Southwest Metro Transit Proposal to Replace Dial-A-Ride with Local Fixed Route

Why It Makes Sense

Southwest Metro Transit is continually striving to improve its services. Presently, Dial-A-Ride is
offered to residents of the three communities Southwest Metro serves - Chanhassen, Chaska and Eden
Prairie. As these cities have continued to grow and add residents and businesses, local transit service has
not changed. Southwest Metro Transit believes a switch ftom Dial-A-Ride to local fixed route service
will improve transportation options for area residents while saving money for the agency.

Ridership has decreased significantly over the last year.
Dial-A-Ride accounted for 25% of our operating costs, but provided less than 10% of the total
rides.
The cost for the service is high - average cost per ride provided is $15.50 while the fare for each
rider is $2.75.
Reservations are needed to use Dial-A-Ride.
By its nature, Dial-A-Ride can only accommodate a fixed number of passengers.
Benefits of Local Fixed-Route Service
· With standardized routes, more people will be able to use the service.
· The fares for the riders will be reduced. Fares will be as low as $1.25 for adults and $0.50 for
seniors and youth.
· More employees oflocal companies will be able to utilize Southwest Metro Transit to get to and
ftom work.
· No reservations will be required, allowing greater flexibility for riders.
· Travel within and between Chanhassen, Chaska, and Eden Prairie will be available throughout
the day.
Southwest Metro Transit will unveil its proposed local fixed-routes and receive public comment at
meetings scheduled in each of the three cities that Southwest Metro Transit serves. The public meetings
are scheduled as follows:

Dear City Administrator Gerhart:
Carver County will move its Public Safety Answering Point (Sheriff's Dispatch Center) ITom the current
location in the County Administration Building to a facility in the Sheriff's area of the Justice Center in
Chaska. This move is scheduled to Occur on Tuesday, May 14,2002,
Services to the public, law enforcement, fire and medical responders in the County will not be interrupted.
The County 9-1-1 operation and control for the County's existing radio system will be moved to the new
center, This move will prepare the County to move trom its exiting VHF law enforcement and public
works radio system to a Carver County Subsystem on the new 800 MHz Metropolitan Radio System. The
law enforcement and public works functions are expected to fully move to the new radio system on June
25, 2002,
Please note that if you have law enforcement officers or community service personnel who need to
communicate with the Sheriers dispatch center via radio, they must procure radios to communicate
on the new 800 MHz radio system prior to June 25, 2002.
The fire services of the County are expected to begin using the new 800 MHz radio system on February 14,
2003, The County will continue to use existing VHF Jfequencies for paging the fire departments and for
activating the outdoor warning sirens around the county for the foreseeable future.
The address and telephone numbers for the dispatch center will not change as a result of this move.

MPCA May 2nd Deadline for Public Comment is Quickly Approaching
Situation
On April 18, the Minnesota Pollution Control Agency (MPCA) held a public meeting to
share information and discuss issues surrounding Air Emission Permit No. 01900031-
001 for the Mclaughlin Gormley King Company (MGK) facility located at 4001 Peavey
Road, Chaska. MGK manufactures pesticides and aaricultural chemicals at this facility.

During the meeting, it became clear there are more auestions than answers about the
MGK chemical Dlant's environmental imDact on the surroundina community. Nearby
business owners and residents expressed their concerns about unpleasant odors,
unexplained illnesses and unsuccessful efforts trying to deal with MGK.
Most of the discussion focused on dicvcloDentadiene (DCPD\ -- a chemical MGK uses to
manufacture a pesticide additive. Though long-term health effects are unknown,
symptoms from exposure can include irritation of eves. nose and throat. chanaes in
kidnev and luna functions. headaches. loss of balance and convulsions. Many
neighbors have described smelling a sickening-sweet butterscotch-like odor, which may
be associated with DCPD and/or other MGK chemical emissions.
But DCPD mav not be the onlv concern. Officials from the MPCA and the Minnesota
Department of Health (MDH) mentioned compliance requirements with other hazardous
chemicals includina: PM10. hexane. maleic anhvdride. methanol and methvlene
chloride.
On Mav 15. MGK has aareed to submit a work Dlan to the MPCA. The plan will provide a
detailed process analysis of chemical manufacturing at the Chaska plant and outline
how the comDanv intends to address hazardous emissions. The MCPA plans to issue
the MGK air emission permit in August.
Concerns
· The Droblem is laroer than an odor issue. Eliminating the sickening-sweet
butterscotch-like chemical odor is one thing -- but, even scarier, are the effects of
continued exposure and the potential of other hazardous emissions that we can't
smell and Dossible waste water contamination.
· Many residents fear there mav be a connection between the unknown chemical
emissions from the MGK chemical plant and health issues affectina area children.
· There's frustration mounting throughout the neighborhoods, because the MPCA has
not acted on the MGK Dermit issue for seven vears. (MGK applied for its air
emission permit in 1995.)
· An MGK fact sheet distributed during the public meeting did NOT mention the
company's active SUDerfund hazardous waste site in MinneaDolis. (In 1980, Congress
established the Superfund program to locate, investigate and clean up the worst
hazardous waste sites nationwide.)

