & Recreation Commission to amend the Capital Improvement Plan. What they have recommended, and it is probably clearer in the actual recommendation than it is in the cover memo, is to reduce the capital expenditures by $15,000 by deleting the proposed purchase of hockey boards, and instead using only $15,000 of the proposed $30,000 for the purchase of materials and installation of the second phase of the Chanhassen Skate Park. I would tend to agree with the recommendation of the Park & Recreation Director and Park & Recreation Commission that the utilization of the Skate Park has been substantially higher than that of the neighboring ice sheet. Additionally, I would also tend to agree with the position that the operation and maintenance costs involved with the Skate Park are substantially less than those with an ice sheet. While I still have a question in the back of my mind as to whether or not this Skate Park "mania" will continue over the long term, I do fmd it hard to argue with the rationale presented by the Park & Recreation Director. There will certainly be hockey supporters in the community who would rather see the second sheet of ice built. As I see this question, it is almost more of a question of recreation priorities than anything else. I find it difficult to see a way where the economics of the situation would turn in favor of the second sheet of ice instead of the Skate Park, but that does not mean that one does not possibly exist that I have yet to consider. In conclusion, while I have no real strong or fervent recommendation on this proposal, I have no difficulty in concurring with the recommendation of the Park & Recreation Commission and the Director.
