1 At the February 22, 1988 City Council meeting, staff presented the desert sands
color choice for painting the new ground storage reservoir tank. Council
1 directed staff to notify the neighborhood around the water tower of this choice
to receive their input. As such, on March 3, 1988, a letter was sent to resi-
dents within roughly a half-mile radius of the ground storage reservoir to
notify them of this color selection and solicit their comments.
1 Of the 64 letters which were sent out, we received two verbal (Arthur Owens,
Gloria Ray) , two written comments and one petition with 49 signatures
1 (attached). Except for the letter from the Graefs, the responses requested that
we reconsider our color selection and instead paint the reservoir to match more
with the sky tones since the majority of the tower is viewed from below looking
1 into the sky. I tend to agree with this suggestion especially since the inten-
tion is to use this same color for our other two elevated tanks which are defi-
nitely more silhouetted against the sky.
II therefore am recommending that the "cumulus” color (BB82) be selected for
painting the reservoir. A copy of the color chart is available at City Hall for
those of you who may have discarded your copy. This, like the first choice, is
Ian environmental natural color. It should blend in well with the sky tones and
the only consequence might be that it would show dirt a little bit more readily
than the original desert sands choice.
1 In order to place this reservoir on line by the peak demand season, it is impor-
tant that we communicate our color choice to our contractor by Tuesday, March
29, 1988. As such, unless there is objection by the Council at the March 28
1 meeting, we will confirm this cumulus color choice to our contractor so that the
paint can be ordered.

This letter will serve to update your community on the Blue Lake
II
Wastewater Treatment Plant expansion project. The Blue Lake
Plant, located in the City of Shakopee, presently treats approxi-
mately 20 million gallons of wastewater per day (MGD) . Flow to
the plant is primarily from communities near Lake Minnetonka and
II
the southwest suburbs .
The existing plant has a capacity of 24 MGD and is being expanded II a capacity of 32 MGD for the year 2010. The plant will also
provide advanced wastewater treatment to meet more stringent
effluent standards as outlined in the new discharge permit which II was issued by the Minnesota Pollution Control Agency in
September , 1987 .
The first phase of the design project has been completed, con-
II
sisting of the preparation of a technical design report which
defines the specific treatment facilities required to meet the
new, more stringent, effluent limits . Due to the report' s II detailed technical nature, a copy has not been sent to you.
However, a copy of the design report can be obtained through Ms .
Carol Mordorski of the Commission staff.

The design report includes a plant layout, number and size of all
treatment units, building layouts , equipment layouts and process
description. This report will be used to prepare plans and speci-
fications for the plant expansion project. II

sal involves the possible extention of Oriole Lane. If such
takes place, access to Herman Field can be acheived at the origi-
nal location, i .e. the northeast corner of the park. 1

' Dear Gary :
Pursuant to your request we have reviewed repairing the lift
' station located on Pleasant View Road .
The lift station is a duplex ( 2 pump) grinder pump station
with a 2- inch PVC forcemain discharge. Our understanding is that
the pumps have been a continual maintenance problem. The control
panel is located in a hard to reach location and does not
contain hour meters , and that the fiberglass station structure is
' in need of repair .
We have examined the service area for this station and have
' determined that nine ( 9) single family homes discharge through
the station . Due to the small number of homes this station
services , we feel the grinder pump station is appropriate. In
addition , a larger non-clog pump will pass a 2- inch solid which
could potentially clog the 2- inch forcemain.
We suggest upgrading this station by complete replacement
' and abandonment of the old station . We are making this
recommendation because of the condition of the fiberglass
structure along with the condition of the existing pumps and
' control panel .
We recommend installing Flygt pumping equipment and a
control panel manufactured by Consolidated Electric . Waldor Pump
' Company has estimated the cost for pumps , floats , guide rails ,
control panel , and access door at $7 , 560 . 00 .
We estimate the cost for a new manhole and installation of
equipment at $5 , 500 . 00 . The City could purchase the pumping

equipment directly from the supplier and save any mark-up by a
contractor and get three quotes for the manhole and installation .

