This report was run earlier this year for another request, that is why it includes incidents on Hwy 101 south of Hwy 5. The reports are the raw data, along with explanation tables to decipher the codes. There isn't a summary report that I am aware of. That would have to be compiled by someone tabulating these reports. The accident location is listed in the left column as a "reference point". Example from the top of the first page _ 009+00.037. They are listed from south to north, with the number of 013+00.436 representing Hwy 101 & Hwy 5, up to 015+00.600 representing Hwy 101 & 62nd. .The reports are generated from accident reports that officers complete. Therefore, the reports do not reflect minor accidents where police were not notified, or where the responding officer did not complete a report. Please let me know if further explanation is necessary. . MN fÍ"~~ ~\.~~ ~!V The Minnesota Depar1ment of Transportation (MnlDOT) is planning to re-build a portion of Trunk Highway (TH) 41 in Carver County through the City of Chaska. The proposed project is approximately 4.93 miles long and runs ftom TH 212 on the south to the junction with TH 5 on the north. The TH 41 project is divided into two segments. Segment I of this project runs ftom the southern tenninus at TH 212 to approximately 2500 feet north of the intersection with Engler Boulevard, a distance of about 1.39 miles. Segment II runs ftom the north end of Segment I to the intersection with TH 5. The length of the Segment II portion of this project is approximately 3.54 miles. Work to be performed within Segments I & II are described in the Proposed Improvements section of this handout. PROPOSED IMPROVEMENTS Segment I of this project will reconstruct the highway and address safety issues. This portion of the project will include; '> A truck climbing lane adjacent to the northbound through lane '> A 10 foot wide shouldtSr on the southbound lane '> Construction of a storm sewer system with curb and gutter '> Placement of a new bridge over poor soils adjacent to Clay Hole Lake '> Revisions to the Engler Blvd intersection with new lanes and permanent signals '> Installation of a signal at Crosstown Blvd }> Closure of Cardinal Street }> Realignment of Walnut Court }> Construction of a concrete sidewalk ftom Fireman's Park to Victoria Drive Segment II will retain the in-place mainline roadway typical section and provide a maximum of 10 foot-wide shoulders in the area from the south end of Segment II to the railroad bridge north of Hazeltine Blvd. Pavement on the through lanes will be milled and new bituminous pavement will be placed over the entire length of Segment II. Spot improvements will include guardrail replacement, curb and gutter installation, and culvert extensions. The detour route, which will start in spring of2oo1, will be as follows: From the South: At the existing TH 41 - TH 212 intersection, traffic will turn east onto TH 212 and travel to the intersection of County Road (CR) 17. From there, traffic will turn onto CR 17 and drive north to the intersection of CR 18 where motorists will turn and travel west on CR 18 to the intersection with TH 41. No through traffic will be allowed fÌ'om TH 212 to north of Engler. Local traffic (people with homes or property within the construction zone) will be allowed some type of access. Access for local traffic will be provided access south of CR 18. However, no through traffic will be allowed on TH 41 south of Canyon Road. Every effort will be made to keep Engler Blvd open during the reconstruction ofTH 41. There may be short periods of time where Engler will need to be closed for construction pwposes. Victoria Dr and Crosstown Blvd will be closed to through traffic for the duration of the project. If, Engler Blvd needs to be closed, Victoria/Crosstown will be reopened to allow for east/west movement across TH 41. SCHEDULE The anticipated schedule for the construction work is as follows: Segnrent I construction is scheduled to start in June or July. The majority of the work occurring in 2000 will take place on the proposed detour route including two permanent and one temporary signal installations, additional turns and bypass lanes, and realignment of Pioneer Trail and CR 17. Some work will begin on TH 41, but this work will not be allowed to reduce the traffic lane widths for any extended period oftime. Construction activities that are being proposed for TH 41 in 2000 are construction of the permanent sediment basin (north of Clay Hole Lake), closure of Cardinal Street Intersection with TH 41, building removal, and construction of the retaining wall at Fireman's Park Lake. Starting in May of2001, the detour will go into effect and the reconstruction ofTH 41 will begin. The project is scheduled for completion in the fall of 200 1. Segnrent II construction will begin in the late summer 2000 or spring of2001. This work will be partially done under the detour for Segnrent I. This work will be completed by fall of 200 1. These officials will replace: Minneapolis City Council Member Joan Campbell; New Brighton City Council Member Arlyn Gunderman; Mankato City Council Member Kathleen Sheran; and former Mounds View City Administrator Chuck Whiting, all of whose three-year terms expire. Also, the membership will elect a replacement for the one year remaining in the term of retiring Fergus Falls City Administrator Jim Nitchals. As you will see from the accompanying Nominating Committee guidelines, the Board has commitments to the City of Minneapolis (Joan Campbell's position) and the Coalition of Greater Minnesota Cites (Jim Nitchal' s position). People meeting those specific criteria will likely fill these two vacancies, although that ultimately is a membership decision. Nominations to fill the remaining three vacancies will probably be based on other, more general guidelines, such as gender and geographic balance. The League's strength has always been rooted in the Board's outstanding leadership. In addition, prior to May I of each year, the Executive Director shall mail to the chief administrative officer of each member city a letter soliciting Board candidates and explaining the process and selection criteria. 