HIGHWAY 101 IMPACT ON MARKET VALUES
The first group of appeal for the Board of Review are for properties with
abut Highway 101 and are being appealed do to the perceived market value
impact of the pending highway project.
I have identified 4 properties which have sold in the past 2 years that abut
101 and compared them with similar sold properties that were sited on lots
not abutting 101. After adjusting for differences and times of sale, a
percentage factor was extracted which represents the impact oftheir
proximity to 101.
We can review this data and other information at the beginning of the
meeting and hopefully come to an agreement on an equitable adjustment to
market values for the appealed properties.

Our home is a slightly newer home in older area of our neighborhood. This home should not be
appraised on the same basis as other neighborhoods in Chanhassen. Also, being adjacent to Hwy. 101

The subject property was inspected and sales were reviewed with Mr. Love prior to the first Board
meeting. Mr. Love has three basic concerns; the general estimated value of his property, the impact
ofHwy. IOI on his property, and the lower value of some of the other homes in his neighborhood.
Concerning the value of his home, I have identified four other similar properties that have sold within
the last year, one ITom the subject's Colonial Grove subdivision and three ITom the Kurvers Point
subdivision (location map attached). The indicated value range ITom these four sales is ITom
$311,000 to $341,000.
Regarding the impact ofHwy. 10l,the subject does not abut the roadway and is over 300 feet ITom
the current right of way. The home is also buffered ITom the highway by other homes and trees. It
should be noted that the four comparable sales that were used are in similar proximity to the highway.
The owners third concern regarded the lower value of some of the neighboring properties. A map of
the area is attached showing the value of properties in the area grouped by color in increments of
$50,000. You will see that the value of the subject property is not unique for the area. Also, the
range of property values is not unusual for this general market area and should not have a negative
impact on the subject's value or marketability.
No change in value is recommended.

The subject property was inspected and it was noted that the new home constructed on the flag lot
behind the subject is positioned in such a way that the ITont elevation ofthe new home is within 50-60
feet of the rear of the subject. The resulting reduction in privacy and restricted view is atypical for
homes in this type of neighborhood and value range. For our cUlTent valuation, I am recommending a
reduction to $301,800.
There is a nearly identical home being built by the same builder on the adjacent lot which fronts on
the street. We will closely watch the sale of this home and the flag lot home. If they both sell in the
cUlTent year, the difference in the sale prices should give us a very good indication ofthe market
value impact due to the proximity of the subject's home and the flag lot home. Any other changes
indicated by those sales would be made to the following year estimated value.

In her appeal to the Waconia Board of Review, Ms. Flatebo has expressed concern over the rate of
increase in market value of her home. On April 12, 2000, Deputy Assessor Keith Kern spoke with
Ms. Flatebo and explained the assessment process in general, and also how real estate can appreciate
in value regardless of whether there have been any physical improvements to the property. She was
initially under the impression that unless she improved her property in some way that she would
remain at or near her purchase price. She now understands that her property will likely continue to
appreciate as long as routine maintenance is perfonned.
Our records show that on June 26th, 1998 the Flatebos purchased the property at 1318 Dunsmore
Drive for $185,000. Their Estimated Market Value is currently at $178,300. I recommend no change.

I spoke with Joan Schultz on April 27 with regards to her appeal to the Waconia Board of Review.
She indicated that her townhome at 1443 Oriole Drive was one of the few in that development which
does not have a finished basement. Upon review of our records we found that we did not have her
valued as though she had a finished basement. She purchased her home on 8/6/99 for $146,013 which
is only $2,787 less than the assessed value. Nevertheless, we recommend lowering the Estimated
Market Value to $146,000 to reflect the recent purchase price. This parcel will be reviewed in
subsequent years for any physical changes.
