As a part of the Minnewashta Meadows subdivision request, the
I developer/owner, Gary Carlson, has provided the City with the
attached petition for installation of these improvements as a
public improvement project. In the interest of time, the deve-
I loper has requested that this request be pressed forward under
the presumption that the prerequisite approvals, i .e. rezoning,
subdivision and wetland alteration, have been obtained. As will
be recalled, these improvements relate directly to the Church
I Road improvements which the Council has authorized and which we
are coordinating with the Metropolitan Waste Control Commission' s
forcemain installation project.
IThe petition from Mr. Carlson I believe is reasonable in that it
will provide the City with full control of the construction acti-
vity in this area which is important to the coordination effort
1 with the MWCC. Mr. Carlson' s comment concerning the City coming
up with a plan to set aside or reimburse him for those improve-
ment costs that benefit neighboring properties relates specifi-
I cally to the Frizzell and Kerber properties on the southeast half
of Church Road. Council will recall that these properties were
excluded from the Church Road sanitary sewer installation project
I until such time as their septic systems failed and service would
be required. Unless Mr . Carlson chooses to press the issue via
the feasibility study, to have the City Council reconsider its
I earlier position and require the Frizzell and Kerber property to
connect and be assessed at this time, Mr. Carlson will be
assessed for the entire cost of these improvements . If the
Frizzell and Kerber property are included in the study, this will
I require the holding of a public hearing to allow for their
input. The additional timing involved with this step could have
negative impacts to both Mr. Carlson ' s development and the City' s
I Church Road improvements as they relate to the MWCC' s construc-
tion schedule.

It is therefore recommended that the City Council accept this II
petition for public improvements dated March 28, 1988 and
authorize the preparation of a feasibility study for sewer, water
II
and street improvements to Minnewashta Meadows Addition, Project
No. 88-2. Be it further resolved that the firm of William R.
Engelhardt and Associates, who is intimately familiar with the II proposed improvements , be directed to prepare the feasibility
study.

A RESOLUTION AUTHORIZING PREPARATION OF A FEASIBILITY STUDY
FOR SEWER, WATER AND STREET IMPROVEMENTS TO MINNEWASHTA MEADOWS
ADDITION, PROJECT 88-2 ,
WHEREAS, a petition has been received from Gary D. Carlson,
owner/developer of Minnewashta Meadows, legally described as Lot
3 and Lot 4 Schmid Acre Tracts, for municipal installation of
sewer, water, and street improvements in the Minnewashta Meadows
Subdivision; and
WHEREAS, undertaking this project as a City public improve-
ment project will benefit the City in its construction coor-
dination efforts with the Metropolitan Waste Control Commission' s
forcemain construction along Church Road.
NOW, THEREFORE, BE IT RESOLVED by the Chanhassen City Council '
that the firm of William R. Engelhardt and Associates is hereby
directed to prepare a Feasibility Study detailing said sewer,
water and street improvements in this area and association costs '
and assessments .
