Environmental Documentation and preliminary design for this section of Highway

Currently, this section of Highway 101 is a two -lane rural section roadway with
safety and capacity problems along the corridor. The safety problems are primarily

steep grades. The land in this area is anticipated to be developed in the near future
which will put additional traffic pressure on this segment of roadway. Once the

A federal grant solicitation is anticipated to be released this fall. Staff is actively working with
the County and MnDOT to position this project so it ranks as high as possible. Funding for the
environmental documentation project for the section of Highway 101 from Lyman Boulevard to
Pioneer Trail was split equally between the three agencies. Staff is proposing to use the last
environmental project as a model for this section of Highway 101. Carver County is agreeable to
this approach. MnDOT is still trying to secure funding for the project. MnDOT, however, is
willing to complete some work for the project with MnDOT staff. This work includes providing
one -foot contours along the corridor, geotechnical investigation and review of historic buildings
in the area.
The environmental work for the Highway 101 River Crossing project and the CSAH 61 work
required archeological work to be performed. It is unknown at this time if the US Army Corps
of Engineers will require any on -site investigation work to be performed with this project. This
work would need to be contracted out separately from the environmental and predesign work.
If federal funding is secured, the earliest Highway 101 could be reconstructed is 2018. If the
project does not rank high enough to be federally funded, state funds would need to be secured.
The state turn-back funds are currently over programmed and are not available for about 10
years. State bonding or an influx of money into the state turn-back account is thought to be the
only other avenue to advance this project if federal funds are not secured.

Staff is recommending that this document be the land use recommendations for the update of the
Comprehensive Plan that is required for adoption in 2018. At the time of the Comprehensive
Plan update, this study will then have an additional opportunity for public comment as well as a
public hearing before the Planning Commission and adoption by the City Council.

4. Open House I -With the assistance of city staff, a public

5. Workshop II - A second day -long workshop will be held
at SRF for staff and the consultant team. The primary
focus of the joint time will be to establish options,
alternatives and development scenarios for each parcel
found within the study area. Sketch alternatives will
be generated that explore land use and development
options for private sector parcels. Concepts for public
realm improvements will be arrived upon. At the
workshop's conclusion, a pin up session will provide
a review of ideas generated and clear direction as to
refinement needed priorto public review and comment.
6. Open House II - With the assistance of staff, a second
public open house will be held to seek input as to
preferred recommendations and options based upon
the alternatives arrived upon in the second workshop.
Graphics will be used to portray land use and
development scenarios, the implications of planned
transportation and infrastructure improvements, and
options related to timing. Feedback from attendees will
be instrumental to verifying prudent recommendations
and preferred schemes. Areas for further refinement
will be noted.
7. Joint Council /Planning Commission Work Session - A
work session of the combined bodies will be attended
to:
a. Share work completed to date including fixes,
constraints, variables and options
b. Summarize feedback from Open Houses I and II
c. Seek buy -in as to preferred solutions and
recommendations
d. Identify areas of concern or where refinements may
be needed

document will be completed as a part of the planning
process. Specific sections to be addressed by the
