Since I will be unable to attend the meeting, I wanted you to have our written support. As a resident of the City for over 17 years and presently active in developing in Chanhassen, I want to express our strong support for unifying the City of Chanhassen into one postal zip code. There is constant confusion not only relative to identity but to delivery problems and the overall problem with business and individual addresses as it relates to the City boundaries. While I served on the Chanhassen Planning Commission over 13 years ago, I there was strong support for it then as well as from the City Council and Staff . It is his opinion that the ordinance does prohibit the I act of hunting in the no shooting zones in Section 3 .01 , No Shooting Areas. "Except as provided in Section 1 .02 and 2 . 07 of this ordinance , no permit shall be issued for the discharge of any weapon, and no weapon shall be discharged or 1 carried uncased within the following . . . " As you can see, the act of carrying an uncased weapon in a no I shooting zone is, in itself , illegal. To be precise, Section 3 .01 , No Shooting I Areas , states "Except as provided in Section 1 .02 and 2 .07 of this ordinance, no permit shall be issued for the discharge of any weapon, and no weapon shall be discharged or carried uncased within the following. . . " IThe ordinance then goes on to describe , in detail , those areas that carrying an uncased firearm is prohibited. i have I included a copy of the ordinance (9-B) and a shooting permit application which indicates the no shooting areas in the shaded portions of the map. IAs you can see from the ordinance , the act of carrying an uncased firearm in a no shooting area is illegal and I will be advising the Carver County Sheriffs Office to take Ienforcement action whenever such a violation is encountered. The City Council approved the plan, which will give any city , employee a maximum $3,500 one-time loan to purchase computer equipment for use at home. The loans must be paid back within three years, but there is no interest charged. City Manager Bill Bassett said the program will give employees experience with personal computers outside the office, which will increase their productivity when they have to use computers at work. " Bassett had predicted that about 30•people would be interested in the program. Monday, he told the council that the estimate was correct. And out of the 30 employees in the program,eight were supervisors. "I think the number of line workers taking the loans speaks well for the program. It's being used by more than just the supervisors." The total amount of loans is estimated at$52,332. The cost to the city for the program will be$6,825 in lost interest. Our sense of community identity is logically associated with Excelsior because of our close proximity to the City of Excelsior, our Minnetonka School district relationship, our membership in Mount Calvary Lutheran Church in Excelsior ( the closest Lutheran Church to our home) , and the civic organization we are both involved with are also related to Excelsior. Simply stated, Tom, Excelsior is our home , and we want it to remain that way.
