Please find attached a staff report addressed to the Park and Recreation
Commission dated February 14,2005, regarding a recommendation to the City
Council on a proposed Memorial Policy for the City. The Commission
reviewed and discussed this proposal on Tuesday, February 22, 2005. The
minutes resulting from that discussion are attached.

At the conclusion of their review, the Commission made the following
recommendation:

"Murphy moved, Spizale seconded that the Park and Recreation
Commission recommend that the City Council approve the
Memorial Giving Policy as presented. All voted in favor and the
motion carried unanimously with a vote of 5 to 0."

The City Council and staff reviewed this policy recommendation on May 23,
2005. It is recommended that the City Council approve the attached policy
concerning memorials and direct staff to prepare a small pamphlet describing
the program.

that lowering the speed limit to 25 miles per hour would not have a positive impact. Mayor
Furlong clarified that the 27 miles per hour was actually the 85 percentile number, not average.
Paul Oehme stated he would draft a letter to the President of the Homeowners Association
presenting the results of the study and the council's recommendation to keep the speed limit as
posted.
ISCUSSION OF MEMORIAL POLICY.

Todd Hoffman presented the background information on what led to the Park and Recreation
Commission's recommendation, basically stating it gives staff a tool to use when people come in
with requests for memorials in the city. Councilman Lundquist asked if the city's costs were
covered for the trees and benches. Todd Hoffman stated they were. Mayor Furlong asked that
this item be reviewed annually with the budget.
STRATEGIC PLAN: UTILIZATION OF CITY RESOURCES FOR COMMUNITY
WIDE EVENTS.
Justin Miller presented background information on events held in the city and associated costs.
He passed out a sheet showing the city costs associated with the recent American Legion Parade
and presented options. Councilwoman Tjornhom asked about other cities policies. Councilman
Peterson suggested the Chamber of Commerce benefits to a great degree and that maybe they
could help offset costs. Mayor Furlong concurred that it would be interesting to see what the
policy is in other cities. Councilman Lundquist expressed concern with using taxpayer's money
on events that don't benefit the city as a whole. Mayor Furlong directed staff to gather additional
information on city events and collect data from other cities.
Mayor Furlong adjourned the work session meeting at 7:00 p.m..

Historically, the City has received a variety of inquires concerning the
placement of memorials in public parks. The majority of these requests have
been met with the installation of a memorial tree or bench. However, in some
instances the requests go beyond a simple bench or tree and can begin to
resemble private memorial sites. In order to avoid the discomfort that can
accompany the need to make a decision over what is appropriate at a difficult
time; staff is recommending the City Council adopt a Memorial Giving Policy.

The policy includes the two most commonly requested memorials, a tree or a
park bench. The planting of a tree after the death of a loved one represents
many comforting thoughts for family members. The placement of a park bench
in a strategic location gives family members a destination to rest and reflect. A
policy to accommodate the wishes of those with a desire to sprinkle the
cremated ashes of a deceased love one, in a public location, is also included.
Lastly it is the city's desire to accommodate the wishes of those who choose to
dedicate a large memorial such as a building or play structure.

Memorial Giving Policy
The City of Chanhassen supports the needs and principles of allowing memorials in parks
and green space areas, but is also mindful that these facilities have many uses and are
enjoyed by a wide range of people. Therefore, the City desires to manage and regulate
memorials for the mutual benefit of all.

name. Nicknames, where appropriate, may be included at the donor's request.
4. No additional mementos, e.g. vases, statues, etc., shall be permitted at the location
of the tree.

5. The cost of a memorial tree is $500. The health of the tree is guaranteed for
5 years.
Memorial Bench
1. A memorial bench may be dedicated in the donator's park of choice.
2. The donor can choose the general placement within a park; the exact location of
the bench is dependent upon existing site conditions and shall be determined by
the appointed officer.
3. Benches will be constructed from a concrete material and
design. The bench will be secured in a concrete pad by
contractor.