1 Dear Mr. Gray:
I apologize for the delay in our response to your December 3,
1987 submittal, however, it was necessary to receive input from
1 our consulting engineers, Rieke, Carroll-Muller Associates , who
have the history on this project for the City. Enclosed you will
find a copy of their Engineering Review of your consultant' s
1 December 3 , 1987 project summary. In addition to this review, I
would like to offer a few of my own thoughts concerning this pro-
posal .
1 1. Without specific traffic count information, it is very dif-
ficult to evaluate the impacts to the Chanhassen roadways in
this area. We are obviously sensitive to the congestion we
1 already live with at the West 78th Street and Dakota Avenue
intersection of Trunk Highway 5 . This proposal could have
both positive and negative impacts to this area and the only
1 way that I see this can be addressed is with a comprehensive
traffic study to be performed which would also recognize the
future full interchange with Trunk Highway 5 .
1 2 . Apparently, an inter-municipal agreement was never executed
between the City of Eden Prairie and Chanhassen for our
recently constructed portion of West 184th Avenue. Prior to
1 the construction of the current proposal, this will need to
be undertaken and issues such as cost sharing, timing and
maintenance will need to be addressed. Plan Sheet No. 851047
1 (attached) prepared by RCM for the two cities on the Park One
improvements shows construction of this portion of the road-
way to be City of Eden Prairie' s cost. When the City of
Chanhassen first authorized the preparation of plans and spe-
1 cifications for our portion of the roadway, there was con-
siderable discussion concerning the City of Eden Prairie' s

timing for completion of their portion of the roadway. Even
with this current proposal, the majority of Eden Prairie' s
portion of 184th Avenue abutting Chanhassen will not be
constructed. As you can see from the City Council meeting
minutes of August 18 , 1986 (attached) , this will be an issue
that needs to be addressed. I note that earth moving equip-
ment has already started grading near the railroad tracks. ,
3 . Concerning the issue of an at-grade crossing versus a under-
pass, it is my understanding from a recent conversation with
Mr. Paul Kroehnert of BRW, that you have apparently received
some indication that the railroad will approve an at-grade
crossing for Dell Road. This being the case, and with the
underpass alternate being almost $700,000 more than the other
alternates, it would appear quite clearly that an at-grade
crossing will be your preferred alternate. From an engi-
neering standpoint, I do not believe I would have a problem
with this providing the proper crossing arms and cantilever
warning systems are provided in accordance with MnDOT stan-
dards. I would request, however, that a close look be taken
at the proposed 6% road grade as it relates to Lot 8, Block 1
of the Park One Third Addition. This being commercial prop-
erty, driveway approaches to the 184th Avenue need to be
flattened as much as possible to facilitate truck traffic.
Additionally, there was discussion in BRW' s report concerning
further expansion of this road segment along this property to
four lanes after the year 2000 . ,
4 . I believe the future alignment and road section should also
be presented in your plan similar to how it was shown in the _
City of Chanhassen ' s plan for Park One (plan sheet attached) .
5 . The proposed plans show a bike path along the east side of
the roadway. This bike path abruptly terminates approximately
280 feet south of the centerline of Evener Way. I believe the
City of Chanhassen would be interested in seeing this bike path
construction carried all the way to Highway 5 . ,
6 . The development of a full interchange at Highway 5 is a very
important connection for the City of Chanhassen. Likewise,
the extension of West 184th Avenue south of Highway 5 is also
important and, depending on future development, could also
lead a shared municipal project between our two cities . The
latest construction plans (attached) from MnDOT still show a
full signalized interchange at 184th Avenue. As you are no
doubt aware, both communities of Eden Prairie and Chanhassen
have provided "seed" monies to help expedite the design and
ultimate construction of Highway 5 improvements out to the
City of Chanhassen prior to the year 1990. Time will tell
exactly when this will come about, however, I believe the
pressures exist to allow Eden Prairie to seriously consider
construction of their half of 184th Avenue.

I would request that you look closely at the attached report from
our engineers as it relates to the storm water drainage, sanitary
' sewer and watermain issues . I did not find any major concerns
that we would have in these areas. I would like to discuss the
feasibility of adding an inter-municipal watermain connection as
a portion of this project ( 350 ' of main) . I am not aware of the
' service pressure zone that the City of Eden Prairie' s water has
at this area, however, if feasible, it may be something we would
want to consider as a part of this project. Chanhassen' s water
' needs in this area are serviced from an elevated tank with a high
water elevation of 1,120 feet. Your plans should note that the
City of Chanhassen has a new 10" watermain located in 184th and
Quattro Drive which could be impacted by construction, especially
Alternative B.
After you have a chance to review these comments and attachments ,
' we would be pleased to sit down at your convenience to hammer out
more of the details on this project. Ultimately, the City of
Chanhassen will need some specific proposal from the City of Eden
' Prairie concerning the details of this project and especially as
it relates to schedule and proposed cost sharing. I look forward
to discussing this with you in the near future.

