Warren, City Engineer DATE: January 7 , 1988 $ .- SUBJ: Authorization for Lake Lucy Road Speed Zoning ----- On October 19, 1987 the City Council by resolution authorized the Commissioner of Transportation to conduct a speed study for the 1 newly constructed Lake Lucy Road. This has been completed and the results (attached) have been received. The formal speed limit authorization has been received from the State Traffic Engineer, also attached, which indicates that the road should be signed for a 35 m.p.h. speed limit. The operating speed for much of the road as indicated in the sur- vey is considerably higher than the presently signed 30 m.p.h. limit. The 35 m.p.h. speed is a compromise between the design and actual operating speeds . It is anticipated that as develop- ment occurs along Lake Lucy Road, the speeds will decrease ' making the 35 m.p.h. speed limit more realistic for the long term. The District Engineer encourages some discretion on enforcement in the interim and the Public Safety Director will advise our 1 deputies accordingly (see attached memo) . In the vicinity of Yosemite Avenue, due to site distance and 1 grade restrictions, the design speed for the road is 30 m.p.h. It is important that Lake Lucy Road have a consistent uniform speed limit. As such, appropriate warning signs and advisory speed plates will be installed in the vicinity of Yosemite Avenue where the 35 m.p.h. speed limit will actually exceed the 30 m.p.h. design. ' Since Resolution No. 87-114 (attached) already authorized the posting of the speed limits in accordance with the recommen- dations of the speed study, no further action is necessary on the 1 part of the City Council. Box 147 Chanhassen, MN 55317 Re: Speed Zoning - Lake Lucy Road II City of Chanhassen Dear Mr. Brown: II The speed zoning study for Lake Lucy Road, which was requested by the Chanhassen City Council in Resolution 87-114, has been completed. Based on study results and as discussed with you earlier, we have recommended I a 35 mph speed limit for Lake Lucy Road between County Road 117 (Galpin Blvd. ) and County State Aid Highway 17 (Powers Blvd. ) . This recommenda- tion will be reviewed by the state traffic engineer who will then issue II a formal speed limit authorization to Chanhassen for Lake Lucy Road. When determining a speed limit for Lake Lucy Road, we judged it desir- able to have a uniform speed limit consistent with design speed and with II operating speed. You will note in the enclosed speed sample, however, that operating speed for much of the road is considerably higher than the 30 mph design restriction in the vicinity of Yosemite Avenue. The II proposed 35 mph speed limit is a compromise between design and operating speed. It is anticipated that as development occurs adjacent to Lake Lucy Road, speeds will decrease, making the 35 mph speed limit realistic II for the long term. In the meantime, some discretion in enforcement will be required at some locations. Because the posted speed limit will exceed design speed, we suggest in- II stallation of warning signs with advisory speed plates in advance of the crest in the vicinity of Yosemite Avenue. Also suggested are warning signs for the curves to the west of Yosemite Avenue, especially the east II curve where advisory speed plates might also be considered. City Engineer IDATE: October 15 , 1987 SUBJ: A Resolution Authorizing the Commissioner of Transportation I __ To Conduct A Speed Study On Lake Lucy Road. I The Lake Lucy Road Improvement Project is virtually complete. Minnesota State Statutes indicates that the Commissioner of Transportation has jurisdiction of the road. I The road was initially designed for a 45 mph design speed in anticipation of the road being a major collector street. All portions of the road with the exception of the intersection of I Lake Lucy Road and Yosemite Avenue meet that criteria. As you may recall , the elevation of the original road to the east of the subject intersection was lowered approximately 42 feet. The constraints of existing homes and the location of the intersec- I tion restrained the maximum allowable site distance for the intersection. The available site distance at present corresponds to a 30 mph design speed as per the Minnesota Department of ITransportation design standards . Regardless of the design, the Minnesota State Statute 169 .24 requires that the municipality petition a speed study from the I Commissioner of Transportation to establish a speed limit on Lake Lucy Road. I It is therefore recommended that the city authorize, by the attached resolution, a speed study be conducted by the Commissioner of Transportation.