The MPCA needs to receive Dublic comment on the MGK Dermit issue bv 4:30 D.m. on
Thursdav. Mav 2. lers make sure the MPCA clearly understands the concems and
expectations of our neighborhoods:
· We want indeDendent tests to determine all the hazardous chemicals and emissions
levels associated with all MGK's manufacturing processes and waste handling
procedures.
. We want a second Dublic meetina to discuss and understand MGK's proposed ·work
plan: once it's been submitted to the MPCA for review.
. We want a Dermit that restricts hazardous chemical emissions in our environment --
one that holds MGK to standards that are safe and acceptable to surrounding
businesses and neighborhoods.
· We want the MPCA to move auicklv to address our permit issues and concems.
· We want monitorina and reDortina of MGK's emissions on a reaular basis after the
permit is issued.

Dear John:
I am in receipt of your February 28, 2002 letter (attached) outlining
Bonestroo's understanding of the projects, work plan, proposed compensation
and project schedules for the water quality projects we discussed at the
beginning of the year on Christmas, Lotus and Susan Lakes.
The Christmas Lake project wiI1 be postponed indefinitely as the proposal for
the subdivision of the parcel near Wood Duck Lane and Yosemite has been
put on hold, In addition, I believe that the other projects we have discussed
for 2002 are more pressing.
As I have researched the LL-P7.5 project further, it appears that the ponds
constructed in conjunction with the Lotus Lake Woods subdivision may
already treat some of the subwatershed that was anticipated to go into the 4-
cell pond, The Phase r assessment of this project should include some
additional research to allow us to either support or reject this theory.
The status of Lake Susan is of particular concern to me. The City has
received numerous complaints regarding the appearance of and odors from the
wetland that was created for wetland banking purposes in the early 1990s. It
appears that the basin contains large quantities of nutrients that are
accelerating eutrophication of the wetland and likely contributing to water
quality problems in Lake Susan. In additioll, the City received an Aquatic
Plant Restoration grant from the Minnesota Department of Natural Resources
for the restoration of 1,000 feet of shoreline along the northwest side of Lake
Susan. It is my hope that this year's efforts will accelerate Lake Susan's
recovery from years of nutrient loading.
Please proceed with Phase I of the LL-P7.5, LS-P3.1&2 and LS-P3.34

Dear Lori:
Thanks for the opportunity to work with you on another year of successful water quality
improvements. This letter proposal summarizes our understanding of the Projects, our Work Plan
proposed compensation, and project schedule.
[J Project Description and Understanding
The City ofChanhassen has three areas of water quality focus in the year 2002. The first priority
is Pond CL-PI.2. Pond CL-PI,2 is proposed to provide treatment for the drainage area entering
Christmas Lake. To meet the Chanhassen SWMP water quality requirements, the City will need
to construct a pond approximately 1.90 acres in size and acquire easement for an area of
approximately 3.30 acres in size to accommodate the proposed HWL for the pond.
The second project involves Pond LL-P7.5. Development has occurred in the subwatershed that
drains to this pond. This pond has not been constructed, and as a result, there is visible
sedimentation in Lotus Lake and a channel that flows to the lake. Installing this proposed pond
will provide valuable water quality benefits to Lotus Lake.
The 1994 City SWMP indicates a 4-cell pond that incorporates two cells of sediment traps and
two cells of nutrient traps. The required area for the proposed ponds is approximately 1.60 acres.
There appear to be some potential areas to accomplish this located within a delineated wetland in
the Frontier Development and a beach lot adjacent to Lotus Lake. The wetland is a swale and
could potentially be enhanced for water quality treatment. A Minnesota Routine Assessment will
need to be filled out to determine the existing functions of the wetland and determine if the water
quality improvements would enhance those functions.

The third project involves improvements to drainage that is currently being discharged to Lake
Susan. Lake Susan is the 2002 Lake of the Year, so it makes addressing water quality in this
drainage area an obvious priority. Pond LS-P3.34 is a regional pond that is approximately 10
years old. This is an important water quality pond because it's the last treatment pond for a large
subwatershed that enters Lake Susan. It will be important to determine the treatment efficiency
of this pond due to its age. We understand that there is a newly restored wetland upstream of
Lake Susan experiencing an algae problem. There are concerns that this algae problem may
indicate water quality concerns in the subwatershed and ultimately Lake Susan. We will review
the subwatershed and determine the potential source of nutrients entering the wetland and
ultimately the lake.

As part of the Lake Susan water quality improvements, we will review the areas of ponds
LS-P3.1 and LS-P3.2. There is currently a park maintenance building with a parking lot in the
vicinity of these ponds. The park maintenance building and parking lot do not have pretreatment
prior to entering the lake. To meet the Chanhassen SWMP water quality requirements, the plan
calls for a pond of approximately 0.40 acres. We will need to review the water quality needs for
the maintenance building and the parking lot and see to what degree we can also accomplish the
needs of the subwatershed for water quality.

We have broken the projects into CL-PI.2, LL-P7.5, LS-P3.I&LS-P3.2 and LS-P3.34. To
benefit the City's accounting records we divided the projects into Phase I and Phase 2. This was
done due to the potential not to proceed beyond Phase I if properties cannot be acquired. If
properties are not acquired or if the City decides not to proceed to Phase 2 we will close the
project and meet the Phase 1 tasks and budget.
We propose to complete the tasks as presented in this proposal on an hourly basis not to exceed
the cost as estimated below. This cost estimate also covers anticipated Reimbursable Expenses.
