Discuss Reso]ution Changing Speed Limit on Hunter Drive

BACKGROUND
At the Highcrest Meadows preliminary development Council review meeting, the
residents on Hunter Dri ve were concerned about cut -through traffic from Longacres
Drive to Ga]pin Bou]evard and speeding along this segment of roadway. Staff
completed a traffic study along this segment of roadway to document any traffic
issues. Staff obtained speed and traffic counts at two areas on Hunter Dri ve and
traffic volumes at Fawn Hill Road using the standard MnDOT methodology.
Based on the data collected, traffic volumes are consistent with what would be
expected for this area. No cut-through traffic issues were documented. The speeds
that were documented did not show any significant speeding problems and the 85th
percentile of traffic speed averaged 27 mph. MnDOT requirements specify that the
posted speed limit be rounded up to the next 5 digit increment at the 85th percentile,
Staff also evaluated how the intersection of Fawn Hill Road and Hunter Drive
functions. Currently, Fawn Hill Road is a stop condition at Hunter Drive. Based on
the traffic data collected, the intersection does not meet warrants for a four-way stop
and no changes are recommended.
However, because of the circuitous alignment of the roadway and the steep hill on
Hunter Drive that does not meet City standards, staff is recommending the speed limit
be changed from 30 mph to 25 mph. Based on the State of Minnesota Statue ]69.]4,
Subd. 2, the City has the ability to change speed limits on local roadways that are less
than V2 mile.
Staff will be recommending adoption of the attached resolution.

RESOLUTION ESTABLISHING 25 MILES PER HOUR SPEED
LIMIT ON HUNTER DRIVE FROM LONGACRES DRIVE TO
GALPIN BOULEVARD - PW070C6
WHEREAS, the City Engineer has completed a traffic speed and volume study on Hunter
Drive from Longacres Drive to Galpin Bou]evard ("subject street"); and
WHEREAS, the City Engineer has recommended that the speed limit on the subject street
be reduced from 30 miles per hour to 25 miles per hour; and
WHEREAS, the subject street is a "residential roadway" as that term is defined in Minn.
Stat. § 169.0], subd. 81.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Chanhassen, Minnesota:
1. The speed limit on the subject street is established at 25 miles per hour.
2. City staff is directed to post 25 miles per hour speed limit signs on the subject street
indicating the beginning and end of the subject street to which the speed limit
applies.
