IMEMORANDUM
TO: Housing and Redevelopment Authority
IFROM: Don Ashworth, Executive Director
DATE: April 21, 1988
SUBJ: Authorize Bids, Chanhassen Clock Tower and Entry Monuments
IAttached please find bids received for the clock tower and entry
monuments. If you recall, bids had been taken approximately
II three months ago with the low bidder being $175,000 . That amount
significantly exceeded budgetary estimates and, accordingly,
staff recommended rejection of all bids.
I The low bidder this time around is Morcon Construction with a bid
of $135, 700 . •
ITwo points should be noted:
o Entry Monuments - One of the entry monuments is the gazebo
(miniature stage) to be placed adjacent to the Dinner
I Theatre. Mr. Bloomberg has agreed to be assessed the cost
of its construction. A waiver is on file waiving Mr.
Bloomberg 's right to appeal the assessment for this
structure; and
I o
Clock Tower - The clock tower and secondary entry monument
I are approximately 15% over original budget. However, the
bid does include adding the fourth clock face. If the HRA
will remember, the original design included only two faces
and that was later changed by the HRA/Council to three and
I then more recently to four. Accordingly, staff feels that
the bid received is within the original budget estimate if
such is modified to include the alternates added later. '
1 The assessable portion of the attached contract requires City
Council approval, i .e. the $70, 900 proposed for the gazebo. The
non-assessable portions of the attached contract (clock tower and
Isecondary entry monument) require HRA action.

Staff would recommend that the Housing and Redevelopment
Authority authorize City staff to execute a contract with Morcon
Construction following City Council action to approve the
assessable construction costs to Bloomberg Companies.
