BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937-1900 MEMORANDUM rTO: Don Ashworth, City Manager FROM: Barbara Dacy, City Planner rDATE: February 2 , 1988 SUBJ: Consider Resolution Regarding Highway 5 Funding ' BACKGROUND At the January 11, 1988, City Council meeting, Clark Horn pre- sented the issue of whether or not the city would be willing to ' contribute funds to the project costs for completion of the TH 5 preliminary design study. At that time, Mr. Horn related that the total cost of the design studies are approximately $450,000 . It is proposed that if public and private sources can contribute approximately $225 ,000 , MnDOT would contribute the remaining balance. The City Council at that time discussed a dollar figure rof approximately $25 ,000 . City Councilman Bob Lindall from Chaska notified the office that requested from Chanhassen is a contribution of $50 ,000 . The City r of Chaska is contributing $20 ,000 in hopes that the preliminary design studies could be extended to TH 41. Councilman Lindall also stated that approximately twelve funding sources have r been found ranging in contributions of $2 ,000 to $35 ,000 . Of them, the City of Waconia is contributing $10,000 . This request is being made at this time because the Southwest Corridor Coalition has arranged a meeting with the governor on February r 10, 1988, at 2 :00 p.m. The object would be to present to the governor resolutions from the municipalities and letters of com- mitment from private funding sources so that the governor runderstands our commitment to the project. ANALYSIS The request for funding would be immediate as it would be necessary to initiate the project with MnDOT this year. The manager will comment on whether or not this year' s budget can accommodate a portion of the requested amount and will address whether or not the 1989 budget can make up the difference. r 11 % J Mr. Don Ashworth I February 2 , 1988 Page 2 The City of Eden Prairie has also been requested to allocate $50 ,000 . The item has not been acted on by their City Council as of yet. Managers Comment: The administrative trust fund was established ' to ensure that monies would be available for one time project costs unanticipated as part of the budgetary process . Given the amount of funding being considered and recognizing that several special study items have recently been added to the administra- tive trust fund, this office cannot recommend usage of this resource for the current proposal. The amount of money being sought to accelerate the construction of Highway 5 is significant - $50 ,000 . No funding source can readily accommodate this expenditure level . However, approxi- mately $250 ,000 has been reserved with the Tax Increment District #2 Plan to complete the 184th and Highway 5 interchange at time of constructing Highway 5 . Additionally, the plan eludes to the desirability of improving the Dakota Avenue and Highway 5 inter- section as a part of upgrading of Highway 5 . In essence, Economic Development District #2 does place emphasis on Highway 5 construction. At the time of initial formation of Tax Increment District #2 (1980 ) it was anticipated that Highway 5 would assuredly be completed by the time the district ceased in 1989 . Now, nearly ten years later, unless the city takes positive steps to accelerate Highway 5 funding, construction is unlikely until 1992. The question posed to the attorney' s office is "If Highway 5 construction has not started by 1989 , can the city reserve the monies currently on hand for Highway 5 improvements or must such be returned to Hennepin County/Eden Prairie?" I do not have a response to that question as of the date of writing this memoran- ' dum. However, the City Attorney concurs with this office that, in recognition of the importance of Highway 5 to our economic development district, it is reasonable to assume that expen- ditures could be made from this fund if such expense was solely to insure upgrading of Highway 5 in accordance with the original plan. Should the City Council act to agree that $25 ,000 should be allo- ' cated in the years 1988 and 1989 to help accelerate Highway 5 funding, it is recommended that the City Council pass a resolu- tion authorizing such expenditures from Tax Increment District #2 based on the findings of this report. DATE: January 6 , 1988 "c "' `"'"' ,- '`," f SUBJ: Southwest Corridor Transportation Coalition - Proposal for TH 5 I Attached is the meeting notice for the Southwest Corridor Transportation Coalition on Wednesday morning, January 3 , 1988 . As the notice describes , the coalition is discussing a private public partnership for funding the design study phase for I widening prior to 1990 . Currently, the four lane improvement is not scheduled for construction letting until 1991 with a comple- tion date of 1993 . Councilman Horn has been the Council repre- I sentative on the coalition. Councilman Johnson has also attended from time to time. Councilman Horn wanted to discuss this issue with the Council as to the City' s position on its willingness to contribute monies to the effort. Attachment #2 breaks down the project costs for completion of the preliminary design studies . The total cost of the design studies are approximately $450 ,000 . If the public and private sources would contribure approximately $225 , 000 , MnDOT would contribute the remaining balance. A two year timeframe is proposed for local contributions . Councilman Horn stated that preliminary estimates for the City' s contribution is approximately $25 ,000 . Staff has no recommendation on this issue as Councilman Horn wanted to discuss this issue with the Council . The Council should be aware that state and federal dollars may not be as available for transportation improvements and therefore, local governments will have the unfortunate burden of paying for roads . ' WHEREAS, Trunk Highway 5 serves as a vital entryway into Chanhassen for its residential , commercial and industrial develop- ment; and WHEREAS, Trunk Highway 5 provides important access for out state areas; and WHEREAS, the City of Chanhassen created Tax Increment District #2 and an Economic Development District to assist in ' road improvements to improve the level of service of Trunk Highway 5 ; WHEREAS, the Minnesota Department of Transportation needs to complete preliminary design work on Trunk Highway 5 in order to complete the four lane improvement into Chanhassen. ' NOW, THEREFORE, BE IT RESOLVED, that the City of Chanhassen authorizes the expenditure of $25 ,000 in 1988 and 1989 from Tax Increment District #2 to contribute to the completion of the pre- liminary design work of Trunk Highway 5 .
