Public Hearing on Feasibility Study for 2002 MSA Roadway
Improvement Project 01-08
Requested Action
Council is requested to hold the Public Hearing for the Lake Drive East portion of
the project located in Hennepin County.
Discussion
The City Council held the Public Hearing for this project on January 23,2002;
however, the properties located in Hennepin County did not receive the proper
mailed notice. This Public Hearing is intended to provide those property owners
in Hennepin County that are impacted by this project the opportunity to speak to
the Council and to meet the Minnesota State Stature requirements for assessment
projects.
A copy of the Staff Report from January 23, 2002 is attached.
Recommended Motion
No formal motion is required, unless Council desires to change the action taken
on January 23, 2002 to approve the plans and specifications and authorize
advertisement for bids.

Discussion
The City Council has previously received the feasibility study for the project. The
study considers improvements to the streets listed below.
Rehabilitation Maintenance
Audubon Road Stellar Court
Coulter Boulevard Pointe Lake Lucy
Lake Dr.lLake Dr. E. Mulberry East & West
Lake Lucy Road Heather Court
Saddlebrook Curve
Shadow Lane
The total cost of the Rehabilitation project based on the recommendations in the
report is estimated at $1,134,661.82. The Maintenance would be done within the
existing City budget.
Assessments are proposed for the Rehabilitation projects and calculated as
follows:

There are three levels of work that were considered for the Streets:
Reconstruction, Rehabilitation, and Maintenance.
Descrintion: Similar to:
Reconstruction: Removal of existing street Leveling a house and

Roads were selected based on the City's Pavement Management System.
Rehabilitation is substantially less expensive than Reconstruction. Ifroads are
rehabilitated in a timely manner, reconstruction can be avoided unless utility work
is required,
The Request for Proposals and Consultant selection for the Feasibility Study
included the preparation of plans and specifications. The Consultant has reviewed
the original proposal and made adjustments based on the recommendations in the
feasibility study.
Recommended Motion
Move to accept the feasibility study and authorize preparation of plans and
specifications for City Project No. 01-08 as recommended in the feasibility study.
Also move to approve the Consultant Work Order for the preparation of plans and
specifications. The Consultant Work Order will be distributed at the City Council
meeting on Monday, January 25, 2002.