2. All candidates who wish to be considered by the nominating committee, must submit an appropriate written expression of interest by June 1. Additional material in support of particular candidates may be submitted up to the date of the nominating committee meeting. 3. Once the list of Board candidates has been compiled, the Executive Director in conjunction with the nominating committee chair shall develop an agenda and a schedule of interview times. 4. After considering the presentations of the various candidates, the nominating committee shall make its recommendations based on the requirements of the League Constitution, Board Commitments, and the Guidelines set out herein. 5. In order to avoid the appearance of a conflict of interest, nominating committee members should refrain from participating in discussion involving candidates from cities that they represent. 6. Notice of the nominating committee's recommendations shall be posted at a predetermined time in at least two locations at the annual conference site. The location of the postings shall be included in the material provided to conference attendees and shall be directly communicated to prospective candidates. 7. The Chair of the nominating committee shall be responsible for presenting the report of the nominating committee at the Annual business meeting. II. Board selection requirements and guidelines. A. Constitutional Requirements. I. The League Constitution requires that the Board of Directors shall consist of an "elected president, an elected first vice president, an elected second vice president, the immediate past president ex- officio, the president of the Association of Metropolitan Municipalities ex-officio, the president or vice president of the National League of Cities if a Minnesota City official ex-officio, and twelve directors. 2. "To be eligible to be elected to serve, or to continue to serve as an elective officer of the League, a person shall be an elected official [or], an appointed official.. .," who is not an independent contractor. B. Board Commitments I. The Board has made a commitment that representatives of the following organizations and entities will have a seat on the Board of Directors, if they desire and if the nominating committee believes that a qualified individual has been recommended by the particular organization or entity: a. Last year. a similar bill was vetoed by the governor based on his concerns that the $50,000 thresh- old was too big an Increase for the state's smallest cities. Under Chapter 328, cities under 2.500 population will have the competitive bid threshold increased to $35,000, while larger cities will have the threshold increased to $50,000. The bill, SF 2905/H.F 3152, was authored by Sen. Steve Kelley (DFL-Hopkins) and Rep. Bill Kuisle (R-Rochester). The effective date is Aug. 1. The act includes two other provi- sions. Cities and counties may contract for the purchase of sup- plies. materials or equipment with- out regard to the competitive bidding requirements if the pur- chase is through a national munici- pal association's purchasing alli- ance, or a cooperative created by a Joint-powers agreement that pur- chases items from more than one source on the basis of competitive bids or competitive quotations. The act also allows a county board to authorize the use of a credit card by any county 01llcer or employee otherwise authorized to make a purchase on behalf of the county. Cities were not included in this provision. In response to this conversation, Ms. Gay Mattson of Community Education, contacted me. Ms. Mattson wanted the city to know that the two committees are separate entities. The "Ad Hoc" mailing list was simply used as a starting point for membership on the "Referendum Fields Task Force. Mr. Paul Schlueter, co-chair of the Referendum Task Force first invited me to attend their meetings a week or two ago. MET COUNCIL BILL DEBATED Yesterday. the House debated SF 2827, the Metropolitan Council's housekeeping bill. The bill authorized 1he Metropolitan Council to consolidate annual reports and permit the use of facsimile signatures on documents. At least four amendments were prepared to be amended onto the bill. Of the four, one reiatlng to light rail contracting was approved and one that would have required metropolitan significance reviews for amphitheaters was defeated. The elected Metropoli- tan Council amendment was not offered and an amendment to clarify the charge of the legislative task force was withdrawn. After two hours of debate the bill was continued and it is doubtful if it will be heard again this session.
