Councilman Horn will be prepared to announce the proposed project schedule for TH 5 widening to four lanes . April 13. 1988. 7:30 A.M. Location: MTS Systems Cafeteria ' Len Levine has accepted on behalf of MnDOT our offer to provide assistance on the final design and other critical project development activities for the upgrading of T.H.5. from County Road 17 to County Road 4. We will proceed to establish an agreement with the involved parties and will provide specifics on the program at our April meeting. We have all worked a long time in our collective efforts to substantially improve ' Highway 5 and to implement new T.H. 212. We are now in a position to contribute directly to the planning and design efforts on critical portions of T.H. 5. A very fine letter was received from Henry Kalis. Chairman House Transportation Committee thanking us for our support of the highway funding bill. Henry makes the point that the bill would not have passed without our involvement and that transportation needs to be a long term effort to assure its funding in the Legislature. A legislative update will be provided by Todd Vlatkovich at our meeting. We will be able to discuss our long range strategy and plans at that time. Feerick Chairman Southwest Corridor Transportation Coalition 1107 Hazeltine Boulevard Suite 454 Chaska, MN 55 18 Dear Mr4 Thank you for your letter of February 4, 1988, concerning highway improvements on T.H. 5 in the Chanhassen and Eden Prairie area. The Southwest Corridor Transportation Coalition's efforts in supporting increased funding for highway improvements certainly is appreciated by Mn/DOT. Hopefully, with the cooperation of groups such as yours, the 1988 Legislature will provide the means to continue the economic vitality of Minnesota through an excellent transportation system. Your activities to raise funds for potential assistance on the upgrading of T.H. 5 fran C.S.A.H. 17 to C.S.A.H. 4 are to be commended. Mn/DCT is willing to help in this effort to hire a consultant to provide assistance on the final design and on other critical project development activities as needed. I suggest that a local governmental unit be the lead agency for contracting with a consultant and that a joint powers agreement be consummated between agencies contributing towards financing the consultant. Mn/DOT has commenced the project development process. While a significant portion of the layout has been initially drafted, its virtual completion remains to be accomplished. Upon completion, the layout will be submitted for staff approval. The right of way acquisition and relocation is strictly regulated by state and federal guidelines and, therefore, it is difficult to accelerate the process and remain eligible for federal funds on T.H. 5. As you know, the project will involve the relocation of people and the Federal Relocation Assistance Act dictates certain procedures and time tables that cannot be circumvented.
