1 SUBJ: Project Core Application
1 Please find attached a copy of the application for a fishing pier
to be located at Lake Ann Park east of the boat access. This
pier would be provided and installed by the Department of Natural
1 Resources. The City would provide shoreline improvement and
maintenance to enhance the use of the pier. If the application
is acceptable and the Commission is in approval, all that is
1 required on this item is the signature of the Chairman on the
original application.

The Park and Recreation Commission was happy to see a grant
1 program of this nature. The Commission was interested in seeing
more applications submitted to CORE for other park areas, such
as Lake Susan, South Lotus Lake, Carver Beach and North Lotus
I Lake Park. Staff will pursue other application submittals in the
future.
1 As this project would improve Lake Ann Park shore fishing, they
recommended unanimously to approve the CORE application.

Project Description (Brief):
PROJECT DESCRIPTION
Lake Ann Park contains a variety of facilities including a boat access, trails,
wooded area, swimming beach, tennis court, and ball diamonds. As a continuing
phase in the provision of community wide recreation facilities, the City is sub-
mitting this Project Core application for installation of a fishing pier.
Chanhassen City Code prohibits use of motorboats which are propelled by an
internal combustion engine upon Lake Ann. The operation of motorboats which are
tropelled by electric motors is permitted. As indicated by the sketch (over) ,
he ier will be located along the southeast side of the Lake, adjacent the
existing asphalt trail. The location is separate from the swimming/picnicking
area and the boat access. Parking for the pier users is also separate from the
designated car/trailer parking. The pier will be accessible from the parking
area via the existing asphalt trail. The water where the pier will be located
is 5 feet deep at a distance of 80 feet from shore, 9 feet at 120 feet and 14
feet at 140 feet. The lake bottom consists of 90% sand and 10% gravel. Bottom
vegetation is present but not excessive. Patches of emergent vegetation are
interspersed along shore thoughout the area. A 48 foot, roll-a-dock which is
currently serving as a fishing platform is used by many fisherman but proves
inadequate in all but the lowest use periods. Observation of the use this dock
receives exemplifies the need for a fishing pier to expand quality fishing
opportunities on Lake Ann. With the installation of the pier additional manage-
ment of the adjoining shoreline will be completed to compliment the beauty and
usefullness- of the .

This project is an important part of the comprehensive recreation plan for Lake
Ann Park. The develo nt of water based recreation on all or Chanhassen's C
lakes is a comittment of the City and its Park and Recreation Department. The
II addition of a fishing pier at Lake Ann, the largest of Chanhassen's community
parks, will_provide a means of experiencing a quality fishing experience for a
diversity of people including those who happen to be handicapped, elderly or
young.
II Lake Ann Park currently serves the members of Chanhassen and surrounding,com-
munities through organized and informal activities and events such as swimming,
fishing, canoeing, alking, softball etc. The fishing resource available at
Lake Ann is excellent but remains under utilized because of the abscence of
I developed facilities. The City of Chanhassen in cooperation with the Department
of Natural Resources Divisions of Fish and Wildlife and Trails and Waterways
would like to provide a fishing pier and its' support facilities to better use I
this resource. With the installation of a pier a multitude of programs can be !
II implemented. Senior citizens interested in fishing can forma pier" fishing i
club, meeting on,a desiggnated day each week. Field trips by a variety of
groups ie. physically handica , ,girl scouts, ,bo scouts, school children,
mentally handicapped, can use tie pier as a destination for which to carry out

their activities. The opportunity to install and maintain such a unique faci-
IIlity is welcome by the City of Chanhassen and its residents.
