Approve resolution for TH 101 GAP Municipal Consent.
BACKGROUND
At the February 23, 2004 work session, staff updated Council on the TH 101 Gap
project. The update included the proposed alignment of the roadway and costs for the
project.
On March 22, 2004, staff again updated the Council on the project and funding with
cost splits at the work session.
On August 10,2005, City staff and MnDOT held an open house to discuss and
receive feedback about the proposed project.
On January 11, 2005, City staff and MnDOT held an open house to discuss and
receive feedback about the proposed project.
On April 25, 2005 Council held a public hearing for this project.
DISCUSSION
The TH 101 Gap project is proposed to address system continuity and safety issues
along TH 101 from Lake Drive to 86th Street. TH 101 currently has four lanes north
of Lake Drive and will be constructed to four lanes south of 86th Street as part of the
TH212 realignment project. The segment ofTH 101 between Lake Drive and 86th
Street, a distance of approximately 2,400 feet, currently has two lanes.
Existing TH 101 will be cul-de-saced near Lake Susan and turned back to the City for
future maintenance. Access will be provided off of Lake Susan Drive. Existing TH
101 will be reconstructed and is planned to be urbanized with concrete curb and
gutter in conjunction with the TH 101 Gap project and the TH 212 realignment
proj ect.
A portion of Riley Creek is within the construction limits of the new alignment for
TH 101. It will be directly impacted by the reconstruction of the paved

bicycle/pedestrian trails adjacent to TH 101 on the east. The creek needs to be
relocated in order to begin construction on TH 101.
A pedestrian underpass is proposed at the current pedestrian crossing to improve
safety. Additional pedestrian trails will be built on the east side ofTH 101.
A right-in right-out access point is proposed at Mission Hills Lane. This access is
proposed due to the current long deadend street in this neighborhood. Currently, the
Mission Hills area has over 255 units in this development with only one access point,
86th Street. Also, Mission Hills Lane is a 2,000' long deadend roadway. City Code
limits the length of a deadend street with a cul-de-sac based on density. The
proposed access point on Mission Hills Lane has always been planned when TH 101
was improved. The proposed connection was identified in the Mission Hills
development contract at the time of development for a future connection.
At the public hearing, property owners were mainly concerned about the lack of
screening for the back of the properties along Mission Hills Circle. The realignment
ofTH 101 is moving the roadway closer to these properties. MnDOT was not
planning any berming, screening walls, or landscaping in conjunction with this
project. The environmental document for this project did not identify any mitigation
requirements for visual or noise requirements. Because of the lack of excess right-of-
way, berrning in the road right-of-way is not feasible. Staff has discussed this issue
with property owners and MnDOT.
MnDOT is willing to look at three options to help address this issue. MnDOT has
designed a berm that could be constructed in the right-of-way and on private
property. This berm is designed to maximize the height and stays outside the existing
ponding limits. The other options are to construct a fence or add landscaping (trees
and scrubs). The property owners would be responsible for the future maintenance of
any amenities constructed on their property. The municipal consent process allows
the community to review the design for only 60 days after the public hearing. The
three options will be presented to the property owners in the near future for comment.
MnDOT will allow only one of the options to be included in the project.

RESOLUTION FOR LAYOUT APPROVAL
TH 101 FROM 86TH STREET TO 200 Fr. SOUTH OF LAKE DRIVE
PROJECT NO. 04-06
WHEREAS, the Commissioner of Transportation has prepared the final layout for the
realignment and widening ofTH 101 from Lake Drive to 86th Street known as the TH 101 GAP
Project in the City of Chanhassen. The road work section will stretch from 86th Street, to 200 feet
south of Lake Drive where the project joins the existing TH 101; and seeks the approval thereof;
and
WHEREAS, said final layouts are on file in the Minnesota Department of Transportation
office, Roseville, Minnesota, being marked, labeled and identified as Layout No.1, S.P. 1009-16
from R.P. 120+80.03 to 145+40.00; and
WHEREAS, the project will include improvements to existing TH 101, the existing trail
system and appurtenances, which have been included in the said final layouts.
WHEREAS, the Minnesota Department of Transportation will work with the City and
property owners to help screen the properties on Mission Hills Circle from the TH 101 realignment.
NOW THEREFORE BE IT RESOLVED that said final layout for the improvement of
said and Trunk Highway 101 within the corporate limits be and is hereby approved.
