However, because of the issues pertaining to tax increment statutes now pending in the legislature, it was determined that preparation of the plan for this particular district should wait until the 1 legislature takes final action. ANALYSIS ITherefore, it is suggested that the Council establish a new public hearing date of May 23 , 1988 . Attached is the resolution which '1 should be amended to reflect the new public hearing date. RECOMMENDATION I it is recommended that the City Council establish May 23 , 1988 , as the public hearing date for Tax Increment District #2 and that Resolution No. 88-24 be amended to reflect the new date. Ron Batty, from LeFevere, Lefler, has provided a resolution establishing May 9 , 1988, as the public hearing date I for Tax Increment District #2 on the McGlynn site. Staff will also keep open the possibility of establishing a separate district to include the American Legion and the parcel directly east of the Legion. This is being done on a two fold basis: I1 . Per Council instructions to look at other potential tax increment areas to be considered prior to state law Ichanges; and 2 . Should the state legislation not extend TID #2 to help with relocated TH 101 costs , some form of subsidary Ifinancing needs to be considered. The Planning Commission as required by state law will review the Iproposed tax increment plans on April 20 , 1988 .
