The City ofChanhassen/Chanhassen Fire Department has received a request for permission for
a private fireworks display to be done at the Lake Minnewashta Regional Park. The request is
coming from Mr. Bill Naegele who is hiring Americana Fireworks to do the detonation.
The Chanhassen Fire Department, Carver County Sheriffs Department, Water Patrol Division,
and Carver County Parks Department have certain requirements to comply with. In a letter
from Mr. Naegele the requirements for Fire Code compliance have been addressed to my
satisfaction.
Currently I am waiting for a letter ITom the Carver County Board giving permission, and from
Deputy Doug Schmidtke of the Sheriffs Water Patrol division. I am anticipating permission
from the County as well as Deputy Schmidtke's approval.
As this is a private show vs. a city show, the City Council, City Manager and Fire Marshal
should grant permission.
Scott, I will be following up on the fire code requirements to make sure they are followed. I
need you to review/comment on whether insurance requirements are satisfactory and to pass it
on to city Council for approval.

Dear Mayor Mancino and Members of the City Council:
May it be known that .we are hereby seeking permission to display fireworks on the 4th of July from the
Lake Minnewashta Regional Park on the point to the north and west ofthe swimming beach. We have
sent a similar request to Carver County Park.
The fireworks will be detonated professionally by Americana Fireworks between 9:45 and 10:45 p.m.
These fireworks would be enjoyed by people residing on or close to Lake Minnewashta. We have been in
touch with Carver County Parks, the Chanhassen Fire Marshall and the Carver County Sheriff's
Department Water PatroL
Americana Fireworks will issue a Certificate of Insurance naming the City of Chanhassen, Carver
County and aU contributors to the fireworks display as additional insured. Carver County Parks issued
a letter dated April 15, 2000 expressing their concerns, which we have addressed and believe are satisfied.
Mark Littfin, the Fire Marshall, also wrote a letter expressing his concerns about the request for a
fireworks display. All of these issues have also been addressed.
The Carver County Sheriff Water Patrol will position at least one boat on the lake on the 4th the July.
Volunteer boats will also be lined up to assist as requested by the water patrol. The regular hours of
operation in the Lake Minnewashta Regional Park will be observed on the 4t. of July. The gates open at
5:00 a.m. and will be closed at 9:02 p.m., which is sunset. Any vehicles not complying with the
regulations will be ticketed and perhaps towed.
This 4111 of July Celebration tradition began almost 20 years ago on Lake Minnewashta with only a few
years ofinterrnption. We hope that you will view this favorably. Should you have any questions, please

Guidelines for the 4tb of July Fireworks Display:
The normal operating hours of Lake Minnewashta Regional Park will be
enforced on the 4th of July. The hours are 5:00 a.m. to 9:00 p.m. or sunset,
whichever is later.
On this day the sun sets at 9:02 p.m. Guests will be out of the park by sunset
and will be instructed by the gate attendant that any vehicles not complying
with the regulations will be ticketed and perhaps towed. All vehicles and boat
trailers are to be out of the park by 9:02 p.m.
Americana Fireworks will be detonating the fireworks display. They will be
detonated between 9:45 p.m. and 11:00 p.m. The largest shell used in this
display will be no more than 6", which means a drop zone or minimum
separation from spectator viewing areas, vehicles or boats of 420 feet.
The Lake Minnewashta Fireworks committee will locate buoys at
approximately 100 feet apart to identify the drop zone area. No boats will be
permitted in this area. In event boats penetrate the drop zone, the fireworks
display will be delayed.
Americana Fireworks would request permits for seven vehicles which includes
an explosive delivery truck and an equipment truck. The vehicles would
arrive about 3:00 p.m. The site would be secured by taping off the area.
Upon completion ofthe fireworks display, American Fireworks would
complete the restoration and inspection of the site. This would take
approximately 1.5 hours, which would mean that the Americana Fireworks
vehicles would be out of the park about midnight. When they leave the park,
they understand that they are to call the Carver County Sheriff Department
at 952-361-1231 so that the park can be secured.
On July 5th Americana Fireworks will do an early-morning site re-inspection.
Americana Fireworks is to issue a $500 deposit check to the Carver County
Parks Department to insure restoration of the site. The deposit will be
returned once the site has been inspected by the Carver County Park
Officials.
It should be understood that the fireworks may be delayed or
cancelled due to:
1. Boats within the buoyed drop zone as defined by the Fire Department
and the Sheritl's Water Patrol.
2. Fire conditions that would create an unmanageable public safety issue
The Fire Department has further SU2l:ested:
-The Fire Department will dispatch one fire truck to be located near the
launch site one hour before the show.
-Three or four fire fighters will accompany the truck. The fire truck will
leave the site following the completion of the fireworks display.
Notes to be olaced on flyer:
1. All boats on the water during fireworks to have required anchor lights and
navigational lights turned on.
2. All boats are to stay out side the buoyed drop zone aréa one-half hour
before and during the firèworks display.
