1 SUBJ: Approval of Plans and Specifications and Authorization to
take Bids for Public Works Garage Expansion

Attached are the construction plans for the Public Works Garage
1 expansion. As you will recall, the foundation for this expansion
was constructed late last fall with City forces doing much of the
soil correction, excavation and site grading work to minimize
1 costs . With the foundation in the ground, our intentions are to
solicit bids for this project for a mid-March bid opening.
Since the foundation is already in the ground, the facility
1 obviously has not changed from the basic concept that was
approved by the Council last August (minutes attached) . The bid
package will be set up to provide deduct alternates for skylights
1 and finish, lighting and doors for rooms 119 , 120 and 121. This
is being done to assure us that we will be able to award a bid
consistent with the budget that has been reserved for this expan-
sion . The architect' s revised estimate for this construction,
without deducts and including a five percent contingency fee, is
$339 ,830 . My understanding from our previous conversations is that
the available funds, including interest and Public Works rebates
1 are approximately $400 ,000 . To date we have expenditures of
approximately $42 ,000 for foundation construction, and fees for
service; which leaves a construction budget of $358 ,000 .
1 During the design phase, we thought it prudent to have the
existing roof, which has had some leakage problems in the past,
inspected to see if repairs should be made at the time of the new
' construction. We have good news and bad news in that we did find
leaks and defects which need to be repaired, however, the esti-
mate for the repairs is approximately $17 ,000 . Since this work
1 does not necessarily have to be done at this time we will not
undertake it until some time in the future when we have
appropriately budgeted for this corrective work.

It is therefore recommended that the attached construction docu- '
ments be approved for the Public Works expansion and that staff
be directed to advertise for bids .

Mayor Hamilton moved, Councilman Geving seconded to approve the tree removal
plan for Shadowmere Subdivision consistent with the staff's recommendation
with the following conditions:
' 1. The applicant work with the DNR Forester, Alan Olson, on all tree
removal.
' 2. The roads be looked at, Big Horn as early as possible in the process
if not right at the beginning, as soon as can be determined that that
road is useable for construction traffic and as a part of that, make
sure that Carver Beach Road can sustain the construction traffic.
3. The construction traffic must not use Frontier Trail.
All voted in favor and motion carried.
Councilman Geving moved, Mayor Hamilton seconded to approve the final plat for
' the Shadowmere Subdivision subject to the plan stamped "Received August 7,
1987" and subject to the following conditions:
' 1. Execution of the development contract and submission of the necessary
financial sureties.
2. Outlot A will be dedicated to the city at no cost should the City
Council find that Carver Beach Road should be extended.
All voted in favor and motion carried.

Don Ashworth: You gave staff the instruction that we should look at a plan
' that did not include continuation of what is the wood framed section of the
building and you instructed EOS and staff to look at squaring the unit off and
that's really what he did in that process, we're going to be able to use a
portion of that for a part repairs, that will be a lower roof section but
should again work very well for that type of function.
Councilman Geving moved, Councilman Johnson seconded authorized preparation of
' plans and specifications for the expansion to the public works building as
depicted on Attachment B. All voted in favor and motion carried.
Mayor Hamilton moved, Councilman Horn seconded to amend the agenda to move
Consent Agenda items 1(g) and 1(b) to this point in the agenda. All voted in
favor and motion carried.

SUBJ: Public Works Facility 1
On June 29, 1987 , the City Council directed staff and EOS
Corporation to revise the proposed addition to the Public Works
II
facility to include extending the existing office/work area to
coincide with the construction limits of the high bay portion of
the building. Attached please find the amended plan. Mr.
Ruehl' s report is concise and will not be repeated here.

Funding
I had anticipated completing a funding analysis by the time EOS II
had completed the revised building plans . I have not. We are
approximately 50% through the budgetary process for 1988 and
anticipate presenting a combined capital improvement program II
together with the operating budget during the next few weeks .
Although a specific analysis is not being included at this time,
this office would recommend that we move forward with preparation
II
of plans and specifications for the Public Works facility. I am
confident that funding is in place. Specifically, we saw an
approximate 10% increase in valuation this past year, have
II
received notification of an approximate 15% increase in valuation
as of January 1 , and construction in progress will add another
15% to the 1989 property tax rolls. During this same time frame,
debt has remained relatively stable. Currently, staff is not
II
considering recommending any increases in overall debt. We
believe that the building additions (public works/city hall) can
be completed within the operating budget. The potential addition I
onto the fire station could create difficulty. The question is
solely one of the scope of improvements to be considered. The
City Council will also be seeing working drawings for this faci-
lity, as well as City Hall, within the next few weeks . II
Recommendation
It is recommended that the City Council authorize preparation I
of plans and specifications for the expansion to the Public Works
building as depicted in Attachment B. T II(k