on T.H. 5 in the Chanhassen and Eden Prairie area.
The Southwest Corridor Transportation Coalition's efforts in supporting
increased funding for highway improverents certainly is appreciated by Mn/DOT.
Hopefully, with the cooperation of groups such as yours, the 1988 Legislature
will provide the means to continue the econanic vitality of Minnesota through
an excellent transportation system.
Your activities to raise funds for potential assistance on the upgrading of
T.H. 5 fran C.S.A.H. 17 to C.S.A.H. 4 are to be cannended. Mn/DOT is willing
to help in this effort to hire a consultant to provide assistance on the final
design and on other critical project development activities as needed. I
suggest that a local governmental unit be the lead agency for contracting with
a consultant and that a joint powers agreement be consummated between agencies
contributing towards financing the consultant.
Mn/DOT has commenced the project development process. While a significant
portion of the layout has been initially drafted, its virtual completion
remains to be accanplished. Upon canpletion, the layout will be submitted for
staff approval.
The right of way acquisition and relocation is strictly regulated by state and
federal guidelines and, therefore, it is difficult to accelerate the process
and remain eligible for federal funds on T.H. 5. As you knaa, the project
will involve the relocation of people and the Federal Relocation Assistance
Act dictates certain procedures and time tables that cannot be circumvented.

Mn/DOT/ will make every effort to accommodate the project
in as short a time schedule as realistic. There are, however, no development
' project acceleration guarantees where approvals are required by other
governmental agencies.
' Sorry I missed your meeting with the Governor, as I was testifying before the
House Transportation Committee on the very issue (highway funding) for which
the coalition has been so supportive. I'm sure that the cooperation between
the Coalition and Mn/DOT can continue to enhance highway improvements in the
southwest corridor area.

Len Levine has accepted on behalf of MnDOT our offer to provide assistance
on the final design and other critical project development activities for the
upgrading of T.H.S. from County Road 17 to County Road 4. We will proceed

to establish an agreement with the involved parties and will provide specifics
on the program at our April meeting.
We have all worked a long time in our collective efforts to substantially improve
I
Highway 5 and to implement new T.H. 212. We are now in a position to contribute
directly to the planning and design efforts on critical portions of T.H. 5.
A very fine letter was received from Henry Kalis, Chairman House Transportation I
Committee thanking us for our support of the highway funding bill. Henry makes
the point that the bill would not have passed without our involvement and that
I
transportation needs to be a long term effort to assure its funding in the
Legislature.
A legislative update will be provided by Todd Vlatkovich at our meeting. We I
will be able to discuss our long range strategy and plans at that time.

Your activities to raise funds for potential assistance on the upgrading of
t T.H. 5 fran C.S.A.H. 17 to C.S.A.H. 4 are to be canmended. Mn/DOT is willing
to help in this effort to hire a consultant to provide assistance on the final
design and on other critical project development activities as needed. I
suggest that a local governmental unit be the lead agency for contracting with
1 a consultant and that a joint powers agreement be consummated between agencies
contributing towards financing the consultant.
Mn/DOT has commenced the project development process. While a significant
portion of the layout has been initially drafted, its virtual completion
remains to be accomplished. Upon completion, the layout will be submitted for
' staff approval.
The right of way acquisition and relocation is strictly regulated by state and
federal guidelines and, therefore, it is difficult to accelerate the process
and remain eligible for federal funds on T.H. 5. As you know, the project
will involve the relocation of people and the Federal Relocation Assistance
Act dictates certain procedures and time tables that cannot be circumvented.

Mn/DOT will make every effort to accommodate the project development process
in as short a time schedule as realistic. There are, however, no absolute
project acceleration guarantees where approvals are required by other
governmental agencies.
Sorry I missed your meeting with the Governor, as I was testifying before the
House Transportation Committee on the very issue (highway funding) for which
the coalition has been so supportive. I'm sure that the cooperation between
the Coalition and Mn/DOT can continue to enhance highway improvements in the
southwest corridor area.

