1 SUBJ: Request for Street Name Change from Sinnen Circle to
Marsh Circle, Bill Streepy
1 Attached is a letter from one of the current property owners
along Sinnen Circle in the Hidden Valley subdivision. Mr.
Streepy has identified the following problems with the street
1 name of Sinnen Circle:
1 . It appears that since the Council changed the street name on
' August 18, 1986 , various contractors , utility companies,
the school district and the post office have not been able to
identify the location of Sinnen Circle.
1 2 . Mr. Streepy also identified that a certain connotation of the
name Sinnen has been expressed such that it is thought the
street is spelled "Sinning" .
1 Currently, Mr. Streepy is the only property owner residing on
Sinnen Circle. The Rottlund Companies own the remainder of the
1 lots abutting this street. In contacting their office, they
stated that they would write a letter confirming their position
but they would not like to see the street name changed as it
would serve as an inconvenience to the current transactions
1 pending on the lots . Lots 14, 18 , 19 and 21 have been sold, and
Lot 17 has a purchase agreement pending. The Rottlund Companies
stated that the mortgage and title companies would have to amend
their records to provide for the name change which they feel
would cause an inconvenience.
I have also contacted the post office and the school district.
1 They have no preferences as to whether the name should remain the
same or be changed to Marsh Circle. Confusion occured because
they said they were unaware of the change. The same position
' holds true for the utility companies .
I wrote the Sinnen family regarding the proposed meeting. I have
not heard from them as of this date. As the Council recalls, the

significance of the name change in this area was that the Sinnen
family originally owned the property where the Hidden Valley sub-
division is located.
RECOMMENDATION
Street naming is typically left to the developer following general ,
policies ( if applicable) during the initial plat process . Staff
checks these for potential duplication, sound alikes , etc.
Problems usually only occur if changes are made after the initial
process has been completed, i .e. the gas, telephone, school, etc . _
are given copies of the plat to record their as-builts/routing on.
Even if notified by letter, confusion in offices still having the
original drawings typically occurs .
Mr. Streepy has indicated that he would be willing to assume the
costs of changing his address . Given that the name change was
done at the request of the Sinnen family it is hoped that they
will be able to express their opinion either in person or in
writing. I
The Council has two options:
1 . Leave the street name as is . '
2 . Rename the street to its original name of Marsh Circle as
requested. Sinnen Circle could be used elsewhere in the city
if desired.
If option two is approved by the Council, it is recommended that
the costs of the street sign installation be paid by the appli-
cant, Bill Streepy. Staff has no preference as to either of the
options . '

Dear MS. Dacy:
' On August 6, 1987 I signed a purchase agreement (see attached) to have a house
built at 321 Marsh Circle. Prior to relocating I learned that the street had
been renamed Sinnen Circle. Having mailed approximately 70 change of address
cards I was none to happy but saw no alternative but to accept the change.
Now that we are relocated I see that this change is causing much confusion and
now gives me grave concern for the health and safety of my family.
It seems the change to Sinnen Circle was never adequately communicated and all
published street maps list the name as Marsh Circle. We have had tremendous
difficulty crying to direct vendors, repairpersons and contractors to our home.
They can' t find the area, doubt your word, and we must go into a discussion of
how the map may read one thing when in reality it is another. Examples are:
' CONTRACTORS: Repair work and deliveries delayed because they can't
find the street or are confused by directs and explanations.
' SCHOOL: It took 4 phone calls and a site visit by the bus company
before we were able to get our children on a bus.
NSP: 3 calls to report the street light out brought no results. The
day I explained the street name change it was fixed by 2 PM.
POST OFFICE: Much mail confusion as agreed to by the Postmaster who
is willing to verify this. He even received a call from Chanhassen
Villager newspaper to verify I existed and wanting to know where to
mail my paper.
These examples are only time consuming and frustrating. My deep concern is what
will happen when an emergency arises and we need police, fire, or ambulance service
and they can' t find our house. In an emergency there is no time for a lengthy
explanation nor would we naturally think to do so.

I ask that the city council give this matter serious consideration and return
the name to Marsh Circle before we have a serious or tragic problem. Presently
we are the only family occupying a home on the circle but another home closes
on 29 Dec. and more in the spring. I can only see this problem expanding as more
families move to the area.
I understand that the name SINNEN is desired to be carried on in the area due to
previous property ownership. Might I suggest that the public park south of here
be named SINNEN PARK or even rename the whole development SINNEN. 1

I have received a request to change the street name of Sinnen 1

Attached is a letter from the current property owner that lives
on Sinnen Circle. Because the street name change was consummated

at your request, you are being notified that the City Council
will consider this request at their January 11, 1988 , meeting.
According to Mr. Streepe, confusion has arisen regarding the name II
change from the school district, contractors, utility companies
and the post office. Since being notified of this concern I am
working with these agencies as well as others to determine their

problems with the street name.
I would appreciate hearing from you regarding your opinion on

this matter. If the Council was to change the street name back
to Marsh Circle, the Sinnen name could be used in another sub-
division. Although, I do realize that part of the purpose of
changing it to Sinnen Circle was done in recognition of that the
