REGULAR MEETING
SUMMARY MINUTES
JUNE 23, 2014
Mayor Furlong called the meeting to order at 7:05 p.m. The meeting was opened with the Pledge to
the Flag.
COUNCIL MEMBERS PRESENT:
Mayor Furlong, Councilwoman Ernst, Councilwoman Tjornhom,
and Councilman McDonald
COUNCIL MEMBERS ABSENT:
Councilman Laufenburger
STAFF PRESENT:
Todd Gerhardt, Laurie Hokkanen, Paul Oehme, Kate Aanenson, and Todd Hoffman

PUBLIC ANNOUNCEMENTS:
Mayor Furlong read an invitation to the City’s annual Fourth of July
celebration and reviewed the schedule of events.
CONSENT AGENDA:Councilman McDonald moved, Councilwoman Ernst seconded that the
City Council approve the following Consent Agenda items pursuant to the City Manager’s
recommendations:
1. Approval of City Council Minutes dated June 9, 2014
2. Receive Planning Commission Minutes dated June 17, 2014
3. Receive Park and Recreation Commission Minutes dated May 28, 2014
4. Approval of Temporary On-Sale Liquor License, Eden Prairie Lions Club Fundraising Event,
July 16, 2014, Halla Greens Golf Course, 495 Pioneer Trail
5. 9111 Audubon Road: Approval of Interim Use Permit for Approximately 40,000 Cubic Yards of
Fill, Applicant: Mathiowetz Construction Co./Owner: Gayle Degler
All voted in favor and the motion carried unanimously with a vote of 4 to 0.
VISITOR PRESENTATIONS:
Laurie Susla, 7008 Dakota Avenue and President of the Lotus Lake
Conservation Alliance, asked the council to contact the Riley-Purgatory-Bluff Creek Watershed District
regarding the new rules and regulations regarding stormwater and buffers. She reviewed Terry Jeffery,
the City of Chanhassen Water Resources Coordinator’s comments regarding these new regulations and
requested that the City Council write an official letter to the watershed district asking them to re-visit
these rules. She also cited an example of how real estate values will be decreased with the
implementation of these new regulations. Larry Koch, 471 Bighorn Drive expressed his support of Terry
Jeffery’s comments regarding the new regulations and submitted a letter for the record from himself and
his wife asking the council to make communications with the watershed district. He agreed that his home

values will be decreased by these new rules. Councilman McDonald asked the City Manager to explain
the City’s role in the Watershed District implementing these new regulations. Patrick Gunnell, 7332
Frontier Trail and a member of the Sunrise Hills Homeowners Association discussed the impacts on their
beachlot property due to these new regulations.
LAW ENFORCEMENT/FIRE DEPARTMENT UPDATE.
Lt. Jeff Enevold explained an anomaly in
th
the theft related calls for service numbers from 2013 to 2014. With the 4 of July coming up he
explained the difference between legal and illegal fireworks. Mayor Furlong asked Lt. Enevold to
comment on how neighborhoods can host a party for National Night Out. Chief Don Johnson provided
the update on numbers for staffing, calls for service, training, fire prevention and an update on one
significant fire call.
CONSIDER VACATION OF TRAIL EASEMENT, STEVEN LEHTO, 8591 TIGUA LANE.
Paul Oehme presented the staff report on this item. Mayor Furlong asked for clarification that this was
vacation of a trail easement only and not utility easement before opening the public hearing. No one
spoke and the public hearing was closed.
Resolution #2014-45: Councilwoman Tjornhom moved, Councilman McDonald seconded that the
City Council approve the vacation of a perpetual pedestrian easement at 8591 Tigua Lane
described in the attached legal description. All voted in favor and the motion carried unanimously
with a vote of 4 to 0.
COUNCIL PRESENTATIONS.
Mayor Furlong discussed the ribbon cutting ceremony for the

Highway 101 river crossing project which will be held at noon on Tuesday, June 24.
ADMINISTRATIVE PRESENTATIONS.
Todd Gerhardt gave a presentation highlighting the troubled
spots throughout the community from Thursday’s significant rain event. Mayor Furlong asked about
erosion in the Bandimere Park entrance project area, and reimbursement claims from insurance
companies.
CORRESPONDENCE DISCUSSION.
None.
Councilwoman Ernst moved, Councilwoman Tjornhom seconded to adjourn the meeting. All voted
in favor and the motion carried unanimously with a vote of 4 to 0. The City Council meeting was
adjourned at 7:55 p.m.