II want to sincerely thank all of you who worked so hard both within your own
organization and with your legislators in the House to gain passage of our "3
and 30" highway funding bill . I, and the House members of the Highway Study
I Commission, Bob Jensen, Bernie Leider, Doug Carlson and Art Seaberg, very much
appreciate your efforts.
We have received scores of resolutions from government units, from business
I organizations, from labor groups, from farm groups, etc. We have clipped scores
of press releases and letters to the editor in support of this funding package.
We have received comments from our fellow legislators on the size of the crowd
I that followed this bill through three committees and for the floor vote. You
have made the presence of a broad-based support for highway funding felt in the
House of Representatives.
IIUnfortunately, that same presence may not be quite so evident to the Senate.
Sen. Purfeerst's companion to our "3 and 30" funding bill passed easily out of
the Transportation Committee; it was amended in the Senate Finance Committee to
IIremove the MVET portion of the bill and awaits a hearing in Senate Taxes.
I would hope that all of us who believe that Transportation should be our No. 1
I priority will not give up our fight to move it up on the legislative priority
list. The constituents for increased education funding, for increased nursing
home funding, for increased property tax relief do not come here for one session
and then disappear. ' Perhaps that is why these three items are the top three
I spending items in our state budget. One of the most important things I learned
with the Highway Study Commission this past year is how large and how broad
based the Transportation constituency is in Minnesota. I sincerely hope that
I you have been energized to make your presence felt to a wider group of legisla-
tors over a longer period of time.
II Again, I want to thank you for all your support. Without your help we could not
have gotten this bill passed in the House.

Dear Mr. Warren:
I am at a loss to understand the lack of common sense and good judgment
incorporated into the design of Chan' s "new" main street. It is the
first time I have ever seen a street widened and a median constructed
to reduce a former four-lane street into a two-lane street in order to
relieve congestion. Naturally it is now even more congested with an
' even greater accident potential .
Residents coming from the west are no longer able to reach some local
businesses without considerable forethought. Nor will they be able to
' conveniently reach future businesses planned by the city. Patrons of the
Dinner Theater are no longer able to locate their entrance and have to
backtrack. Getting from point "A" to point "B" is no longer a simple
' procedure, but has become a daily challenge. We must'nt forget "Suicide
Corners" by the Pony Express and Frontier Belle, or "Four Ways to Get
Creamed Without Trying" . Every time I have driven into Chan I have
witnessed near misses at that intersection and the confusion and irri-
tation of the motorists.
Residents leaving St . Hubert"s Church parking lot or Kenny' s parking
lot to the east are no longer able to safely enter main street ' s traffic
flow because someone decided it was a good idea to remove the 3-Way Stop
Signs previously at that intersection. Another brilliant move creating
' yet another traffic hazard and more confusion and irritation - all in
one block. Kenny' s parking lot entrance/exit on the west is blocked a
good deal of the time because of congestion at that intersection. The
return of the Stop signs to Great 1-lains could help alleviate the con-
gestion that builds up at the next intersection, but evidently no one
has given this any thought . As things now stand , those future Chan
boutiques could feature T-shirts with "I Survived Chanhassen' s Main Street" .
' That is if the customers are e' en able to reach the boutiques without
driving over the median.
Who is responsible for this asinine planning': Before construction began,
input from our Fire Department advised that their fire equipment would be
unable to manuever around the median, but the median was installed anyway
only to be ripped out later. Why wasn' t someone listening?
I realize Chan' s redevelopment has been the prime interest of some
residents for quite sometime, but I would think a little more construe-
' tive planning was in order before someone was turned loose to design a
street which has created traffic hazards , congestion, conKsion, irritations,
and inconveniences - not to mention the wrath of unsuspecting motorists.
If these same individuals are responsible for Chan' s future redevelopment
plans , then I believe we are in big trouble.

Dear Mrs . Kurimchak:
Thank you for your March 15, 1988 , letter regarding the Downtown ,
Improvement Project. Similar concerns and frustrations have been
expressed by other area residents, the City Council, Chanhassen
HRA and at times City staff. This has been a challenging and
frustrating process for us all at times, however, it is necessary
and helpful to keep in mind that some of the difficulties are the
direct result of the project being approximately one-half 11 complete at this time.
Phased Project
The Downtown Improvement Project is a project that is designed
and being constructed, by necessity, in two phases to accommodate
the needs, requirements, and changes that will occur in the down-
town area in the next ten to twenty years. There is no question
that at present certain accesses to some West 78th Street busi-
nesses is now difficult. With implementation of the future develop-
ment
plans for the area, particularly those proposed for the
north side of West 78th Street, the roadway design and access
issues become more reasonable. We believe that your concern
about residents not being able to " . . .conveniently reach future
businesses planned by the City" is incorrect. The roadway improve-
ments have incorporated the best available information into the
design. Items such as safety, access, and effective traffic
movement on West 78th Street were high priorities by the City in
its review of these plans. Many times giving priority to one
issue such as safety meant compromising on another such as
access . Like many complex decisions one makes , there are compro-
mises involved. The development plans for each site along West
78th Street are, and will be as they are submitted, carefully
reviewed to ensure compatibility with the new roadway layout and
downtown theme.

