WS 2014 06 09 CHANHASSEN CITY COUNCIL WORK SESSION JUNE 9, 2014 Mayor Furlong called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman McDonald, Councilwoman Tjornhom, Councilwoman Ernst, and Councilman Laufenburger STAFF PRESENT: Todd Gerhardt, Laurie Hokkanen, Paul Oehme, Kate Aanenson, Todd Hoffman, Greg Sticha, and Danielle Washburn PUBLIC PRESENT: Rick Dorsey 1551 Lyman Boulevard REVIEW 2013 AUDIT, ANDY HERING, HLB TAUTGES REDPATH. Greg Sticha provided highlights of the 2013 audit before introducing Andy Hering from HLB Tautges Redpath who reviewed specific findings in reports issued by the Auditor, opinion on financial statements which resulted in a clean opinion, report on internal controls where no findings were identified, and the report on compliance with Minnesota Legal Compliance Audit Guide which found one finding of non- compliance which was insufficient collateral on hand on December 31, 2013. Greg Sticha explained the measures being done to address this issue. Mayor Furlong asked if there were other instances where this has happened during the year and asked staff and the bank to monitor this situation from occurring in the future. Andy Hering continued discussing communication with those charged with governance letter, financial statement adjustments, and noted there were no difficulties encountered or disagreements with management. He continued with his review of the financial summary for governmental funds, general fund budget performance and enterprise funds. Councilman Laufenburger asked about the city’s accounting software. Greg Sticha thanked Danielle Washburn for her great work in preparing information for the audit. Todd Gerhardt explained how the work done in-house by the finance department prior to the audit has helped save audit expenses. CONSTRUCTION PROJECT UPDATES. Paul Oehme provided updates on the 2014 Street Reconstruction projects (Kiowa Trail and Minnewashta Shores neighborhoods), Highway 101 (Lyman Blvd to Pioneer Trail), and Lyman Blvd improvements (Powers Blvd to Audubon Road) which is being done by Carver County. Mayor Furlong suggested looking at implementing flashing yellow lights throughout the city like the traffic signal being installed at Lyman and Powers. Todd Gerhardt asked Paul Oehme to discuss issues associated with the culvert location on the Dorsey property. Councilman Laufenburger asked about the size and location of the additional pipe being proposed. Councilwoman Ernst asked about the origins of the wetland being structural, in her opinion, and why the pipe wasn’t run on the north side of Lyman versus the south side. Todd Gerhardt explained that the City likes to keep drainage patterns the way they are today. Councilman Laufenburger asked for clarification on why the drainage on the northern side of Lyman can’t stay on the northern side. Rick Dorsey stated he appreciated the diagonal location of the pipe but has two issues remaining regarding runoff due to the steepness of the embankment of the road, and questioned the results of the TEP panel regarding designating wetland on his property. He expressed concern with the culvert and piping being adequate to handle runoff so he would like to see a swale installed. The other issue yet to be resolved is installing a right-in/right-out access to the northwest corner of his property and he would like that issue resolved with the design and get the right turn lane City Council Work Session – June 9, 2014 constructed with this Lyman Boulevard project. He noted he doesn’t understand why he is getting so much push back on this issue from the City when he is willing to pay for the construction of the right turn lane and has gotten approval from the County. Councilwoman Ernst asked for clarification on why the access to the northwest corner of his property can’t be accommodated. Paul Oehme explained that staff can bring back information relating to wetland impacts associated with his request. Rick Dorsey asked that this item be addressed by staff this week.
