BACKGROUND At the January 10,2005 work session, Council was updated on the 30% Design Review. At the February 28, 2005 work session, Council was updated on the 60% Design Review. On April 25, 2005, Council approved the preliminary plat for the East Water Treatment Plant (WTP) and was updated on the 90% Design Review. DISCUSSION The site is located between Highway 5 and the Twin Cities and Western Railroad and just west of the intersection of Highway 5 (Arboretum Boulevard) and Chanhassen Road. The WTP will have the following features: . Water Treatment 1. In-line pressure aeration. 2, Chlorine and potassium permanganate addition. 3, Gravity filtration using green sand and anthracite media. 4. Fluoride addition for prevention of tooth decay (state requirement), 5. Orthophosphate addition as a corrosion inhibitor. . The WTP below-grade components and the filter cells will be constructed with cast-in-place reinforced concrete. The City 01 Chanhassen . A great piace to iive, work, and play Todd Gerhardt May 17,2005 Page 2 · A finished water clearwell pumping chamber will be provided below the WTP operating floor. · The WTP above-grade components will be constructed with brick and block. · The WTP roof will be a blend of sloped standing seam metal roofs and flat roofs with parapet perimeter walls. · A buried filter backwash tank will be constructed adjacent to the WTP. It will also be constructed of poured-in-place concrete and provide for the recycling of 90% of the water used in the filter backwash process. · The WTP will include a control room, laboratory, meeting room, break room and a unisex toilet, in addition to the basic treatment and pumping facilities. · A standby power generator will be provided to enable the WTP to operate when the local electric power grid is inoperative, to provide for peak shaving, or during maintenance work. The stand by generator will also provide power to Well No. 10, Well No. 11 can no longer be temporarily serviced by the standby generator due to the distance from the plant. Two electrical feeder lines from separate grids are planned to be connected to the treatment plant. This design will decrease the probability of power interruption. Xcel Energy will be conducting this work at no charge to the City. · The WTP operation will be tied into the City's SCADA system and be designed for automatic operation on a short-term basis. · Drainage - An emergency overflow system is included in the design to prevent any damage due to equipment malfunction or operator error. The local stormwater system will accommodate this flow. Approximately the western 1/3 of the platted area will be treated at the regional treatment pond in the downtown area. The eastern portion of the platted area will need to be treated on site. Staff evaluated if this drainage could be treated off site. Based on the present capacity of the existing treatment system and the fact that the existing treatment pond cannot be expanded anymore because of wetland impacts and grading concerns, Lot 2 and a portion of Lot 1 (treatment plant site) drainage will need to have a NURP treatment pond on site. · A security system will include consideration of potential future homeland defense security requirements. Card readers that will provide entry into the plant by staff. Backup entry will be provided by key locks, 2. Motion detectors with cameras will be placed in the pump rooms and filter area. 3. Cameras will be placed along the perimeter of the building with motion detectors. 4. The site will be lighted during the night. 5. Signs will be placed along the perimeter of the building notifying the public that the building has a security system. 6. The Carver County Sheriffs office will be notified automatically if an alarm is triggered. A separate contract for the security system vendor will be quoted out after the main construction contract has been awarded. The main construction contract will include conduits for power and communication for the security system. The security vender will then install the security system. This type of approach has been used successfully on other projects. Staff feels this approach will give the City more control over the security system installation and should not add to the cost of the project. The second test well for Well No. 11 was drilled the week of April 4, 2005. The second test well site is located at the southwest quadrant of TH 101 and 78th Street. The well was then test pumped and the aquifer levels from Well Nos. 5 and 6 were taken during the test pumping. The well appears to have a substantial glacier drift aquifer layer at this location. The consultant has modeled the test results and finds the site adequate for Well No. 11. The well construction is not included in this contract but the raw watermains will be extended to the site under the WTP contract. The contract will have two alternates; one for increased length of contract time and the other for a larger more decorative retaining wall block that matches the exiting block look of the pedestrian bridge. The contract will include prequalification requirements for the prime, electrical and mechanical contractors in order for them to submit a bid. The contractors will need to provide financial statements, demonstrate that the firm has the expertise to build a water treatment plant of this size and complexity, and has demonstrated the ability to complete work awarded. These requirements have been used successfully on other treatment plant projects. The City Attorney has reviewed the requirements and finds them acceptable. The majority of the funds have already been bonded for in 2004 year. The bonds will be paid back by connection charges for new developments and utility rate adjustments as adopted in the 2004 utility rate study.
