SUBJ: Accept Feasibility Study and Order Public Improvement
Project for Minnewashta Meadows

Attached is a copy of the feasibility study for Minnewashta Meadows improve-
1 ments. Council authorized the preparation of this feasibility at the April 11,
1988 meeting. The report is relatively straightforward. The utilities as pro-
posed in the report are consistent with the plans generated during the prelimi-
1 nary platting of this subdivision. The costs for the project, estimated to be
$186,632, are proposed to be levied against the 16 lots within the Minnewashta
Meadows subdivision. Attached is a letter from the developer, Gary Carlson,
agreeing to these assessments and waiving his right to a public hearing.
1 The Metropolitan Waste Control Commission's (MWCC) forcemain construction along
Church Road is now scheduled for start up on or about May 1, 1988. The Council
1 has already authorized the sanitary sewer on the north half of Church Road (City
Improvement Project No. 87-5) to be constructed as a change order under a Joint
Powers Agreement with the MWCC to minimize coordination problems and dif-
ficulties with the two projects. It is likewise recommended that the sanitary
sewer and watermain proposed under this feasibility study along the west
side of Church Road in front of Lots 14, 15 and 16 of Block 1 should also be
incorporated as a change order and Joint Powers Agreement with the MWCC to mini-
1 mite construction/coordination difficulties. The remaining portion of the
improvements on Meadow Lane and Meadow Court will be incorporated into a
separate bid package as City Project No. 88-2.
1 It is therefore recommended that the City Council accept the feasibility study
for Minnewashta Meadows dated April 20, 1988. As Mr. Carlson is the sole pro-
f perty owner proposed to be assessed under this study and since he has waived his
rights to the public hearing, it is further recommended that the City Council
authorize the preparation of plans and specifications at this time.
