APPLICABLE REGULATIONS
' Section 5-16-4 of the Zoning Ordinance allows public buildings
as a conditional use in the IOP District (Attachment #1) .
' Section 5-16-5 of the Zoning Ordinance requires a maximum lot
coverage of 70% and a front yard setback of 30 feet, a rear yard
setback of 10 feet and a side yard setback of 10 feet in the IOP
District (Attachment #1) .
BACKGROUND
' In the spring of 1987 , the City initiated the study of expanding
the Public Works Building to extend the existing office work area
' and to enlarge the garage area (Attachment #2 ) . The funding for
this expansion will be coming from the City' s building fund (a
fund consisting of monies placed aside for expansion over the
' last several years ) .
On August 17, 1987, the City Council authorized preparation of
plans and specifications for the expansion to the Public Works
Building (Attachment #3 ) .
ANALYSIS
' The proposed expansion of the Public Works Building would be
located to the west of the existing office and garage space. The
addition will consist of approximately 2 ,000 square feet of office
' space and approximately 6 , 000 square feet of additional garage
area. The total impervious surface area of the site including
parking and the additional building area will be 19 .25% . The
' number of parking spaces required is 16 and the site plan is pro-
viding for 27 spaces . The existing building is 27 feet high and
the addition will be 20 feet which is within the 50 foot height
' restriction of the IOP District. The building will match the
existing structure and will preserve the existing wooded areas to
the west of the building. The Engineer' s Office has worked clo-
sely with the consultant on this project. All engineering con-
cerns have been addressed on the site plan.
The Zoning Ordinance requires a conditional use permit for public
' buildings in the IOP District. There are no specific conditions
for public buildings , but the proposal is in conformance with the
general conditions of a conditional use permit, Article III,
Section 2 .
' RECOMMENDATION
' The proposed addition to the Public Works Building meets all of
the requirements of the IOP District. Planning staff recommends

the Planning Commission adopt the following motion:
"The Planning Commission recommends approval of Conditional Use
Permit #87-19 to expand the existing public works facility as
shown on the site plan stamped "Received December 15 , 1987 . "
PLANNING COMMISSION ACTION '
The Commission unanimously approved the conditional use permit
for the expansion to the Public Works building. 1

requirements shall be observed in an "IOP" District subject
to additional requirements, exceptions and modifications
set forth in this Ordinance. -
1. Minimum Lot Area: one acre.
2 . Minimum Lot Frontage: 150 feet (except lots fronting on
a cul-de-sac shall have a minimum 60 foot frontage) .
3 . Minimum Lot Depth: 200 feet.
4 . Maximum lot coverage: 70%.
5. Setbacks. Off-street parking areas shall comply with
all yard requirements of this Section, except that no
rear yard parking setback shall be required for lots
directly abutting railroad trackage; and, no side yard
shall be required when adjoining commercial uses
establish joint off-street parking facilities, as
provided in Section 7-1-7, except that no parking areas
shall be permitted in any required side street side
yard. Minimum rear yard shall be 50 feet for lots
directly abutting any Residential District. Side street
side yards shall be a minimum of 25 feet in all
districts.

On June 29 , 1987 , the City Council directed staff and EOS II
Corporation to revise the proposed addition to the Public Works
facility to include extending the existing office/work area to

coincide with the construction limits of the high bay portion of
the building. Attached please find the amended plan. Mr.
Ruehl' s report is concise and will not be repeated here.
IFunding
I had anticipated completing a funding analysis by the time EOS
II
had completed the revised building plans . I have not. We are
approximately 50% through the budgetary process for 1988 and
anticipate presenting a combined capital improvement program I
together with the operating budget during the next few weeks .
Although a specific analysis is not being included at this time,
this office would recommend that we move forward with preparation
of plans and specifications for the Public Works facility. I am
I
confident that funding is in place. Specifically, we saw an
approximate 10% increase in valuation this past year, have
received notification of an approximate 15% increase in valuation
II
as of January 1 , and construction in progress will add another
15% to the 1989 property tax rolls . During this same time frame,
debt has remained relatively stable. Currently, staff is not
Iconsidering recommending any increases in overall debt. We
believe that the building additions (public works/city hall) can
be completed within the operating budget. The potential addition
onto the fire station could create difficulty. The question is

solely one of the scope of improvements to be considered. The
City Council will also be seeing working drawings for this faci-
lity, as well as City Hall, within the next few weeks.

Recommendation
It is recommended that the City Council authorize preparation

of plans and specifications for the expansion to the Public Works
building as depicted in Attachment B.

Addition to Public Works Facility
August 17 1987
Background -
In April 1987 EOS Corporation,Architects,was retained to prepare a preliminary design
and cost estimate for an addition to the Public Works Facility.
The addition was to be comprised of increased space for the storage of vehicles as well as 1
additional space for the employee locker room and lounge.
Several alternative designs and related costs were explored. Vehicle storage space
1
ranged from 6080 sq ft to 7600 sq ft. Additional employee lounge and work space ranged
from 660 sq ft to 1000 sq ft. The project costs were estimated to be 230,000 to 275,000,
depending upon the alternative.
Due to perceived budget constraints, staff selected a conservative alternative se ,
Attachment A) and presented it to the City Council for discussion. ( e
At the June 29th meeting, the Council recommended that the staff reconsider by
expanding the program to include additional work area.
The staff subsequently worked with the architect to develop the plan presented in
Attachment B.
Design Rationale '
The current design calls for a vehicle storage addition of 6080 sq ft and additional
workspace for the Park and Utilities Departments. The plan also calls for additional locker '
rooms and lounge space that will serve the needs of all.Public Works employees (both
male and female) well into the future. The lounge will be finished within the scope of this
project, however, the locker rooms will only have the rough plumbing installed for finishing
at a time there is pressing need. The total area added will be 9424 sq ft.
Another consideration in the design is the planning for yet another addition to the vehicle
storage area. Maximum city growth will demand more equipment and thus space to
adequately store and maintain vehicles.
The site plan (Attachment C) reflects possible future additions for both maintenance and
vehicle storage.

Budget
The construction cost estimate for the 9424 sq ft addition is$332,500 (see Attachment D).
' The project budget including architectural fees (8%) and construction contingency (5%) is
$375,700. Approximately$25,000 of the construction cost can be offset by utilizing Public
Works staff for the soil correction work prior to construction.
The construction costs appear to be comparable to other projects of this type and the final
costs will depend upon the bidding climate.
Schedule
With authorization to proceed with contract documents assumed to be August 17th, the
' following schedule will be established:

Conrad : Any changes to our By-laws?
Emmings: Yes, right at the bottom, 2.1. It says regular meetings will
be the second and fourth weeks of each month and we're doing it on the
Ifirst and third .
Erhart : Can we change it from Wednesdays?
Emmings: Not me.
Erhart: I'd prefer Monday. Opposite Mondays. Any person that
I travels, Wednesday's the worse day of the week. You can't travel
anyplace. You never travel for one day. You always travel for 2 or 3 .
Dacy: Monday's you're limited to first and third Mondays because the
' Council is meeting the second and fourth Mondays. The first and third
Mondays are traditionally falling on all the Monday holidays. Tuesdays
are Park and Rec. Thursdays is the HRA. They only meet once a month
I on the third Thursday of the month so the available days are either
Wednesday or Thursday.
Erhart: I wouldn't ask you to change it for me. If you had one of the
other members here who had the same problem with traveling and he
agreed , then I think it would be worth discussing .
