SUBJ: July 4th Fireworks Display Quotes
' Attached please find quotes from three companies for the July 4th
fireworks display. A copy of last year' s display, which was pre-
sented by Banner Fireworks Display Company, was included with
this year' s correspondence asking for bids on a comparable show.
All quotes include personnel to set up and shoot a 25-minute
show, clean up and insurance.
' The low bid was again submitted by Banner Fireworks Display of
Zimmerman, Minnesota. Banner has presented the past four
fireworks displays for Chanhassen. All of them have been accep-
table both in quality and safety. It is staff' s recommendation
to accept the quote of Banner Fireworks Display Company for the
July 4th show.
UPDATE 3/8/88
' The Park and Recreation Commission reviewed this item at their
last meeting. The Commission felt that Banner had continued to
offer a quality Fourth of July show and have proven to be respon-
sible during set up, execution and clean up. As they have sub-
mitted the lowest quote, the Commission unanimously recommended
awarding the Fourth of July fireworks contract to Banner
Fireworks Display Company. .

IDear John:
This to confirm our conversations last week, our meeting on
I .. February 22, and our phone conversation on March 7 , 1988.
You indicated to me last week that you are going to appear at the
I City Council meeting on March 14, 1988 during the Visitors
Presentations portion of the agenda. You intend to request that
the City Council at the March 28, 1988 meeting consider a request
to reconsider the Zoning Ordinance Amendment for an indoor recrea-
tion facility to be included in the A-2, Agricultural Estate
District as a conditional use. Because there was some confusion
at the last Council meeting as to the use of the proposed
I building, it is requested that you submit a letter confirming the
proposed use of the building. Your application stated the pro-
posed use was for indoor golf and video golf.
1 Assuming the Council will agree to a reconsideration, please be
aware that the Planning Department' s original recommendation for
denial of the zoning ordinance amendment will not change. It is
I my understanding, however, that you intend to propose a 4 ,000 sq.
ft. wood structure to be constructed in the appearance of a resi-
dential detached garage. You also indicated that you would pre-
I pare drawings ( floor plan and elevations) to present to the
Council at possibly the March 14, 1988 meeting but for certain at
the March 28, 1988 meeting. Please arrange to submit those
drawings to my office by March 22 , 1988 so that staff can carry
Iout a review of the proposed structure. If the Council should
decide to approve your request, staff should be prepared to
recommend any necessary conditions .
1 Remember that the Planning Department' s recommendation is based
on the use and not necessarily the structure in which the use
I occurs. However, at the City Council meeting, some Council mem-
bers had reservations about the size and appearance of the metal
building. If would be staff' s opinion that a 4 ,000 sq. ft.
building constructed in a residential appearance with wood

construction would be more aesthetically appealing than a 20 ,000
sq. ft. metal building.
Remember also that the City Council has the ability to remand
your request to the Planning Commission for further review. 1
If the Council should decide to reconsider your request and
approve the zoning ordinance amendment, you would still need to
request a conditional use permit for the construction of the
building. Such a process would be initiated such that the
Planning Commission would consider your request on April 20, 1988
and the City Council on May 2, 1988.
