Even sending Just one person from your city would be greatly appreciated. Transportation has been one of the most visible and contentious Issues during the 2000 legislative session. Resolution of the transportation Issue Is complicated by strongly held values about appropriate levets of taxation, the relative merits of transit versus roads, and me91lng the competing needs of central cities, suburbs, regional centers, and rural Minnesota. While the House, Senate, and Ventura AdmInistration may agree on a short-term funding program to meet the most pressing needs, much work will remain on devising a long-range transportation program. The league wlllldck off Its 200 1 legiSlative policy development process with a proactive experi- ment In broad parllClpatlon arounc this challenging Issue. All cltJes ar, encouraged to send at least one representative to a Transportation Summit on May 19 at the Minna- tanka Community Center. The al~day meeting Will feature. Interactive morning discussions with Transportation Commissioner Elwyn Tlnklenberg, key legislators, and transporratJon adllOcates. Municipal corporate creation compromise passes, aWaits governor's signature Although the week featured little progress on the major tax and spending issues, the Senate and House did act on the compromise corporate creation bill authored by Rep. Ann Rest (DFl-New Hope) and Sen. Jim VICkerman (DFl- Tracy). The final conference committee report represents a compromise among a wide variety of groups inclUding the secretary of state, the attorney general, the state aUditor, the Minnesota Newspaper Assocla- tJonand local government associa- tions, InclUding the league. The bill ratifies existing local government- created corporations and creates a process for exemptions from certain laws that apply to local govern- mentS. The bill does not allow for the creation of new corporations WIthout special legislation. The focus of the meetj¡1g was to prioritize certain "house" items and to chal1 the COL:.fSe of action the task forcè has been surnn10ned to do. The meeting started with brief introductions of the school district, represemarives and invited members. This group wiI! have a total number of approximately 32 people. The group consists of members from the cities ofChanhassen, Chaska, Carver, Victoria. members from neighborhoods abutting the property to be developed. athletic associations. and School District 112. Just to clarify, representatives from the rostered cities may not actually be city employees, but appointed individuals from that city. I have included the roster and a breakdown of the members involved. The group decided that Tuesdays will be the designated night for meetings. They will begin at 7:00 p.m. and end by 8:30 p.m. If the meetings need to run past 8:30 p.m., thc group as a whole must agree or give pennission to continue. With 32 members, the task force had to decide what would be accepted for a quorum. After discussion, it was agreed upon that 51 % will be a quorum. Each represented city or organization must have a representative at these meetings, and if the main representative cannot attend they must send an altemate. The altemates for the absent members will be included in the quorum percentage and they will represent and make decisions on behalf of the organization or city. Any type of voting by the group will be consensus voting, and with 32 different opinions, this could be a challenge. The group felt this was the best type of voting so all members would be unified or on the same page, when recommendations are given to the school board. The task force was given a project update as to the items that were identified and approved by the voters at the 1999 school district 112 referendum. There were 5 field projects identified with an estimated price of $908,940. Early indications state that this seems to be an inadequate amount of money and it will be up to the Scott Botcher, City Manager 04/28/00 Page 2 task force to make recommendations to prioritize or downscale some of the projects. Please find enclosed a sheet listing these projects. The group concluded the meeting by discussing work assignments for the next meeting, which will be May 23 at 7:00 p.m. The school district is working on what their program requirements will be for the proposed upgraded facilities as it relates to physical education classes, intramural, and all other programs. The cities of Chanhassen and Chaska were requested to brilÌg an inventory of all our athletic fields. This inventory will be used to assist the task fo!ce in making infonned decisions on the quantity and quality of the proposed school district 112 athletic fields. The school district will invite a landscape architect to explain to the task force about land development issues as they relate to how much land is needed for a soccerlbaseball field, or how much is a cheap vs expensive athletic field, etc. The meeting concluded at 8:30 p.m. The next two meetings will be May 23 and May 30 at 7:00 p.m. Please find enclosed all related handouts and minutes from the meeting.