Traffic Lanes
It has been expressed more than once that West 78th Street was a
four-lane road which is now reduced to two lanes. Factually this
is correct. The old roadway width did allow for four lanes;
however, in reality the function of West 78th Street as a moving
four-lane roadway was rare. Parking, as you
both sides of the street consistently reducing know,
in effect to two moving lanes - one in each direction. As the
roadway is now designed, no longer do the motorist and street
parker conflict. The passing motorist does not have to concern
himself with a pedestrian running out between two parked cars, or
I the opening of the driver or rear passenger car door just as she
is going by. With the exception of intersection locations, the
median design concept effectively separates o
I margin of twenty feet or more, eliminating any traffic by a
head-on collision, which was certainl g y for ire
length of the old West 78th Street,certainly possible for the entire

There is no question that the intersection of TH 101 and West
I 78th Street has been a trouble spot this winter. The City
Council and City staff have been aware of this for some time,
and requested the City' s consultant (BRW) to work with the
I Minnesota Department of Transportation (MnDOT) on alternative
solutions to the current problems. This intersection is within
the jurisdiction of MnDOT, and as such any changes must be
reviewed and approved by them. Proposed corrections to this
intersection have been presented to the City Council, Chanhassen
HRA, and the Public Safety Committee. These corrections are
currently being designed and will be constructed as soon as possible
II this spring. Other than signage modifications , most of the
changes could not be implemented during the winter months .
II 3-Way Stop
Your concerns regarding the
g Great Plains Boulevard/TH 101 inter-
section ( Pauly' s Bottle Shop/Kenny' s Market) are again concerns
the City is aware of. West 78th Street through this area is
also under the jurisdiction of MnDOT. The removal of the three-
way stop was the result of a review of this roadway by MnDOT.
II The movement of eastbound or westbound Highway 101 traffic in
this area receives priority. As can be seen at both of the
intersections to the east of Great Plains Boulevard, i .e.
Frontier Trail and Erie Avenue, the stop signs are utilized only
on the intersecting street of the three-way intersection.
Through movement of traffic would be significantly impaired by
stop signs at any one of these three intersections . The final
decision to remove the three-way stop was made by MnDOT, but not
arbitrarily. Removal of the three-way stop is consistent with

SUBJ: Update on United Mailing Parking Area Issues - Site Plan #84-3
This is to follow up on my memo of January 25 , 1988 , regarding poten-
tial violations regarding location of trailers on the 250 car parking
lot on the west side of the United Mailing Building. I have spoken
with Dick Warren from United Mailing and he has informed me that the
storage of the trailers on the western parking lot would occur only
between December and March, specifically November 15th through
February 15th. He stated that this is the busiest time period during
the year for United Mailing. He stated that the expansion to the east
of the existing building as approved in 1984 will not occur for
several months . He stated that because of the postal rate increase
and the drop in the value of the dollar, costs have increased and
mailing volumes have decreased. Mr. Warren explained that they are
considering postponing construction of a 4 , 000 to 5 ,000 square foot
mezzanine area as well.
Given the temporary nature of the storage of trailers on the west side
of the building, I informed Mr. Warren that it would be acceptable to
the city if storage of the trailers would only occur between November
15 and February 15 . Consequently, the attorney' s office will prepare
a letter of understanding to be signed by both the City and United
Mailing to permit the temporary storage of these trailers and preserve
the original intent of the site plan approval to prohibit trailer
storage on the west side of the United Mailing building.
We also discussed the issue of employee parking along Park Road. Mr.
Warren stated that he has notified the employees several times
regarding the traffic and safety issues involved with parking along
Park Road. He stated that despite the abundance of parking, the
employees have been recalcitrant in parking in the appropriate area.
He stated that United Mailing would support the city if the Public
Safety Department were to begin issuing tags for violations of parking
near a driveway or fire hydrant.
Given the above, I see no further action needed with United Mailing.
