We were fortunate to have an overwhelming I response from the contractors with 16 bids being received. The base bids were all competitively grouped around $245 ,000 . The low bidder, Fullerton Lumber Company of Chaska, Minnesota, was I the low bidder with a base bid of $222,850 . The bids ranged up to a high of $275,000 . The architect' s estimate for the base bid construction was $323 , 650. The $100, 798 difference is substan- tial and partially attributable to the contractor' s clear percep- I tion as to the work that needs to be accomplished. The fact that the City decided to have the foundation installed late last fall for this facility clearly was to our advantage in the bidding Iprocess. Jack Anderson of EOS Corporation, the City' s architect on this I project, has met with the low bidder and reviewed their schedule of costs. Everything appears to be in order and the low bidder is comfortable with his bid. I As a result of the favorable bids , there will be no need to uti- lize the deduct alternates we had provided ourselves for use in the event that bids exceeded our proposed budget. On the other I hand, we did include add alternates for repairs to the existing roof and four additional skylights which would be useful in the warehouse area. As such, I would recommend that these add alter- nates be included in the base bid award. I With the favorable bids, we now have the budget available to con- sider items that we thought would need to be delayed until next I year' s budgetary process, that being repainting the existing exterior concrete block and service doors , finishing off the new bathroom, and the addition of two overhead coiling doors to rseparate the interior work areas for park and recreation equip- II Don Ashworth March 24, 1988 1 Page 2 ment and the sign shop from the warehouse. We also intend like 1 to re-look at the cost effectiveness of installing central air conditioning for the office area versus the window units which are presently in the bid package. Consistent with the City' s approach on other capital outlay projects of this nature, staff will deal with these items on an individual basis keeping within our budgetary commitment and thereby reducing the overhead and markup costs that would otherwise be associated with these items . With this in mind, it is recommended that the public works expan- sion project 87-22 be awarded to Fullerton Lumber Company of Chaska, Minnesota for a base bid of $222 ,850 and that the City accept Alternate No. 3 , an add of $1,800 for skylights and Alternate No. 4, an add of $10 ,660 for repairs to the existing roof for a total bid award of $235, 310 . The results were I quite competitive and the Project has come in under the cost estimate. I would like to review our research regarding the bids, specifically the low bid, (enclosed please find the Bid tabulations) and give recommendations on this and other items which will affect the project budget. I The low bidder is Fullerton Lumber Company; Base Bid of$222,850. After Research of the Contractor's references and meeting with the contractor regarding schedule of values and I unit costs, we recommend that you award the contract to Fullerton (Enclosed is a copy of references which they have submitted). I Along with the base bid we recommend that you accept Alternate#3 an add of$1,800 (additional skylights) and Alternate#4 an add of$10,660 (existing building roof repair). When the bidding climate is this competitive it tends to bring costs down as we have seen I here, but also leaves profit and overhead of the contractors at a bare minimum. What we recommend is that the City include 15%for contingency items in the budget this should cover changes and discrepancies which happen on any building project but may be Iaccentuated here because of the competitive environment. Due to the initial conservative approach to the project we left out some items which may I be worth Including at this time. The first is the cost of repainting the existing exterior concrete block and service doors. The second Is the cost of adding fixtures and accessories in the new restrooms.
